1. Target population: First time misdeme<strong>an</strong>or juvenile <strong>of</strong>fenders, ages 11-17, in Anne<br />

Arundel <strong>County</strong>, Caroline <strong>County</strong>, Charles <strong>County</strong>, Kent <strong>County</strong>, Montgomery <strong>County</strong>, <strong>an</strong>d St.<br />

Mary’s <strong>County</strong>.<br />

2. Problems facing this population:<br />

a. Youth involvement in delinquent behavior<br />

3. Evidence implying problem(s):<br />

a. Caroline <strong>County</strong> cites teen binge drinking, violence-related school<br />

suspensions, juvenile violent <strong>an</strong>d non-violent arrests as problems in<br />

<strong>the</strong>ir community. Nearly 83 students for every 1,000 were suspended<br />

due to a violent act in school, almost double <strong>the</strong> state rate. Juvenile<br />

violent crime arrest was 292 per 10,000, also higher th<strong>an</strong> <strong>the</strong> state rate<br />

(214.7). Over <strong>the</strong> past decade, <strong>the</strong> overall increase <strong>of</strong> DJS intake was<br />

301.9%. The state increase was only 41.3%.<br />

b. Anne Arundel <strong>County</strong> indicates <strong>an</strong> increase in DJS intakes during 2003<br />

with 3,345 intakes completed.<br />

c. Kent <strong>County</strong> lists subst<strong>an</strong>ce abuse <strong>an</strong>d delinquency.
