5.3 Management Concept: Development
Plan
The Development Plan is part one of the Management Concept.
Part two consists of the Operations and Maintenance Plan,
described later in this chapter. The Development Plan describes
the development work that is recommended to achieve the Vision
and Strategic Goals of the Management Plan. Implementation
practices are to conform to the Policies prescribed in the
previous chapters.
There are eleven major interrelated components to the Development
Plan. The components are categorized by the predominant objective
of the improvement; however, the interrelated nature of the
improvements should be stressed. The components are detailed
in the following sections and the specifics of each component are
referenced in Fig. 7: Development Concept Map. The components are
as follows:

5.3.1 Environmental Protection
Component 1: Protection of the Nature Reserve Zones
Access to Nature Reserve zones will be restricted through the use of
trail markings, signage and partial fencing along the zone boundaries.
Some Nature Reserve zones are located in areas with very steep
slopes where fencing will not be necessary, as access is controlled by
topography. Where Nature Reserve zones meet private land along
the park border, interface perimeter fencing shall be erected to
discourage access, and to reduce illegal dumping and encroachment
of private land use into these sensitive areas. Fencing will allow for the
free passage of wildlife and will be constructed of a 1.2 metre height
split rail fence .
