<strong>Juneau</strong> <strong>Non</strong>‐<strong>Motorized</strong> <strong>Transportation</strong> <strong>Plan</strong><br />
<strong>Juneau</strong> Comprehensive <strong>Plan</strong> – 2008<br />
The Comprehensive <strong>Plan</strong> guides residents <strong>and</strong> local <strong>of</strong>ficials as they decide the location,<br />
intensity <strong>and</strong> timing <strong>of</strong> future public <strong>and</strong> private development <strong>and</strong> conservation measures. The<br />
<strong>Plan</strong> chapter on transportation sets direction on the local transportation system, including<br />
vehicle transport, non‐motorized means <strong>of</strong> transportation, transit policy <strong>and</strong> sub‐area<br />
transportation needs.<br />
The Comprehensive <strong>Plan</strong> includes a section on <strong>Non</strong>‐<strong>Motorized</strong> <strong>Transportation</strong> that reinforces<br />
the importance <strong>of</strong> non‐motorized transportation <strong>and</strong> the role it can have in reducing traffic<br />
congestion. Encouraging non‐motorized transportation is especially important in areas such as<br />
Douglas Isl<strong>and</strong> <strong>and</strong> the Mendenhall Valley where many intersections are at capacity, limiting<br />
residential development.<br />
Comprehensive <strong>Plan</strong> Policy 8.2 sets out the specific position <strong>of</strong> the CBJ on non‐motorized<br />
transportation.<br />
CBJ POLICY 8.2 – It is the policy <strong>of</strong> the CBJ to promote <strong>and</strong> facilitate transportation<br />
alternatives to private vehicles as a means <strong>of</strong> reducing traffic congestion, air pollution,<br />
<strong>and</strong> the consumption <strong>of</strong> fossil fuels, <strong>and</strong> to provide safe <strong>and</strong> healthy means <strong>of</strong><br />
transportation to all people.<br />
Development Guidelines for Policy 8.2<br />
1. Require sidewalks <strong>and</strong> bicycle paths or lanes along newly constructed arterial <strong>and</strong> collector<br />
streets where appropriate, <strong>and</strong> provide or work with Alaska DOT&PF to provide such<br />
amenities along existing roads to provide safe <strong>and</strong> efficient access <strong>and</strong> recreation <strong>and</strong> to<br />
reduce pedestrian/automobile conflicts.<br />
2. Provide sidewalks <strong>and</strong> bicycle paths in <strong>and</strong> around the exp<strong>and</strong>ed campus <strong>of</strong> the University<br />
<strong>of</strong> Alaska Southeast, particularly in conjunction with the construction <strong>of</strong> student housing in<br />
the Auke Bay area.<br />
3. Require sidewalks <strong>and</strong> bicycle paths along roadways where higher‐density housing is to be<br />
provided as a condition <strong>of</strong> a rezoning application for higher densities.<br />
4. Provide secure, weatherpro<strong>of</strong> bike parking <strong>and</strong> storage facilities at public buildings <strong>and</strong> in<br />
private developments, particularly developments located along transit corridors.<br />
5. Require that cul‐de‐sacs <strong>and</strong> other dead‐end streets be connected to neighboring dead‐end<br />
streets <strong>and</strong> through‐streets with pedestrian <strong>and</strong> bicycle paths wherever practical in new<br />
developments in order to create non‐motorized transportation networks for neighborhood<br />
residents.<br />
