JOB ACCESS AND REVERSE COMMUTE PROGRAM (JARC)<br />

JACKSONVILLE TRANSPORTATION AUTHORITY (JTA)<br />

49 U.S.C. 5316 - Job Access <strong>and</strong> Reverse Commute Program (JARC) goal is to<br />

improve <strong>access</strong> to transportation services to employment <strong>and</strong> employment-related<br />

activities for welfare recipients <strong>and</strong> eligible low-income individuals <strong>and</strong> to transport<br />

residents of urbanized areas <strong>and</strong> non-urbanized areas to suburban employment<br />

opportunities.<br />

Funds from the JARC <strong>program</strong> are available for capital, planning, <strong>and</strong> operating<br />

expenses that support the development <strong>and</strong> maintenance of transportation services<br />

designed to transport low-income individuals to <strong>and</strong> from <strong>job</strong>s <strong>and</strong> activities related to<br />

their employment <strong>and</strong> to support <strong>reverse</strong> <strong>commute</strong> projects in the <strong>Jacksonville</strong><br />

Urbanized area.<br />

The net operating cost of services provided by Job Access Program funds must be<br />

matched by 50 percent. Capital projects funded through this <strong>program</strong> may be matched<br />

at 20 percent. Matching funds may be raised by other federal sources such as the<br />

Department of Labor, Department of Education, or by other agencies so long as the<br />

matching source is not the Department of Transportation or from State Revenue Toll<br />

Credits. Matching funds may also be raised by the county or agency.<br />

The <strong>Jacksonville</strong> Transportation Authority (JTA), as the Designated Recipient of said<br />

funds <strong>and</strong> pursuant to the requirements of Section 5316 of Title 49, United States Code,<br />

hereby gives notice of the availability of federal grant funds under the Job Access <strong>and</strong><br />

Reverse Commute Program (49 U.S.C. § 5316) <strong>and</strong> the issuance of a Request for<br />

Applications (RFAs). Applications are being solicited from qualified agencies for<br />

qualified projects. Qualified applicants must:<br />

• Be a private non-profit or private for profit organization, private agency, local<br />

public agency, local public authority; or the Community Transportation<br />

Coordinator for the County (CTC) or have a Coordination Agreement with the<br />

CTC;<br />

• Show an established need for the project <strong>and</strong> how the project fits into the<br />

recommendations of the Northeast Florida Coordinated Mobility Plan;<br />

• Ensure that adequate funds are available to match the federal funds; <strong>and</strong><br />

• Demonstrate that the proposed project meets Federal requirements.<br />

Applications for project funding will be evaluated by a Competitive Selection Committee<br />

made up of representatives from counties in the Northeast Florida area including<br />

transportation providers <strong>and</strong> from representatives from the Northeast Florida Regional<br />

Council <strong>and</strong> the North Florida Transportation Planning Organization (North Florida<br />

TPO). Unless there is sufficient funding in the year’s appropriations to cover all eligible<br />

requests, the Competitive Selection Committee will use the following criteria to evaluate<br />

applications:


1. Overall achievement of one or more of the Northeast Florida Coordinated Plan<br />

Strategic Goals<br />

2. Coverage of regional application.<br />

3. Extent to which low-income persons are served.<br />

4. Maximizes Project Cost Effectiveness.<br />

5. Appropriate Performance Measures <strong>and</strong> Goals.<br />

6. Fiscal <strong>and</strong> Managerial Capability.<br />

The total amount of JARC grant funds that is currently available for the <strong>Jacksonville</strong><br />

Urbanized area through Fiscal Year 2009 is approximately $477,258. Interested<br />

applicants may obtain RFA packages between the hours of 8:00 <strong>and</strong> 5:00 p.m. on<br />

December 17, 2009 at the following location: Florida Department of Transportation ▪<br />
