PALM BEACH, Fla., Jan. 11<br />

— A task force on space programs warned<br />

President-elect John F. Kennedy today that<br />

the United States was lagging behind the<br />

Soviet Union in ballistic missiles and outerspace<br />

exploration.<br />

The group said that the lag in<br />

developing powerful booster rockets made<br />

it “very unlikely that we shall be first in<br />

placing a man into orbit around the earth.”<br />
