to assess potential hazards and risk management concerns<br />

for public events, ensuring timely follow-up with corrective<br />

measures to minimize public safety risks and protect park<br />

assets.<br />

3.2.6 Perimeter Access <strong>Management</strong> and Interface<br />

Conflicts<br />

The park has one primary vehicle and pedestrian entrance and<br />

12 secondary public pedestrian entries around the perimeter.<br />

There are 16 linear kilometres <strong>of</strong> park frontage (including<br />

the Grainger parcel). Regulating access along this frontage<br />

and sustaining the park boundary is a challenge, as is the<br />

ability to manage negative impacts, such as illegal dumping,<br />

encroachment by abutting private property, illegal access into<br />

the park by motorized vehicles at unsanctioned locations, and<br />

trespassing on private properties.<br />

3.2.7 Utility Impacts<br />

Above-ground and subsurface utilities are located in the park in<br />

the form <strong>of</strong> reservoirs, transmission pipes, overhead wires and<br />

communications towers, with varying degrees <strong>of</strong> impact to sightlines<br />

and the terrestrial environment. Ideally, park parcels and properties<br />

zoned for parks should be free and clear <strong>of</strong> any encumbrances such<br />

as utilities that provide no park benefit. Upgrades to an existing<br />

watermain (within five years) between the lower <strong>Knox</strong> Reservoirs and<br />

Royal View Drive; and installation <strong>of</strong> a filtration plant at the lower <strong>Knox</strong><br />

Reservoirs are under contemplation. Compensation and mitigation<br />

measures will be required.<br />
