POST-GRADUATE MEDICAL ADMISSION TEST (PGMAT)-2010<br />

PROSPECTUS<br />

The Post-Graduate Medical Admission Test for the <strong>admission</strong> in Post-Graduate Degree/Diploma Medical Courses<br />

in Medical Colleges of the State of <strong>Jharkhand</strong> for the academic session 2010 onwards will be conducted by <strong>Jharkhand</strong><br />

Combined Entrance Competitive Examination Board as constituted under <strong>Jharkhand</strong> Combined Entrance Competitive<br />

Examination, Act, 2001.<br />

1. SHORT TITLES, EXTENT AND COMMENCEMENT :<br />

(i) This Prospectus may be called “Post-Graduate Medical Admission Test Prospectus-2010”.<br />

(ii) It shall extend to the whole of the State of <strong>Jharkhand</strong>.<br />

(iii) It shall come into force at once.<br />

2. DEFINITIONS :<br />

(i) ‘College’-means Medical Colleges in the State of <strong>Jharkhand</strong> including RIMS.<br />

‘Course’-means Post-Graduate course of study including Diploma course.<br />

‘Examination’-means Post-Graduate Medical Admission Test (PGMAT)-2010.<br />

‘Board’- means <strong>Jharkhand</strong> Combined Entrance Competitive Examination Board, <strong>Jharkhand</strong>.<br />

‘Government’- means State Govt. of <strong>Jharkhand</strong>.<br />

‘Controller of Examination’- means Controller of Examination, <strong>Jharkhand</strong> Combined Entrance<br />

Competitive Examination Board duly appointed by the Government.<br />

‘He’ includes ‘She’ and ‘His’ includes ‘Her’ also.<br />

‘<strong>Jharkhand</strong>’-means <strong>Jharkhand</strong> as defined in the Bihar Re-organistion Act-2000.<br />

3. ADMISSION TEST :<br />

Recommendation for <strong>admission</strong> in various Post Graduate degree and diploma courses shall be made according<br />

to merit-cum choice on the basis of the result of Admission Test as provided in the prospectus.<br />

4. POST-GRADUATE COURSES :<br />

4.1 Duration of Courses :<br />

However, for the Candidates who already have Diploma in a particular subject/speciality, the duration of P.G.<br />

Degree Course (MD/MS) in that particular subject/speciality will be of two years only. The M.Ch. (Neuro<br />

Surgery) course will be of three years for the candidates seeking <strong>admission</strong> after securing Post-Graduate<br />

Degree in MS (General Surgery).<br />

Internship satisfactorily on or before 31.03.2010, otherwise they shall not be allowed to participate in the<br />

counselling even if their name appears in the merit list.<br />

A candidate, who did not obtain permanent registration from Medical Council of India or Bihar/<strong>Jharkhand</strong><br />

State Medical Council, but is otherwise eligible, may be allowed to appear in PGMAT-2010 on provisional<br />

basis, but he must obtain the same from <strong>Jharkhand</strong> State Medical Council within one month from the<br />

date of his <strong>admission</strong> in P.G. Course as per the rules of the Medical Council of India, failing which the<br />

<strong>admission</strong> of the candidate shall be cancelled. Also, he must be registered after <strong>admission</strong> under the<br />

concerned University within the period prescribed by that University.<br />

5.2 Residential :<br />

A candidate who fulfills any of the following criteria is eligible for <strong>admission</strong> :-<br />

The candidate must be a citizen of India, and local resident of <strong>Jharkhand</strong> as per Memo No.-5/<br />

Vividh-09/2001 (Domicile) Ka. 2691/Ranchi, dated 29/4/02 of Personnel, Administrative Reforms and<br />

Rajbhasha Department, Government of <strong>Jharkhand</strong>, (Appendix-C) and he/she must have to attach photocopy<br />

of local resident certificate issued by the DC/SDO (Civil) of the state of <strong>Jharkhand</strong> in proper proforma as<br />

per appendix ‘B’. The residential certificate must bear Memo No., date and seal of the issuing authority.<br />

Certificate issued by any one other than DC/SDO (Civil) shall not be entertained and will lead to rejection<br />

of his/her claim. No other document in support of his/her claim for residence will be entertained.<br />

or<br />

A candidate who is not a permanent resident of <strong>Jharkhand</strong>, but has passed his MBBS Examination<br />

from any University/Medical College of <strong>Jharkhand</strong> state is also eligible as per the directives of Hon’ble<br />

High Court, Patna in CWJC No. 3448/2000.<br />

Whose mother/father is a permanent employee of United Nations Organisation and is presently<br />

<strong>post</strong>ed in <strong>Jharkhand</strong>.<br />

A candidate claiming eligibility under 5.2 (II) must submit an employment certificate duly signed<br />

and issued by the Employer or Head of the office/Department, in case of U.N.O. employee only.<br />

There should be similarity in the address as mentioned in certificates of the candidate and application<br />

form.<br />

5.3 AGE LIMIT :<br />

There is no upper age limit for appearing in PGMAT-2010. (Vide the directives of Hon’ble High Court, Patna in<br />

CWJC No. 3309/2000 and 3341/2000).<br />

5.4 NO OBJECTION CERTIFICATE :<br />

A candidate who is in employment either in Government or else-where will be allowed to appear at the <strong>test</strong><br />

only if he produces a certificate of “No Objection” from his employer with the condition that if selected he will be<br />

granted study leave to pursue the course. However, the candidates who are employees of Government of<br />

<strong>Jharkhand</strong> shall be issued admit card provisionally in the absence of such “No Objection” certificates. But After<br />

selection they will have to either produce relieving certificate from their controlling officer, or furnish an undertaking/affidavit<br />

that in case they are selected they shall resign from the service and shall undertake the studies<br />

as full time students. Such undertaking/affidavit is to be filed along with the application form and the relieving<br />

letter by the employer shall be submitted on or before the date of <strong>admission</strong>.<br />

6. EXAMINATION :<br />

(i) The medium of Examination will be English.<br />

There will be a common Entrance Examination for all the courses consisting of two portions : (a) Pre &<br />

Para clinical (b) clinical.<br />

The Examination shall be of MBBS standard and shall cover all the subjects of MBBS Course.<br />

There may be more than one set of question papers.<br />

The Examination will be of only one siting consisting of questions in two sections as follows. The<br />

duration will be of 3 hours. In Pre and Para clinical subjects, there will be a total of 100 questions and in<br />

clinical subjects, there will be a total of 150 questions.<br />

All the questions will be of objective type.<br />

Each question shall be of 1 (one) mark, which will be awarded for each correct response / answer and Quarter<br />

mark (0.25) will be deducted from the total marks obtained for each incorrect answer. Zero mark will be given<br />

for questions not answered. More than one answer indicated against a question will be deemed as incorrect<br />

answer and quarter mark (0.25) will be deducted for every such question answered in that manner.<br />

7. RESERVATION :<br />

(i) For the selection of candidates for <strong>admission</strong> in Post-Graduate Degree/Diploma courses, Reservation<br />

Policy/Rules of the Govt. of <strong>Jharkhand</strong> prevailing on the date of commencement of counselling will be<br />

applicable. For ready reference the Resolution No. 5800 dated 10.10.2002 and Letter No.-7072 dated<br />

30.12.2003 of Personnel, Administrative Reforms and Rajbhasha Department are given at the end of<br />

the prospectus as Appendix-D respectively. Certificate issued by any one other than DC/SDO (Civil)<br />

shall not be entertained and will lead to regection of his/her claim. No other document in support of his/<br />

her claim for residence/caste will be entertain.<br />

Candidates of reserved categories competing in General Merit List will not be counted against<br />

reserved category seats. Candidates of reserved category competing in General Merit List will have the<br />

option for general as well as the concerned reserved category seats. If seats of reserved category<br />

exhausted due to their option reserved seats will be compensated from seats of General Category.<br />

A candidate claiming <strong>admission</strong> on seats reserved for SC/ST/BC-I/BC-II will have to obtain caste certificate<br />

from DC/SDO (Civil) of the state of <strong>Jharkhand</strong> in the Performa as given in Appendix-A to this prospectus,<br />

No, other caste certificate other than Proforma in Appendix "A" will be acceptaed and will be debared<br />

from reserivation facility.<br />

Candidate's having different residential address in form and certificate submitted will be debared from<br />

the reservation facility.<br />

(v)<br />

The candidates should clearly mention their respective categories (General/SC/ST/BC-I/BC-II) in spaces<br />

provided in Application Form. The allotment of seats shall be done on that basis.<br />

The category mentioned in the Computer Form shall be considered final, in case it differ<br />

from at other specified places. When there is no claim of category in the spaces provided, then he shall<br />

be considered in General Category. The responsibility of forfeiture of reservation claim shall lie on the<br />

candidate in case of any mistake(s) / carelessness on their part.<br />

8. METHOD OF SELECTION AND ADMISSION :<br />

8.1 Merit List :<br />

(i) Merit list of all the candidates appeared in the PGMAT-2010 will be prepared on the basis of the total<br />

marks obtained in the competitive <strong>test</strong>.<br />

(ii) In cases of two or more candidates obtaining equal marks in PGMAT, the merit of such<br />

candidates shall be determined in order of preference as under :<br />

(a) Candidates obtaining higher marks in section-I. If indecisive then, (b) Candidates obtaining higher<br />

marks in section-II, if indecisive then,<br />

(b) According to age, older getting preference over younger, if indecisive.<br />

(c) According to Alphabetical order of a first name.<br />

8.2 Counselling :<br />

(i) The candidates in order of merit will be called for Counselling and for verification of original documents<br />

and identity by personal appearance. The counselling will be performed and the placement will be done<br />

on merit-cum-choice basis with open display of the institute seat-chart. The method of counselling may<br />

be changed as per la<strong>test</strong> direction by Hon’ble Supreme Court/High Court. No change in the choice will<br />

be allowed later on in any circumstances. The candidates coming late during counselling will be<br />

considered, but placement will be done only on the existing vacancy at that time.<br />

(ii) Institution-wise and course/subject-wise total seats are as mentioned in clause 4.2 of this prospectus.<br />

In case of any change, the same will be notified at the time of counselling.<br />

(iii) Dates and the venue of Counselling by personal appearance will be notified on the Notice Board of the<br />

J.C.E.C.E.B. office and will be published in News Papers and/or Website : www.jharkhand.gov.in/jceceb<br />

(iv) The Candidates must bring their Admit Card, Counselling letter and other related original certificates/<br />

documents.<br />

(v) The seat allotment order shall be issued on the same day after verification of certificates/documents,<br />

identity and exercise of their option according to his merit.<br />

(vi) A candidate shall have to join the course within the specified date/period after the date of allotment of<br />

Course/ Institution failing which his claim for <strong>admission</strong> shall be forfeited.<br />

(vii) As per Medical Council of India recommendation, a candidate must obtain at least 50% marks in case<br />

of General Category and 40% marks in case of Reserved Category (SC/ST/BC/MBC) in <strong>admission</strong> <strong>test</strong><br />

is eligible for <strong>admission</strong> in Post-Graduate Courses.<br />

(viii) No candidate will be permitted to pursue and complete more than one course from the same Examination<br />

(PGMAT) and the same session.<br />

(ix) No candidate will be enrolled for two courses simultaneously i.e. as a regular student for one course<br />

and as an ex-student for the other course.<br />

(x) A candidate who has passed a Degree PG Course will not be permitted <strong>admission</strong> in Diploma PG Course<br />

of same subject.<br />

(xi) Bonafide certificate will not be entertained in case of last counselling.<br />

(xii) A candidate who has been finally opted seat for <strong>admission</strong> in a particular course in last round counselling<br />

& he does not take <strong>admission</strong> are he leaves the course one year he has to pay a fine of Rs. 25,000/- (Rs<br />

Twenty five thousand) To JCECE Board and Fifty thousand to the institution and if he leaves the course<br />

after one year a fine of Rs. 1 Lac to the institute and a fine of 25 thousand to JCECE Board.<br />

9. REGISTRATION :<br />

(i) All the candidates called for counselling, if selected, must be registered with Bihar/<strong>Jharkhand</strong> Council<br />

of Medical Registration and those who are registered elsewhere must get himself registered J.S.M.C.<br />

within one month from the date of the <strong>admission</strong> in P.G. Course and will also have to be registered by<br />

the university concerned within the prescribed period by that University. The registered candidates will<br />

undergo whole time training for the prescribed period as given in Section 4.1.<br />

10. SCHEDULE OF EXAMINATION :<br />

11. PROCUREMENT OF APPLICATION FORM & PROSPECTUS AND EXAMINATION FEES :<br />

(i) Application form and prospectus can be obtained during sale period from any one of the following <strong>post</strong><br />

office on Cash Payment of 1100.00 (Rs. 800 for SC/ST only) in addition to 35 rupees as P.O. Processing<br />

Fee. (i) P.O. RIMS Branch, Ranchi (ii) Post Office MGM College Campus, Jamshedpur (iii) BCCL<br />

Township P.O. Dhanbad.<br />

(ii) The cost of Application form includes Examination fee, which is not refundable under any circumstances.<br />

12. INSTRUCTIONS FOR FILLING UP APPLICATION FORM AND ADMIT CARD :<br />

12.1 GENERAL INSTRUCTION :<br />

(i) The application form including Computer Form must be correctly filled in and signed by the applicant in<br />

his own handwriting. Signature must not be done in capital letter and letters of signature must not be<br />

separated. His signature & left thumb impression on the application form must be at<strong>test</strong>ed by a Gazetted<br />

Officer with his name and official seal. If an Application form or Computer form is incompletely filled<br />

in or filled in by a person other than the applicant or more than one application of the same candidate<br />

are received, then in all such cases, the applications will be rejected.<br />

(ii) Front view black & white passport size photographs of the applicant with his name and date of photograph<br />

must be affixed at the proper places provided on the application form and the Computer form. The<br />

signature of the applicant and his photograph on the application form must be separately at<strong>test</strong>ed and<br />

should bear distinct name and official seal of the at<strong>test</strong>ing officer. Date of photograph must be on/or<br />

after the date of sale of PGMAT-2010 Prospectus. Application with predated photograph, unclear or<br />

indistinct photograph without name will be rejected.<br />

12.2 SPECIAL INSTRUCTIONS FOR FILLING UP COMPUTER FORM :<br />

(i) Each candidate must check that he is using the correct Computer form. Same application number<br />

shoud be mentioned at the prescribed places in the original application form as well as section-A and<br />

section-B of the Computer form. For convenience, it is advisable that the required informations be filled<br />

on using a photo copy of the computer form and after due checking, the original Computer form be filled<br />

in accordingly, so that there may not be any possibility of committing any mistake, cutting or over<br />

writing.<br />

(ii) Each candidate must fill in the section-A of the Computer form as per directions mentioned therein. He<br />

should not put any unnecessary mark(s) over the application form / computer form.<br />

(iii) The photograph, signature and correspondence address etc. of the candidate as affixed/ entered in<br />

section-B of the Computer form will be scanned using an electronic machine which recognises<br />

photographs/ entries of high contrast in black and white only. Therefore, only black and white<br />

photographs of high contrast should be affixed and the Candidate’s Name, Father’s/Husband’s<br />

Name, Postal Address, Identification Mark, Left Thumb Impression and Full Signature should<br />

be entered in black ink only.<br />

(iv) Each candidate must write his full address in black ink legibly and carefully because the same will be<br />

exactly copied on all the letters to be sent to him. In case of any error, a piece of white paper of right size<br />

should be pasted on the specified block meant for entering the address. The correct address should be<br />

entered in such a way, that it remains strictly within the specified block. If possible, the address may be<br />

typed on a place of right-sized white paper and the same be then pasted on the specified block.<br />

(v) The photograph should be pasted on the space meant for it on section-B. If the photograph is bigger<br />

than the specified space, then it must be neatly trimmed to size and then pasted.<br />

(vi) The Computer form may be folded, if needed, in such a way that section-B remains intact without any<br />

folding mark on it. Nothing should be either tagged or pinned with section-B. Also, nothing (except<br />

photograph / correspondence slip) should be pasted on it.<br />

(vii) Each candidate must ensure that his <strong>post</strong>al Address, Pin code etc as mentioned are true and correct.<br />

(viii) A sample Computer form duly filled in is given on page 9.<br />

12.3 ENCLOSURES WITH THE APPLICATION FORM :<br />

Photostat copies of the following certificates/documents (self at<strong>test</strong>ed by the candidate) must be enclosed<br />

with the application form. No document will be accepted after the last date fixed for submission of the application<br />

form. Form received without required documents as specified will be summarily rejected and no correspondence<br />

will be entertained for this.<br />

(a) Matriculation or equivalent certificate.<br />

(b) College leaving certificate granted by the Director/Principal of the Medical Institute/College from which<br />

the candidate <strong>graduate</strong>d (M.B.B.S.).<br />

(c) Registration certificate granted by the Bihar/<strong>Jharkhand</strong> State Medical Council/ Medical Council of India.<br />

(d) Certificate of completion of Rotating Internship. Those candidates, who will be completing their internship<br />

satisfactorily on or before 31.03.2010 will have to submit certificate from the concerned Director/Principal/<br />

Superintendent of recognised hospital, clearly mentioning therein the date on which their 12 months of<br />

Internship will be completed.<br />

(e) Marks obtained in the final M.B.B.S. Part-II (New Course) / Final M.B.B.S. (Old Course) Examination.<br />

(f) Attempt certificate indicating number of failures at each M.B.B.S. Examination.<br />

(g) Certificates in support of eligibility as per Section-5 of the prospectus.<br />

(h) An at<strong>test</strong>ed copy of “No objection certificate” from the employer, if the applicant is in service as per<br />

Section-5.4 of this prospectus.<br />

(i) Caste certificate, in the performa as given in Appendix-A, issued by DC/SDO (Civil) of the state of<br />

<strong>Jharkhand</strong>, in case of claiming reserved category seats.<br />

(j) Local residence certificate issued by DC/SDO (Civil) of the state of <strong>Jharkhand</strong> in the proforma given in<br />

appendix ‘B’<br />

N.B. Candidates are instructed to preserve five identical recent, front view, black & white photographs from<br />

the same negative as pasted on the application form and Computer Form, as these photographs will be<br />

required at the time of Admission, if selected.<br />

13. SUBMISSION OF FILLED UP APPLICATION FORMS :<br />

(i) Application is to be sent by registered/speed <strong>post</strong> only to “The Controller of Examination, J.C.E.C.E.<br />

Board, Engineer’s Hostel, Sector-III, H.E.C. Campus, Dhurwa, Ranchi-834023” so that the same is<br />

received in the office of the Controller of Examination la<strong>test</strong> by 5.00 P.M. of the last date fixed for<br />

receiving filled up application forms. After this, no application shall be received.<br />

(ii) Applications will not be received/entertained if submitted by hand.<br />

(iii) Incomplete applications and applications received after last date will not be considered and will be<br />

rejected.<br />

(iv) More than one application in one envelope will lead to rejection of all the applications contained in the<br />

envelope.<br />

(v) Authorities do not undertake any responsibility whatsoever for delay in <strong>post</strong>al transit or loss of applications<br />

and other documents during <strong>post</strong>al transit. All correspondence including call letters for Counselling/<br />

Verification or original documents will be sent at the correspondence address given in the Computer form<br />

and any request for change of address will not be entertained. It will be the responsibility of the candidate<br />

to leave his forwarding address at the concerned Post Office.<br />

(vi) The Candidate must ensure that the PGMAT application form received by him is for the year of<br />

Examination-2010 and bears the seal of the issuing P.O. from where it has been issued and signed by an<br />

officer of that Post Office.<br />

14. EXAMINATION CENTRE : RANCHI<br />

(i) Centre of Examination for PGMAT-2010 for each eligible candidate will be mentioned on his admit card.<br />

(ii) Application regarding change of Centre wii not allowed.<br />

15. ISSUE OF ADMIT CARD AND GENERAL INSTRUCTIONS :<br />

(i) Admit card bearing the name of the centre and Roll No. will be issued/ dispatched well before the date<br />

of commencement of Examination.<br />

(ii) Any one, who does not receive the Admit card, may personally contact the office of the Controller of<br />

Examination, J.C.E.C.E. Board not later than 3 days before commencement of the Examination if he is<br />

eligible for the Examination as per Section-5 of this prospectus and has sent the application form for<br />

PGMAT-2010 as per details given in Sections-11, 12 & 13 of this prospectus.<br />

No intimation will be sent to the applicants, whose candidature for the <strong>test</strong> has been rejected.<br />

In every Examination Centre, there may be several sub-centres (places of Examination). This will be<br />

noted on the Admit card with date and time of the <strong>test</strong>.<br />

Candidates adopting unfair means in the <strong>test</strong> shall be expelled and shall further be debarred from<br />

appearing in three subsequent Examinations exclusive of the current Examination.<br />

Submission of incorrect/ false documents and adoption of unfair means/impersonation if detected at<br />

any stage of PGMAT even before or after the publication of the results at any stage shall automatically<br />

lead to rejection of the candidature of the applicant for <strong>admission</strong>.<br />

Successful candidates shall have to appear in person at their own cost for scrutiny and verification of<br />

the original documents/ identity and counselling, failing which, their candidatures will be rejected.<br />

(viii) Appearance in person for scrutiny of papers during counselling does not entitle a candidate for <strong>admission</strong>.<br />

(ix) If by mistake, an unillegable candidate is allowed to sit at the Examination which otherwise would not<br />

have been possible and the error is detected subsequently at any stage before or after <strong>admission</strong>, he will<br />

lose all claim/ right of <strong>admission</strong> even if he competes successfully. In case of any legal dispute arising<br />

out of the situation, the candidate will not be admitted till the final disposal of the case.<br />

(x) In all matters relating to PGMAT-2010, the decision of the Controller of Examination on behalf of<br />

J.C.E.C.E. Board will be final and he will have the power to alter the dates of Examination and Counselling<br />

in case of any emergency or unforeseen circumstances. The controller of Examination shall have the<br />

power to correct, rectify and modify any letter or letters, notifications and orders issued by or on behalf<br />

of Controller of Examination, J.C.E.C.E. Board.<br />

(xi) A candidate on being finally selected must join the course within the specified date/period, otherwise<br />

the candidate will forefeit his claim for <strong>admission</strong>.<br />

(xii) If in service, the candidate shall have to resign from service or obtain leave for the whole period of<br />

study and get himself /herself relieved before joining the course.<br />

(xiii) Government of <strong>Jharkhand</strong> reserves the right not to take any <strong>admission</strong> in any subject or in any course<br />

and to make any addition/ deletion in the courses as and when required.<br />

(xiv) Instructions to examinees will form part of this prospectus.<br />

(xv) Any printing or typographical error during publication or preparation of results will not entitle the candi<br />

date for <strong>admission</strong>.<br />

(xvi) Those who do not turn up for Counselling and the verification of documents in person on the notified<br />

date, will forefeit their claims for <strong>admission</strong>.<br />

(xvii) There is no provision for re-evaluation of answersheet or re-totalling of marks.<br />

(xviii) In case of any emergency, the Govt. reserves the right to get the PGMAT-2010 conducted by Central<br />

Board of Secondary Education or All India Institute of Medical Sciences or any other Educational<br />

Council of national repute.<br />

(xix) <strong>Jharkhand</strong> Combined Entrance Competitive Examination Board reserves the right to change/ modify/<br />

add/ delete any rule/ information included in the Prospectus/ Application Form – Set for PGMAT-2010.<br />

16. In case of any dispute with regard to rejection of application form/ rejection of answer sheet/ choice of subject<br />

etc. connected with PGMAT-2010 course, the candidate should represent to the Controller of Examination,<br />

J.C.E.C.E. Board, who shall there upon dispose off such representation by a speaking order within 30 days<br />

of receipt of the representation at the earliest possible time.<br />

17. Issue of Admit card will not confer any right of <strong>admission</strong>. If it is detected that the candidate is not<br />

qualified or has incurred any disqualification making him ineligible for <strong>admission</strong> to the course, his candidature<br />

will be rejected. Each year separate prospectus for PGMAT will be issued after completing due formalities.<br />

18. Any dispute arising out of or connected with PGMAT-2010 shall be subject to the jurisdiction of Hon’ble<br />

<strong>Jharkhand</strong> High Court, Ranchi only.<br />
