COLLEGE COUNCIL<br />

<strong>Minutes</strong> of a meeting of the <strong>College</strong> <strong>Council</strong> held on 1 <strong>December</strong> <strong>2003</strong> in the<br />

Prioress's Room.<br />

There were present: the Master, Dr Alexander, Revd Dr Jenkins, Professor Cipolla,<br />

Dr Fennell, Dr Ian Wilson, Professor Mitchell, Dr Clackson, the Senior Bursar, the<br />

Senior Tutor, Dr Wilkinson, Mr Hare, Professor Dowdeswell, Dr Saxena;<br />

Mr S. Day, Mr R. Foulkes, Miss V. Eyre-Brook, Mr N. Dimmock; the Master's<br />

Assistant (in attendance).<br />

PART I<br />

UNRESERVED BUSINESS<br />

822. Apologies<br />

<strong>Council</strong> received apologies for absence from the President and Dr Kearns.<br />

823. New Members of <strong>Council</strong><br />

The Master welcomed Professor Cipolla, Professor Dowdeswell and Dr Kearns as<br />

new members of <strong>Council</strong>.<br />

824. <strong>Minutes</strong><br />

The minutes of unreserved business of the meeting held on 10 November <strong>2003</strong><br />

were approved and signed.<br />

825. Development Committee<br />

<strong>Council</strong> received the unconfirmed minutes of the meeting of the Development<br />

Committee held on 10 November <strong>2003</strong>. The Master undertook to ensure that<br />

future Development Committee minutes would differentiate that it is Dr Ian<br />

Wilson who is a member of that Committee.<br />

826. May Ball 2004<br />

<strong>Council</strong> received from the May Ball Committee 2004 a proposal seeking<br />

permission to hold a May Ball within the precincts of the <strong>College</strong> from 8.45pm on<br />

14 June 2004 until 6am on 15 June 2004, supported by details of its arrangements<br />

and two provisional budgets. <strong>Council</strong> was pleased to note the inclusion of alumni<br />

and approved the proposal as submitted in principle, subject to:<br />

(a) the full agreement of the Gardens Committee on all related matters; and<br />

(b) full consultation with the Domestic Bursar on all appropriate matters, notably<br />

North Court.<br />

827. May Ball 2005 – Survey of Student Community<br />

Mr Day undertook to ensure a paper is presented to <strong>Council</strong> concerning the 2005<br />

and future May Balls, showing the results of a survey to be conducted of the<br />

student community to establish if May Balls are favoured over Events, and to also<br />

include information as to numbers of <strong>Jesus</strong> <strong>College</strong> students attending previous<br />

May Balls and Events as well as total attendance figures.<br />

828. North Court: Report of <strong>College</strong> Project Board<br />

Through the Master, <strong>Council</strong> received the first report of the <strong>College</strong> Project Board<br />

prepared by the Domestic Bursar.<br />

829. Events in Chapel<br />

On the recommendation of the Dean of Chapel, <strong>Council</strong> gave permission for the<br />

following events to take place in the <strong>College</strong> Chapel:<br />

830. Student Affairs Committee<br />

<strong>Council</strong> received the unconfirmed minutes of the meeting of the Student Affairs<br />

Committee held on 3 November <strong>2003</strong>.<br />

831. Bursarial Committee<br />

<strong>Council</strong> received the unconfirmed minutes of the unreserved business of the<br />

meeting of the Bursarial Committee held on 17 November <strong>2003</strong>.<br />

832. Request for Sponsorship: The Tenth International Congress on Mathematical<br />

Education (B.5298)<br />

On the recommendation of the Bursarial Committee, <strong>Council</strong> declined the request<br />

from the Joint Mathematical <strong>Council</strong> of the United Kingdom to sponsor United<br />

Kingdom participants in the Congress.<br />

833. North Court and Related Projects (B.5301(a))<br />

<strong>Council</strong> noted that the total costs for North Court, the workshop compound, the<br />

extension of the cricket pavilion (to provide new changing facilities) and the<br />

relocation of the <strong>College</strong> bar had risen from an estimated £9,586,000 to<br />

£10,712,000, brought about by the following:<br />

(a) initial costs had been based on sketches which have now been developed to<br />

full plans and the costs reflect this higher level of definition combined with<br />

various improvements on the original, such as the enlargement of the<br />

extension to the pavilion to accommodate more than thirty players at any one<br />

time and this has, in turn, increased the cost of providing showers and other<br />

services;<br />

(b) in line with customer expectation and the long term benefit in terms of<br />

durability and running costs, the quality of finishes has been improved from<br />

those originally planned; and<br />

(c) the amount of £542,000 of <strong>College</strong> Direct Costs were not included within the<br />

Henry Riley spreadsheet (much of these were identified in the original paper<br />

submitted to <strong>Council</strong> and following completion of the projects certain of the<br />

external properties can be sold and this should enable a large part of these<br />

costs to be recovered).<br />

On the recommendation of the Bursarial Committee and subject to the North<br />

Court Project Board being satisfied with the detailed proposals, <strong>Council</strong> approved<br />

the expenditure of £10,712,000.<br />

834. Charitable Donations Committee<br />

<strong>Council</strong> received the unconfirmed minutes of the meeting of the Charitable<br />

donations Committee held on 20 November <strong>2003</strong> and,<br />

(a) noted the following regular payments:<br />
