Dieses Jubiläumsheft wurde anlässlich des 10.<br />
European Business und Investment Forum ins<br />
Leben gerufen, um die Aktivitäten der letzten<br />
10 Jahre zu dokumentieren, aber auch um Wege für die<br />
Zukunft der Wirtschaft aufzeigen.<br />
Nach dem Motto der iconvienna “make contacts to<br />
contracts” sind in den letzten 10 Jahren ca. 100.000<br />
Kontakte im Rahmen der Business & Investment Foren<br />
gemacht worden. Dieses Magazin ist daher speziell den<br />
Unternehmensvertretern und Unternehmern sowie all<br />
unseren iconvienna Partnern gewidmet.<br />
Es ist kein Zufall, dass dieses Forum in Wien stattfindet,<br />
einer Stadt, die zu einer der „smartesten“ der Welt zählt<br />
und Vorbild für viele andere Städte weltweit ist.<br />
Mein besonderer Dank geht an die Stadt Wien und<br />
den Gastgeber Bürgermeister Dr. Michael Häupl für<br />

10 years iconvienna - a major contribution for more<br />
economic integration in Europe.<br />
On the occasion of the 10th European Business and<br />
Investment Forum we have initiated this anniversary<br />
magazine to document the activities of the last 10 years,<br />
as well as to show the roads to the future of business.<br />
Following the motto of iconvienna “make contacts to<br />
contracts” about 100.000 contacts were made during the<br />
forums in these last 10 years. Therefore this magazine<br />
is especially donated to all company representatives,<br />
entrepreneurs and all our partners.<br />
It is not a coincidence, that this forum is taking place in<br />
Vienna, a city which is one of the “smartest” cities in the<br />
world and a role model for many others around the world.<br />
My special thanks go to the City of Vienna and the host<br />
the Mayor and Governor Dr. Michael Häupl for his<br />
patronage and our partners, the Economic Chambers of<br />
Vienna and Austria, ministries and embassies, regions<br />
and cities, companies, media partners, our advisory<br />

In den bisherigen 10 Jahren wurde iconvienna als<br />
Plattform für den Austausch aktueller wirtschaftlicher<br />
und wirtschaftspolitischer Themen aufgebaut.<br />
Anknüpfend an den Erfolg der vergangenen Jahre hat sich<br />
das Forum in eine prestigeträchtige Ost-West-Plattform<br />
für Top-Level Networking entwickelt. Nach dem<br />
Motto „make contacts to contracts“ schafft iconvienna<br />
Möglichkeiten für internationale Entscheidungsträger<br />
und Meinungsbildner aus Wirtschaft, Politik und<br />
Wissenschaft zu aktuellen Themen, zukünftigen Trends<br />
und konkreten Projekten zu diskutieren und damit<br />
zur Sicherung Österreichs als Innovator und Business<br />
Pionier in Zentral und Osteuropa beizutragen.<br />
Das ist um so wichtiger, als die meisten CEE-Länder EU-<br />
Mitglieder geworden sind und einige davon auch der<br />
Eurozone angehören.<br />
Nicht nur die Diskussion der Wirtschaftsthemen ist<br />
ein wichtiges Ziel, sondern auch Wirtschaftstreibende<br />
direkt persönlich zusammen zu bringen und ihnen die<br />
Möglichkeit zu geben, neue Geschäftspartner zu finden.<br />
Durchgeführte Befragungen unter den TeilnehmerInnen<br />
bestätigen die Erreichung dieser Ziele.<br />
Durch diesen Erfahrungsaustausch und die persönlichen<br />
Kontakte wird das Verständnis für unsere Nachbarn größer<br />
und bessere geschäftliche Lösungen werden möglich.<br />
During the last 10 years, iconvienna has been established<br />
as a platform for the exchange of current economic and<br />
political issues.<br />
Tying on the success of the past years the forum<br />
developed into a prestigious East-West platform for<br />
high level Networking. Following the motto “Make<br />
Contacts to Contracts” iconvienna creates space for<br />
international decision makers and opinion leaders from<br />
economy, politics and science to discuss current topics,<br />
future trends and concrete projects and thereby securing<br />
Austria as an innovator and business pioneer in the CEE<br />
countries.<br />
This got even more important when most of these<br />
countries have become EU members and some of them<br />
also members of the Euro zone.<br />
Not only the discussion of economic issues is an important<br />
goal, but also to bring business people directly together<br />
on a personal level and give them the opportunity to find<br />
new business partners.<br />
Conducted surveys among the participants confirm the<br />
achievement of these goals.<br />
Through this exchange of experiences and the established<br />
personal contacts the understanding of our neighbors<br />
will improve and better solutions for business will be<br />
possible.<br />

Willkommen im Herzen Europas.<br />
Willkommen in Wien.<br />
Es freut mich besonders, dass in diesem Jahr die<br />
iconvienna bereits zum 10. Mal in Wien zu Gast<br />
ist. In einem Jahr, in dem sich auch der Beginn<br />
des berühmten Wiener Kongresses zum 200. Mal jährt.<br />
Damals, im Jahr 1814 ging es um die Neuordnung Europas.<br />
Bei Veranstaltungen wie der iconvienna ist die<br />
wirtschaftliche Zusammenarbeit, vor allem die Entstehung<br />
neuer Kontakte, im Fokus des Europagedankens. Wien<br />
steht als „Stadt im Herzen Europas“ als Wirtschaftsund<br />
Informationsplattform und auch als Vertreter einer<br />
Wirtschaftsregion mit zahlreichen Perspektiven im<br />
Mittelpunkt der Veranstaltung.<br />
In Wien, an der ehemaligen Grenze zwischen West<br />
und Ost, wurden schon durch Jahrzehnte Dialoge für<br />
Zukunft und Entwicklung „räumlich angesiedelt“. Diese<br />
Drehscheibe ist unsere Stadt geblieben. Die iconvienna als<br />
European Business and Investment Forum unterstreicht<br />
diesen Standort, wichtige Beiträge zur wirtschaftlichen<br />
Zusammenarbeit sind Inhalt für Gegenwart und Zukunft.<br />
Als Bürgermeister und Vertreter des Gastgebers Wien<br />
sage ich allen Teilnehmerinnen und Teilnehmern ein<br />
herzliches „Willkommen in unserer Stadt“ und wünsche<br />
interessante, informative aber auch erholsame Tage in<br />

I am extremely pleased that the iconvienna is taking place<br />
in Vienna this year for the 10 th time. This is also the year<br />
in which the beginning of the famous Vienna Congress<br />
marks its 200 th birthday. Back in 1814 the reorganization<br />
of Europe was a topic of huge importance.<br />
At events such as iconvienna, the business and economic<br />
cooperation, especially the establishment of new<br />
contacts, are in the focus of the European idea. Vienna<br />
as the „City in the heart of Europe“, as a business and<br />
information platform and also as representative of an<br />
economic region with several perspectives, builds the<br />
focus of the event.<br />
In Vienna, on the former border between East and West,<br />
many dialogues about future and development already<br />
took place in the last decades. Our city remained with this<br />
hub function. iconvienna as the European Business and<br />
Investment Forum underlines this location, important<br />
contributions to economic cooperation are issues for the<br />
present and the future.<br />
As Mayor and representative of the host of Vienna I say<br />
to all participants a warm „Welcome to our city,“ and I<br />
wish interesting, informative but also relaxing days in<br />

Das spiegelt sich auch in der wirtschaftlichen<br />
Entwicklung wider. Unzählige Wiener<br />
Unternehmen sind im gesamten Mittel- und<br />
Osteuropäischen Raum aktiv – in manchen Ländern zählen<br />
heimische Firmen zu den größten Investoren. Darüber<br />
hinaus leiten mehr als 300 internationale Konzerne ihre<br />
CEE-Tätigkeiten von Wien aus. Sie nutzen dafür nicht<br />
nur die geographische Lage Wiens im Herzen Europas,<br />
sondern auch die über hunderte von Jahren gewachsene<br />
Kompetenz Wiens in Mittel- und Südosteuropa.<br />
All das ist sicher auch ein Grund dafür, dass der<br />
Networking-Event iconvienna für Zentral- und Osteuropa<br />
sowie Russland bereits zum zehnten Mal in Wien<br />
stattfindet. Und auch der Fokus des diesjährigen Treffens<br />
ist in keiner Stadt so passend wie in Wien: Innovation<br />
and Smart Cities. Schließlich ist Wien eine der weltweiten<br />
Vorreiter-Städte für Smart Cities und setzt auch hier in<br />
vielen Bereichen neue Maßstäbe.<br />
Darüber und über viele weitere regionale Themen werden<br />
sich Top-Entscheider aus internationalen Organisationen<br />
Politik, Wirtschaft und Gesellschaft gemeinsam mit<br />
Vertretern der verschiedensten Regionen Zentraleuropas<br />
und Russlands informieren und austauschen. Seit der<br />

Vienna is traditionally considered as a hub between<br />

entire Central and Eastern European region - in some<br />
countries domestic firms are one of the largest investors.<br />
Additionally, more than 300 international companies<br />
conduct their CEE activities from Vienna. They do not<br />
only utilize Vienna‘s geographical position in the heart of<br />
Europe, but also the competence of Vienna in Central and<br />
South Eastern Europe that grew over hundreds of years.<br />
All this is certainly a reason that the networking event<br />
iconvienna for Central and Eastern Europe and also<br />
Russia is held for the 10th time in Vienna. And also the<br />
focus of this year‘s meeting is so appropriate for Vienna as<br />
for any city: Innovation and smart cities. After all Vienna<br />
is one of the world‘s pioneers for smart cities and also sets<br />
many new standards in this sector.<br />
About these and many other regional issues, top decisionmakers<br />
from international organizations, politics,<br />
economy and society will be joining forces and exchange<br />
with representatives of the various regions of Central<br />
Europe and Russia. Since the first iconvienna about 7,000<br />
participants of a total of 74 countries have already availed<br />

Over the past ten years iconvienna has done<br />
a great job of promoting business contacts<br />
between Austrian and international companies.<br />
By offering a networking platform, they are not only<br />
encouraging project and investment business between<br />
Eastern and Western countries, they also enable a<br />
personal dialogue between the participants. In this way,<br />
iconvienna reinforces Vienna‘s position as a desirable<br />

for Knowledge Transfer<br />
and International Networking<br />
Over the last couple of years, iconvienna has<br />
become a true trademark for transnational<br />
meetings between leading decision-makers in<br />
the fields of business, politics and science. Therefore, I am<br />
sincerely pleased that this high-level platform for both<br />
professional networking and intercultural understanding<br />
is taking place in Vienna for the 10th time and I am proud<br />
that this prestigious event is taking place at the premises<br />
of the Austrian Federal Economic Chamber.<br />
Events as iconvienna underline Austria’s importance as a<br />
meeting place specifically for companies and institutions<br />
from the Central and Southeastern European region,<br />
thus demonstrating our country’s outstanding ability to<br />
facilitate international business and social contacts.<br />
The Danube Region is not only historically of vital<br />
importance for Austria but has become one of our major<br />
business partners over the last couple of years, be it either<br />
as destination for our goods and services or as a location<br />
for production facilities and subsidiaries. In almost every<br />
country in the region, Austria is one of the leading foreign<br />
investors. In Bosnia-Herzegovina, Croatia and Serbia, for<br />
instance, Austria is ranked as the number one investor.<br />
Our companies engage in a vast variety of business<br />
activities, ranging from retailing or oil industry to<br />
financial and transportation services, along with<br />
professional services such as legal or tax consulting.<br />
Austrian production lines are found throughout all<br />
industry sectors.<br />
The main issues stressed within the scope of iconvienna<br />
are of paramount importance for further growth<br />
and development of the entire region. These include<br />
for example innovation in communal policy, the<br />
strengthening of regional cooperation and associated<br />
matters of financing.<br />
Therefore I am convinced that iconvienna’s secret to<br />
success does not only lie in qualitative and up-to-date<br />
knowledge transfer, but also in its attractive supporting<br />
program. The platform strongly encourages the exchange<br />
of ideas and experience between its international<br />
participants. In this regard, the slogan of the event<br />
“Make Contacts to Contracts” should be taken seriously<br />
and motivate everyone to build and grow professional<br />
networks and subsequently realize tangible business cooperations.<br />

Though, on the way to turning an ambitious idea<br />
into a tangible achievement, even the most brilliant<br />
minds might need to encounter the right person<br />
and to find the fitted support. Though at different levels,<br />
this is exactly what iconvienna – the European Business<br />
and Investment Forum – has been successfully doing for<br />
the last ten years, and this is also exactly what cohesion<br />
policy does: providing this support and making those<br />
encounters happen. Helping brilliant ideas come true.<br />
Without any doubt, some of the greatest challenges we<br />
have to face together today relate to cities: it is all about<br />
finding out ways to make them smarter and greener, all<br />
about coming up with solutions to improve the quality of<br />
life they offer. Cities account for 85 % of Europe‘s GDP.<br />
They are home to more than two thirds of European<br />
citizens. They are more and more attractive to people and<br />
businesses. This attractiveness is not only an incredible<br />
strength for Europe, but also a unique opportunity to<br />
develop innovative and visionary projects. Without<br />
a true involvement of cities, the objectives set by the<br />
Europe 2020 Strategy to achieve a smart, sustainable<br />
and inclusive growth will never be reached. We need<br />
buildings that use energy more efficiently for citizens to<br />
live and work in. We need smarter development schemes<br />
to host the increasing urban population, and smarter<br />
transportation maps to let them go wherever they want.<br />
I know that all the brilliant ideas to address these major<br />
challenges are out there. They just need a helping hand.<br />
Bearing that in mind, the main reason why I decided<br />
to put forward a structural reform of cohesion policy<br />
is precisely so that it can support smarter projects in a<br />
smarter way.<br />
The new investment priorities set for the European<br />
Regional Development Fund will allow cohesion policy<br />
assistance to be even more focussed and more strategic.<br />
In the most developed regions, over 80 % of the ERDF will<br />
be dedicated to four objectives that are critical to urban<br />
development: research and innovation, information and<br />
communication technologies, competitiveness of SMEs<br />
and low carbon economy. Besides, between 2014 and<br />
2020, 330 million Euros will fund innovative actions in<br />
the field of sustainable urban development. A network<br />
will review the on-the-ground deployment of European<br />
funds as well as support the sharing of experience<br />
between cities involved.<br />
Last but not least, I am truly convinced that there is<br />
an even greater cause why both cohesion policy and<br />
iconvienna must keep on helping people turn their<br />
plans into achievements: the brain drain challenge. If<br />
young and bright minds do not trust Europe to be the<br />
best place for them to carry out their ambitious projects,<br />
they will just carry them out elsewhere. They already do.<br />

Dear Readers!<br />
It‘s an honor to address you in iconannual magazine,<br />
issued to commemorate the 10th anniversary of the<br />
European Business and Investment Forum in Vienna.<br />
This year is interesting as it marks the east- west meeting<br />
on innovation and the Smart Cities and Slovakia has the<br />
honor to be its main guest.<br />
Whether we take innovation as a complex assembly<br />
of ingenuity from implementation, inventing new<br />
products, services, processes and technologies to putting<br />
them into practice, it is always a creative process that<br />
combines existing things in a new way in order to offer<br />
the market something unique. The iconvienna fair<br />
itself has the characteristics of being unique. Vienna<br />
is the intersection of business activities in Eastern and<br />
Western Europe, the established headquarters of many<br />
international companies and international organizations<br />
and it is therefore only logical that representatives from<br />
the world of business, energy, politics and diplomacy<br />
meet again in the Austrian capital.<br />
Via this address, I would like to thank the organizers of<br />
the event. As a representative of the Slovak Republic, I<br />
welcome the opportunity to participate in its preparation.<br />
Under the slogan „Warum in die Ferne schweifen, wenn<br />
das Gute liegt so nah (Why wander so far when the good<br />
lies this close)“ we want to introduce an innovative and<br />
creative Slovakia to the neighboring Austria.<br />
I am particularly pleased that so many Slovak leaders,<br />
government representatives, local officials, academics<br />
and interesting companies from Slovakia participate in<br />
iconvienna 2014.<br />
The motto of the event is „Make Contacts to Contracts“<br />
which is characteristic of today‘s world - for example in<br />
the case of Smart Cities I would like to point out the effort<br />
to harness the potential closeness of the two major cities<br />
of Austria and Slovakia, where good contacts already<br />
exist – as we are only 60 kilometers apart - but need to be<br />
translated into business contracts. The Slovak Embassy<br />
in Vienna is active in this regard, particularly in terms<br />
of facilitating contacts for Slovak businesses in Austria,<br />
as well as in pushing the development of the transport<br />
infrastructure needed for better synergy between the two<br />
cities of our region.<br />
It is good that iconvienna 2014 also includes a dialogue of<br />
young entrepreneurs and managers, because this is what<br />
the European Union, which is currently struggling with<br />
high unemployment of young people, urgently needs.<br />

Liebe Rumänien-Freunde,<br />
Mit iconvienna verbindet uns eine langjährige<br />
und erfolgreiche Zusammenarbeit, die sich<br />
während der Jahre einer breiten Palette von<br />
Gestaltungsformen erfreuen durfte, sei es die Teilnahme<br />
von hochrangigen Persönlichkeiten der Wirtschaft oder<br />
Unternehmen aus unserem Land an den zahlreichen<br />
Debatten und Gesprächen in Wien, oder die Vorstellung<br />
Rumäniens, als Gastland des Forums.<br />
Durch diese Zusammenarbeit entstand eine auf<br />
gegenseitiger Neugier und Interesse beruhende<br />
Partnerschaft, die wesentlich zur Vertiefung der<br />
wirtschaftlichen Beziehungen zwischen der Republik<br />
Österreich und Rumänien beigetragen hat. Im Sinne<br />
der wirtschaftlichen Entwicklungen hoffe ich, dass diese<br />
Zusammenarbeit auch in Zukunft fortgesetzt wird.<br />
Zum Stichwort Wirtschaft, eines der Hauptthemen<br />
das unsere beiden Länder verbindet, hebe ich mit<br />
großer Genugtuung hervor, dass Österreich in unserem<br />
Land einer der wichtigsten Investoren mit fast 6700<br />
Unternehmen und einem Investitionsgesamtwert von<br />
über 12 Milliarden Euro ist. Auch die Daten unseres<br />
bilateralen Handels sind durchaus zufriedenstellend: im<br />
Jahre 2013 wurde ein Volumen von 3,3 Milliarden Euro<br />
verzeichnet.<br />
Die österreichischen Unternehmen sind auf dem<br />
rumänischen Markt in vielen Gebieten schon ein<br />
Begriff. Österreich ist nicht nur durch die schon<br />
weltweit bekannten Erfolgsgeschichten von Erste<br />
Group und OMV in Rumänien als Investor tätig,<br />
sondern hat einen führenden Marktanteil auch im<br />
Finanz- und Versicherungswesen oder im Bauwesen.<br />
Für österreichische Unternehmen eröffnet sich<br />
derzeit in Rumänien eine Unzahl von Chancen für<br />
Investitionen in nahezu allen Branchen. Ich erwähne<br />
nur die Umwelttechnologien, Alternativenergie,<br />
Transportinfrastruktur, Industriezulieferungen,<br />
Landwirtschaft/biologische Landwirtschaft oder IT.<br />
In dieser positiven Wirtschaftsstimmung möchte ich<br />
anlässlich des 10-jährigen Jubiläums von iconvienna<br />
Herrn Präsidenten KR Dr. Hrebicek alles Gute wünschen<br />
und bin überzeugt, dass er das Motto, „make contacts to<br />
contracts“, weiterhin engagiert fördern wird. Ich möchte<br />
auch iconannual zur ersten Auflage viel Erfolg wünschen<br />
und hoffe, dass dies zur weiteren Förderung der<br />
Wirtschaftsbeziehungen beitragen wird! Abschließend<br />

und dem ganzen Team von iconvienna anlässlich<br />
des 10 – jährigen Bestehens des European Business<br />
and Investment Forum iconvienna zu gratulieren.<br />
Über die Jahre hat sich iconvienna als eine erfolgreiche<br />
Dialogplattform zwischen Vertretern der Wirtschaft, der<br />
Politik und des öffentlichen Lebens aus der ganzen Welt<br />
etabliert.<br />
Bulgarien blickt auf eine langjährige, intensive<br />
und erfolgreiche Zusammenarbeit mit iconvienna<br />
zurück. An den Veranstaltungen des Forums nahmen<br />
zahlreiche Vertreter der bulgarischen Wirtschaft,<br />
Regierungsmitglieder, Persönlichkeiten von der Politik<br />
und dem öffentlichen Leben in Bulgarien. In all diesen<br />
Jahren hatten sie die Möglichkeit, nach der Devise von<br />
iconvienna, contacts to contracts zu machen.<br />
2014, angesichts des 135. Jubiläums der Aufnahme der<br />
diplomatischen Beziehungen zwischen Bulgarien und<br />
Österreich, können wir mit Genugtuung feststellen, dass<br />
die Zusammenarbeit zwischen der bulgarischen Seite und<br />
iconvienna die bestehenden und traditionell sehr aktiven<br />
bilateralen Beziehungen in allen Bereichen bereichert und<br />
vertieft.<br />
Nach dem Fall des Eisernen Vorhangs vor 25 Jahren hat<br />
sich Österreich zu einem der aktivsten wirtschaftlichen<br />
Partner für die Länder Südosteuropas, einschließlich<br />
Bulgariens, entwickelt. Die österreichischen Unternehmen<br />
sind im bulgarischen Wirtschaftsleben stark vertreten.<br />
Österreich ist ein führender Handelspartner und Investor<br />
in Bulgarien, mit einem Investitionsvolumen von über<br />
5.8 Milliarden Euro. Ich bin überzeugt, dass iconvienna<br />
auch künftig ein aktiver Vermittler für den Ausbau der<br />
bulgarisch-österreichischen Zusammenarbeit bleiben<br />
wird.<br />

Die Frist von 10 Jahren markiert einen wichtigen<br />
Meilenstein. Die erste Etappe der Herausbildung<br />
und der Haltbarkeitstest sind erfolgreich gemeistert<br />
worden.<br />
So sehe ich es auch beim Forum iconvienna, welches sich<br />
zu einer vollwertigen, erwachsenen Kommunikationsplattform<br />
zwischen den Vertretern der Wirtschaft, Wissenschaft,<br />
Verwaltung und Politik aus Ost- und Westeuropa<br />
entwickelt hat. Dem Forum ist es gelungen, die vorteilhafte<br />
Lage und Rolle Wiens als Drehscheibe zwischen West und<br />
Ost zu seinen Gunsten einzusetzen, dabei aber auch selbst<br />
zu einem wichtigen Mechanismus in diesem Prozess zu<br />
werden und seinen eigenen bedeutenden Beitrag zur tiefen<br />
und vielseitigen Brückenbauarbeit zu leisten.<br />

Es freut mich besonders, dass das iconvienna-Team in<br />
seiner Tätigkeit große Aufmerksamkeit Russland schenkt.<br />
Neben dem zentralen Event in 2008 werden regelmäßig<br />
russische Regionen, wie z.B. Moskau, Novgorod oder Ivanovo,<br />
als „Guest Regions“ eingeladen. Dieser regionale Aspekt<br />
scheint mir besonders wichtig. Er ermöglicht es, neue<br />
Teilnehmer einzuschließen, das bestehende Netzwerk zu<br />
erweitern, und dadurch die Bedeutung der Organisation<br />
zu steigern.<br />
In diesem Sinne wünsche ich dem Forum iconvienna eine<br />
weitere langjährige Erfolgsgeschichte.<br />

Congratulations to “iconannual 2014”<br />
It is a pleasure to congratulate Dr. Gerhard Hrebicek<br />
and his team on the tenth anniversary of the European<br />
Business and Investment Forum – iconvienna, for<br />
their commendable efforts in organizing this event<br />
during the last decade and creating a successful business<br />
platform for countries from different regions of the world.<br />
The Embassy of the Dominican Republic has actively<br />
participated in iconvienna since 2008, and has found in<br />
this initiative a highly interesting partner for promoting<br />
business opportunities in the Dominican market and<br />
identifying potential commercial partnerships with<br />
Austrian and European markets.<br />
Our participation in iconvienna goes in line with the<br />
efforts undertaken by the Government of the Dominican<br />
Republic and its President Danilo Medina to promote<br />
Dominican exports and foreign investment with partners<br />
around the globe.<br />
The Dominican Republic, apart from being one of the<br />
favourite tourist destinations in Europe, is also a country<br />
that offers unique business and investment opportunities<br />
for European partners. Incentives for free zones, tourism<br />
investment and agricultural projects, as well as the<br />
creation of a National Bank for Export Development,<br />
an agency intended to allow Dominican producers to<br />
access loans at preferential rates, are only but few of the<br />
initiatives being implemented to consolidate the country’s<br />
competitiveness and its excellent climate for investment.<br />
By offering network opportunities, a medium to present<br />
some of our high quality products, such as rum, tobacco,<br />
coffee and cacao, and an ideal platform to promote our<br />
beaches and investment climate in tourism, iconvienna<br />
has thus provided a unique forum for us to disseminate<br />
information about the country, engage with new<br />
partners from different regions of the world and achieve<br />
useful business contacts for Dominican producers and<br />
investment sectors.<br />
As Ambassador of the Dominican Republic to Austria,<br />
Bulgaria and Serbia, and in the spirit of iconvienna,<br />
“make contacts to contracts”, it is my hope to continue<br />
collaborating in the future with partners in Austria and<br />
Europe to keep on developing the great potential of<br />

Throughout the past decade we have seen the global<br />
marketplace change considerably. Globalization,<br />
new technologies and new business models<br />
have accelerated the pace of change and innovation. At<br />
the same time environmental issues have become an<br />
increasingly important part of the international trade<br />
agenda. iconvienna has been and remains a vital platform<br />
for exchanging ideas and best practices in scores of<br />
business fields.<br />
While many things have changed, transatlantic<br />
cooperation remains the foundation of our prosperity.<br />
At his State of the Union Address in January, President<br />
Barack Obama, underlined the significance of the<br />
transatlantic alliance as being “the strongest the world<br />
has ever known.” Indeed, during our sixty year-long<br />
partnership the United States and Europe have shaped<br />
the international economic system. The figures of this<br />
partnership are remarkable: $2.6 billion dollars’ worth of<br />
goods and services flowing between the U.S. and Europe<br />
each day; investments of nearly $4 trillion in each other’s<br />
economies; more than 13 million people owing their jobs<br />
to the transatlantic economic relationship.<br />
We have created strong rules and institutions to govern<br />
international trade, investment and finance.<br />

These rules and institutions laid the groundwork for<br />
generations to not only enjoy prosperity, but also peace<br />
and security.<br />
Nevertheless there is a lot to be done, which is why the<br />
United States launched the Transatlantic Trade and<br />
Investment Partnership in 2013. We are convinced that a<br />
wide-ranging transatlantic agreement would be a strong<br />
driver of mutual job creation and growth. At the same<br />
time we agree with our European partners that trade and<br />
environmental policies must be mutually supportive to<br />
ensure a sustainable and prosperous future for our planet.<br />
Balancing economic growth and environmental<br />
protection can be challenging, especially in times<br />
of financial cutbacks. However it is also a great<br />
opportunity for businesses to respond by innovating.<br />
As a serial entrepreneur, I am pleased to see this year’s<br />
iconvienna summit focusing on innovation. America has<br />
traditionally been a country that empowers the inventor<br />
and the innovator. This entrepreneurship has promoted<br />

There is hardly anyone in the free market system<br />
who calls in question ownership. Yet practically<br />
everyone associates ownership with possession of<br />
money, fortune accruing from shareholdings, real estate<br />
or other property assets such as cars – with material<br />
goods accordingly.<br />
There is hardly anyone who first and foremost<br />
spontaneously thinks of immaterial values, of intellectual<br />
property even though everyone has heard of patents,<br />
brands, designs and copyright.<br />
Extremely rare are those aware of the inseparable<br />
connection between material and intellectual property<br />
as the groundwork of our prosperity.<br />
One car alone comprises up to 2.000 valid patents and<br />
copyright is applicable to whatever is not protected by<br />
patents. The differences of car brands are just as much at<br />
the bottom of the customer’s choice as is their different<br />
design.<br />
Moreover, what is true for a car is true for business in all<br />
its aspects: Intellectual property is not an end in itself,<br />
rather it materializes, creates demand and supply, it<br />
generates production facilities, jobs and prosperity.<br />
The global economic regions (USA, Europe, Asia) are in<br />
a state of competition with one another and whichever of<br />
these is most innovative will come out on top.<br />

China until a very few years ago was discounted as a<br />
copycat state and hence not taken seriously. Currently<br />
the eastern empire is on the brink of a tremendous leap<br />
forward. Already in 2010 China overtook Japan, hitherto<br />
deemed the wonderland of technology, and gained the<br />
rank of the world’s second largest national economy; in<br />
fact, the Organization for Economic Co-Operation and<br />
Development (OECD) prognosticates that in 2016 China<br />
will actually have overtaken the USA.<br />
Moreover, other nations that will advance, according to<br />
the OECD, are India, Brazil, Indonesia and Mexico.<br />
Major challenges thus await Europe if it still intends to<br />
play its role in this battle of the giants (the present and<br />
the burgeoning ones). Our material property will remain<br />
affordable as usual only if we safeguard and strengthen<br />
our intellectual property by all means necessary and<br />
export the same in the shape of patents, trademarks and<br />

A glimpse into the world of intellectual property, to be<br />
precise the current statistic of the World Intellectual<br />
Property Organization (WIPO) confirms this, for<br />

and designs by 26%. China, so WIPO unequivocally, is<br />

Die Diehl Metering Gruppe gehört zu den führenden<br />

Lösungen in Europa und kann auf die Erfahrungen von<br />
mehreren Millionen Zählern aus den Sparten Wasser,<br />

Frage: Warum steht das Thema Sicherheit im Moment<br />
bei Smart Metering Systemen im Focus der Experten.<br />
Aufgrund der aktuellen gesetzlichen Rahmenbedingungen,<br />
die in Österreich für den Bereich der<br />
Stromzähler vorgegeben sind, haben die Versorger die<br />
Verpflichtung bidirektionale Zähler mit einer integrierten<br />
Möglichkeit für die Fernabschaltung einzusetzen. Diese<br />
Option, die hier vom Gesetzgeber vorgesehen wurde,<br />
verschafft Angreifern und Hackern unter bestimmten<br />
Voraussetzungen die Möglichkeit einer Attacke auf diese<br />
Systeme. Natürlich bieten die Systeme ein Höchstmaß<br />
an Sicherheit, aber ein Restrisiko bleibt bestehen.<br />
Alternativen dazu sind beispielsweise unidirektionale<br />
Systeme, wie sie bereits seit Jahren im Bereich von<br />
Wasser, Wärme und Gas zum Einsatz kommen, die diese<br />
Möglichkeit für einen Angriff durch einen Hacker gar<br />
nicht bieten.<br />
Frage: Welchen Nutzen bringen die Systeme für den<br />
Konsumenten und sind seine Daten sicher?<br />
Für den Konsumenten schaffen Smart Metering Systeme<br />
Transparenz in der Abrechnung und eine möglichst<br />
zeitnahe Information über sein Verbrauchsverhalten. In<br />
Bezug auf den Datenschutz erfüllt Diehl Metering die<br />
strengen Vorgaben des BSI und die Rahmenbedingungen,<br />
die von der EU in diesem Bereich zu erfüllen sind.<br />

The achievement potential of the railway is to be<br />
seen daily at the western route. Its four-tracked<br />
extention, which took part during the past couple<br />
of years, contributed to its attractivity, but it also made it<br />
become an efficient main traffic artery.<br />
With the extension of the north-south axis that runs from<br />
Vienna to Italy or directly via the Northern Railway from<br />
Vienna to the Czech Republic, a fast and efficient railway is<br />
built, which serves to secure the business location Austria.<br />
The Baltic-Adriatic Axis represents an intermodal<br />
railway corridor. It connects not only the Baltic and<br />
Adriatic Sea basins, but also their significant ports with<br />
main hinterland cities between Poland and Italy.<br />
Calculation results show that the overall transport<br />
volume in the European Union will increase by up to 60 %<br />
until the completion of the TEN-T core network in 2030.<br />
Therefore the improvement of railway infrastructure and<br />
particularly the removal of infrastructure bottlenecks<br />
is essential and moreover is a precondition for keeping<br />

or ICE reach up to 230 km/h.<br />
Railway - the future means of transportation<br />
the present share on the modal-split of railway freight<br />
transport on the same level as today.<br />
An important part on this southern route is the Main<br />
Station in Vienna. Vienna‘s Main Station is one of the<br />
largest urban European infrastructure projects, which<br />
will be opened in autumn 2014. The investment profit<br />
of the project is of substantial importance, as the south<br />
corridor represents one of the most essential connections<br />
in Austria and a significant European transport axis. As<br />
a result, both passenger and freight traffic will benefit<br />
from the construction of Vienna‘s Main Station. It is also<br />
predicted, that approximately 1.000 trains and 145.000<br />
people will be crossing the Main Station daily.<br />
Furthermore, the new Main Station will become<br />
an important hub within the European railway<br />
transportation network. New rail connections will be<br />
enabled, for example such from Paris over Vienna to<br />
Budapest or new ones from Linz directly to Schwechat<br />
Airport. Moreover, the distance between Vienna and<br />
Bratislava will take less than 45 minutes by train.<br />

location as well as the prosperity of the population.<br />

important „contacts“ between cities, regions and<br />

Good contacts are not only a „geographical“ necessity<br />
but are also essential for the various modes of transport.<br />
To meet our mobility needs in the long term, we need<br />
to combine the various modes of transport in order to<br />
create an efficient, fully intermodal transport system.<br />
Optimum management of existing infrastructure will<br />
continue to grow in importance and will in the long<br />
term reduce the need for new construction. This<br />
transition inevitably requires a major rethink by all<br />
parties - from infrastructure providers through to<br />
individual travellers.<br />
Austrian motorway network operator ASFINAG, for<br />
example, shows clear evidence of this rethinking of<br />
the transport situation. ASFINAG already prioritized<br />
networking with other modes of transport in its vision<br />
statement in 2009 and has made it a firm feature of its<br />
future concept „ASFINAG Motorway Picture 2025“.<br />

As well as offering well-interconnected transition points<br />
for commercial transport and comfortable passenger<br />
transfers, it is also necessary to provide efficient<br />
information and routing services.<br />
In recent years, the „Verkehrsauskunft Österreich (VAO)<br />
- Traffic Information Austria“ has been developed<br />
in Austria. The „VAO“ is a joint intermodal traffic<br />
information service for Austria providing comprehensive<br />
traffic reports on the motorways.<br />
Since the beginning of 2014, routing information as<br />
well as other information covering different modes of<br />
transport and transport interchanges has been provided<br />
including, for example, recommendations for individual<br />
travellers as well as for public transport users, transfer<br />
options, Park & Ride facilities, cycle routes, bike rental,<br />
car sharing, etc.<br />
The transition from the competitive extension of<br />
individual modes of transport to a coordinated<br />
intermodal transport system in the interests of all<br />
members of the travelling public is thus in full swing.<br />
Modern information and communication technology<br />
make a key contribution in this context.<br />
It is now vitally important to ensure that the services<br />
offered also work as consistently as possible across<br />
national borders and that no new barriers to intermodal<br />
transport emerge.<br />

Das österreichische Traditionsunternehmen ELK,<br />

Building Systems“. Jüngstes Projekt in Österreich ist<br />
das Fairhotel in Hochfilzen. Ein Passivhaus-Hotel<br />
mit 92 Betten und einer Nutzfläche von mehr als<br />
1.600 m², das im Dezember 2013 eröffnet wurde. Das<br />
komplette Gebäude mit 34 Zimmern, Frühstücks- und<br />
Wellnessbereich, Seminarraum und Bar wurden von ELK<br />
geplant, produziert und schlüsselfertig inklusive Möbel,<br />
Badezimmer und Haustechnik in vier Monaten realisiert.<br />
Hotelbau ist eine höchst erfolgreiche Produktsparte von<br />
ELK, seit 2006 wurden bereits 19 Nächtigungsbetriebe<br />
von ELK gebaut. Noch in diesem Jahr werden mehrere<br />
ELK Hotels gebaut, die nächste Hoteleröffnung ist im<br />
Juni 2014 in Spielberg. Rechtzeitig zum Formel 1 Grand<br />
Prix wird von ELK nahe der Rennstrecke das Hotel<br />
Spielberg mit 92 Betten und einer Nutzfläche von knapp<br />
1.500 m² fertiggestellt.<br />
Selbstverständlich ist ELK nicht nur in den D.A.CH.-<br />
Märkten, sondern in ganz Europa vertreten. Wichtigstes<br />
Exportland ist dabei Großbritannien. Hier wurden<br />
in den vergangenen Jahren zahlreiche Großprojekte<br />
gebaut, im Jahr 2013 etwa eine Studentenwohnanlage<br />
in der englischen Universitätsstadt Oxford. Für die<br />
viergeschossige Wohnanlage, die in zwei Gebäuden<br />
Wohnraum für 190 Bewohner ermöglicht, liefert Erich<br />
Weichselbaum beeindruckende Zahlen. „Für das gesamte<br />
Projekt wurden insgesamt 785 Stück Fertigwände<br />
produziert. Dies entspricht einer Wandfläche von rund<br />
8.300 m² und einer Nettogrundfläche von insgesamt<br />
6.000 m². Die Montage dauerte nur acht Wochen“.<br />

Union, aber auch die einzelnen Mitgliedsstaaten<br />
zum Umdenken. Bei der Bewältigung der auf uns<br />
zukommenden ökologischen, ökonomischen und<br />
sozialen Herausforderungen werden urbane Regionen<br />
in Zukunft eine zentrale Rolle übernehmen. Immerhin<br />
lebt bereits jetzt mehr als die Hälfte der Weltbevölkerung<br />
in Städten, die demnach auch für einen Großteil<br />
der CO2-Emissionen und des Energieverbrauchs<br />
verantwortlich sind. Die Grundpfeiler der „Smart<br />
Cities“ von morgen bilden Nachhaltigkeit, Resilienz<br />
und ein intelligentes Energiemanagement. Um den<br />
komplexen Wechselwirkungen zwischen den Playern<br />
im Gesamtsystem „Stadt“ gerecht zu werden, müssen<br />
dabei sämtliche Infrastrukturebenen berücksichtigt<br />
und miteinander vernetzt werden - von Gebäuden<br />
und Industrie über die Energieversorgung bis hin zur<br />
Mobilität.<br />
Smart Cities<br />
als Treiber für<br />
Innovation<br />
Europäische Positionierung<br />
Grundvoraussetzung für die Realisierung einer Smart<br />
City ist die Schaffung eines stärkeren Bewusstseins<br />
für das Thema. Ein wichtiges Instrument dafür sind<br />
Netzwerke und Kooperationen. Diese dienen nicht nur<br />
dem Wissensaustausch und dem Erkenntnisgewinn,<br />
sondern können auch genutzt werden, um den<br />
Themenkomplex „Smart City“ auf europäischer Ebene zu<br />
positionieren. Das AIT Austrian Institute of Technology<br />
ist in zahlreichen internationalen Netzwerken aktiv<br />
und koordiniert unter anderem das EERA Joint<br />
Programme Smart Cities. Dieser Zusammenschluss<br />
führender europäischer Forschungsinstitutionen soll<br />
dazu beitragen, das Thema in der Scientific Community<br />
noch stärker zu verankern und voranzutreiben. In der<br />
European Innovation Partnership on Smart Cities and<br />
Communities wiederum liegt der Schwerpunkt auf der<br />
Umsetzung innovativer urbaner Systeme in strategischer<br />
Partnerschaft mit Industrie und Städten.<br />

Wissenschaftliche Expertise<br />
Diese europäischen Initiativen tragen entscheidend<br />
dazu bei, dass konkrete Bedürfnisse und Trends erkannt<br />
und in langfristige Forschungsstrategien integriert<br />
werden. Denn die Realisierung einer Smart City<br />
erfordert neben entsprechenden organisatorischen und<br />
finanziellen Rahmenbedingungen auch umfassendes<br />
wissenschaftliches und technologisches Know-how.<br />
Forschung und Entwicklung sind demnach zentrale<br />
Voraussetzungen für diesen Transformationsprozess.<br />
Aufgrund der komplexen Zusammenhänge und<br />
Wechselwirkungen in urbanen Systemen muss<br />
eine Vielzahl von Forschungsfragen in einem stark<br />
interdisziplinären Ansatz adressiert werden. Die<br />
Palette reicht von städtischen Energiekonzepten,<br />
intelligenten Gebäuden und Versorgungsnetzen sowie<br />
nachhaltigen Energietechnologien über emissionsarme<br />
Mobilitätslösungen und effizientes Abfallmanagement<br />
bis hin zu umfassenden Stakeholderprozessen zur<br />
Einbindung der Bevölkerung.<br />
Wien als Vorreiter<br />
Die Stadt Wien hat die Zeichen der Zeit bereits<br />
frühzeitig erkannt und Prozesse zur Transformation<br />
in eine Smart City eingeleitet. In einem umfassenden<br />
Stakeholderprozess wurde mit Unterstützung des<br />
AIT eine gemeinsame Vision für das Jahr 2050,<br />
eine detaillierte Roadmap für 2020 sowie konkrete<br />
Aktionspläne zur kurzfristigen Implementierung der<br />
geplanten Maßnahmen erarbeitet. Eine ergänzende<br />
Rahmenstrategie dient der langfristigen Bündelung<br />
der Kompetenzen und Aktivitäten in den Bereichen<br />
Ressourcen, Innovation und Lebensqualität. Diese<br />
nationalen Anstrengungen werden durch die aktive<br />
Teilnahme an europäischen „Smart City“ Projekten wie<br />
TRANSFORM unterstützt.<br />
Hier erarbeitet Wien gemeinsam mit anderen Großstädten<br />
wie Amsterdam, Kopenhagen und Hamburg gezielte<br />
Transformationsagenden für ausgewählte Stadtteile, um<br />
daraus konkrete Umsetzungspläne zu erstellen. Als Lohn<br />
für diese zukunftsgerichtete Strategie rangiert Wien in<br />
zahlreichen Smart City Rankings bereits heute unter den<br />
Top Playern im internationalen Vergleich.<br />
Chance für die Wirtschaft<br />
Eine Smart City ist nicht nur ein wichtiger Schritt<br />
zur Erreichung der Klimaziele und einer hohen<br />
Lebensqualität für die Bevölkerung, sondern eröffnet<br />
heimischen Unternehmen auch eine Vielzahl neuer<br />
Geschäftschancen. Die intelligente Stadt der Zukunft<br />
benötigt neue Businessmodelle, neue Services wie Apps<br />
oder Mobilitätsdienstleistungen und vor allem auch neue<br />
Infrastrukturen für Energie und Verkehr. Smart Cities<br />
sind innovative Städte, die als „Living Labs“ für smarte<br />
Technologien und Infrastrukturlösungen fungieren.<br />
Sie bieten Industrieunternehmen ein hoch innovatives<br />
Umfeld, das es ihnen erlaubt, neue Technologien<br />
voranzutreiben und sich so einen Wettbewerbsvorteil auf<br />
dem nationalen und internationalen Markt zu sichern.<br />
Wien hat sich bereits erfolgreich als Vorreiter im<br />
internationalen Standortwettbewerb positioniert.<br />
Jetzt gilt es, diese Innovationskraft in gemeinsamen<br />
Anstrengungen von Forschung, Industrie und öffentlicher<br />
Hand weiterzuentwickeln, um den Wirtschaftsstandort<br />

Mittlerweile leben mehr als 50 Prozent aller<br />
Menschen in Städten. Städte müssen<br />
daher das ihnen innewohnende kreative<br />
und wirtschaftliche Potenzial nützen, um den ihnen<br />
zufallenden Teil zur Entwicklung einer klimaneutralen<br />
Lebensweise raschest umzusetzen. Die Stadt Wien wächst<br />
sehr dynamisch und damit auch die Möglichkeiten.<br />
Eine der größten Herausforderungen der Zeit ist<br />
die Verringerung der Treibhausgasemissionen. Die<br />
Europäische Kommission hat im „Energiefahrplan<br />
2050“ die zur Erreichung des EU-Zieles „Senkung der<br />
Treibhausgasemissionen der Industrieländer der EU<br />
bis 2050 um mehr als 80% unter den Stand von 1990“<br />
notwendigen Handlungsschwerpunkte aufgezeigt.<br />
Wien möchte diesbezüglich als Umweltmusterstadt<br />
und als führende Metropole bei Forschung und<br />
Technologieentwicklung eine Vorreiterrolle einnehmen.<br />
„Smart City“ bezeichnet eine Stadt, in der<br />
systematisch modernste Informations- und<br />
Kommunikationstechnologien, ressourcenschonende<br />
Technologien sowie sozialwissenschaftliche Methoden<br />
eingesetzt werden, um den Weg zu einer postfossilen<br />
Gesellschaft zu beschreiten und den Verbrauch von<br />
Ressourcen zu verringern. Dabei werden mindestens die<br />

Bereiche Energie, Mobilität, Stadtplanung, Governance<br />
und Datenverarbeitung (E-Government) berücksichtigt.<br />
Elementares Zeichen von „Smart City“ ist die Integration<br />
und Vernetzung dieser Bereiche.<br />
In intelligenten Städten spielen offene Kommunikation<br />
und Information eine wichtige Rolle. Wesentlich sind<br />
dabei eine umfassende Berücksichtigung sozialer Aspekte<br />
und eine größtmögliche Beteiligung aller BürgerInnen.<br />
Wien ist schon jetzt ein äußerst lebenswerter Ort. Die<br />
hohe Lebensqualität stammt zu einem guten Teil daher,<br />
dass sich die Stadt immer wieder selbst neu erfunden und<br />
gewandelt hat. Schon seit langem macht Wien vieles richtig,<br />
im Verkehr, im Wohnbau, in der Stadtentwicklung, im<br />
Umweltschutz, in der Ver- und Entsorgung der Stadt. Wien<br />
verfügt über eine moderne und effiziente Verwaltung,<br />
differenzierte Aus- und Weiterbildungsangebote und wir<br />
profitieren enorm von den Forschungskooperationen<br />
und der Technologieförderung. Dazu kommt, dass die<br />
Wienerinnen und Wiener bereits sehr intelligent in der<br />
Stadt unterwegs sind.<br />
Die Ausgangsposition für Wien als „Smart City“ ist<br />
somit gut. Jetzt geht es aber darum, den nächsten<br />

großen Veränderungsschritt zu setzen und Wien als<br />
Musterbeispiel einer „Smart City“ positionieren.<br />
Die im Jahr 2011 unter der Schirmherrschaft von<br />
Bürgermeister Dr. Michael Häupl ausgerufene Initiative<br />
„Smart City Wien“ bündelt die Zukunftsthemen für die<br />
Stadt, bietet eine gemeinsame inhaltliche Klammer und<br />
allen Akteuren eine gemeinsame Plattform.<br />
Aufbauend auf einem breiten Stakeholderprozess wurde<br />
2013 damit begonnen, die Rahmenstrategie „Smart City<br />
Wien“ zu erarbeiten.<br />
Die Rahmenstrategie soll einerseits eine Innenwirkung<br />
haben, um bestehende Planungen noch ehrgeiziger zu<br />
gestalten und zu Neuem zu inspirieren. Sie soll aber<br />
zugleich auch eine Außenwirkung haben, um das was bei<br />
uns geschieht in einen internationalen Bezug zu setzen<br />
und für die Anstrengungen Wiens zu werben. Ihr zeitlicher<br />
Horizont wird bis 2050 reichen. Die Rahmenstrategie<br />
richtet sich an alle Zielgruppen in der Stadt, an die<br />
Wiener Bürgerinnen und Bürger, die Unternehmen<br />
ebenso wie die gemeinnützigen Einrichtungen, und an<br />
den öffentlichen Sektor selbst.<br />
Mit der Initiative Smart City Wien möchte die Stadt Wien<br />
einen Beitrag zur weitreichendsten Herausforderung, der<br />
wir heute gegenüberstehen, leisten: dem Klimaschutz als<br />
Aufgabe für uns alle.<br />
Die erste große Aufgabe der Rahmenstrategie Smart<br />
City Wien ist es daher, Pfade aufzuzeigen, wie Wien zur<br />
Erreichung der europäischen Klima- und Energieziele<br />
beitragen kann. Die weitere Erhöhung der Lebensqualität<br />
steht als zweites Ziel gleichwertig neben der Schonung<br />
unserer Ressourcen: Beim Schutz der Umwelt oder der<br />
Gesundheitsversorgung kann Wien auf sehr hohen<br />
Standards aufbauen. Innovation ist die dritte große<br />
Stoßrichtung der Rahmenstrategie.<br />
Eine Smart City Wien muss auch resilient sein, also<br />
widerstands-, anpassungs-, und lernfähig sowie in der<br />
Lage, gegenüber inneren und äußeren Einflüssen schnell<br />
und den Herausforderungen entsprechend zu reagieren.<br />
Resilienz hängt hierbei sehr vom Vorhandensein von<br />
Gestaltungsspielräumen, von den Möglichkeiten der<br />
Selbstorganisation bzw. Reorganisation wirtschaftlicher<br />
und gesellschaftlicher Systeme, vom sozialen<br />
Zusammenhalt, den Kompetenzen der Einwohnerinnen<br />
und Einwohner, und von einer flexiblen und innovativen<br />
Verwaltung ab.<br />

Die Rahmenstrategie wird Leitlinien für<br />
die zahlreichen Fachstrategien der Stadt<br />
repräsentieren. Die Herausforderung durch<br />
die Rahmenstrategie ist dabei eine doppelte: Wie<br />
können erstens trotz anspruchsvoller inhaltlicher und<br />
finanzieller Rahmenbedingungen die Ziele schrittweise<br />
ehrgeiziger gestaltet werden? Zweitens, wie kann<br />
eine noch stärker themenübergreifende Gestaltung<br />
von Politik- und Veränderungsprozessen organisiert<br />
werden?<br />
Die Stadt Wien wird alles dazu tun, dass insbesondere<br />
folgende Elemente einer Vision für das Jahr 2050 zur<br />
Realität werden:<br />
• Wien ist eine pulsierende Metropole und eine der<br />
attraktivsten Städte Europas.<br />
• Diese Position beruht auf strategisch langfristig<br />
geplanten Maßnahmen der Stadt, die zu einer<br />
merkbaren Verbesserung in allen wichtigen Bereichen<br />
führte: in der Lebensqualität, in der Nachhaltigkeit,<br />
im Wohlstand, im Wissen sowie in Qualität und<br />
Quantität von Ausbildungsmöglichkeiten und<br />
Arbeitsplätzen.<br />

• Wien wirkt gemeinsam mit anderen führenden<br />
europäischen Städten Impuls gebend und gestaltend<br />
an der europäischen Politik mit.<br />
• Zur Befriedigung ihrer Mobilitätsbedürfnisse<br />
stehen den Wienerinnen und Wienern zahlreiche<br />
Kombinationsangebote und gemeinsame<br />
Nutzungsmöglichkeiten bewährter und innovativer<br />
Fortbewegungsmittel jederzeit zur Verfügung,<br />
die neue wirtschaftliche Möglichkeiten eröffnen<br />
und viel Raum zur kreativen Entfaltung schaffen.<br />
Die Fortbewegung ist durch Ressourcenschonung<br />
und Rücksichtnahme auf den öffentlichen Raum<br />
gekennzeichnet, den sich die Menschen schrittweise<br />
zurückerobert haben.<br />
• Der bewusste und sparsame Umgang mit Ressourcen,<br />
gepaart mit innovativen Lösungen, ermöglicht<br />
höchste Versorgungssicherheit. Deshalb kommt auch<br />
weiterhin dem Ausbau der Fernwärme, die in Wien<br />
überwiegend aus Abwärme gewonnen wird, hohe<br />
Bedeutung zu. Zusätzlich beziehen die Wienerinnen<br />
und Wiener Energie zu einem hohen Anteil aus<br />
erneuerbaren Quellen.<br />

Erfolgsgarant für intelligente und<br />
zukunftsorientierte Stadt-Umland-<br />
Entwicklung<br />
Städte spielen eine zentrale Rolle, wenn es um<br />
Energieverbrauch und Klimawandel geht, weil<br />
sie aufgrund ihrer dichten Siedlungsstruktur<br />
die größten Einsparungseffekte in Relation zur<br />
EinwohnerInnenzahl erzielen können. Und der<br />
Zustrom in Städte und ihr Umland hält ungebrochen<br />
an 1) : Allein nach Wien wanderte im Jahr 2012 mit<br />
22.314 Personen eine ganze Stadt zu. Und auch Graz,<br />
Innsbruck und Linz müssen pro Jahr für 1.500 bis 3.000<br />
Personen neuen Wohnraum und ausreichend soziale<br />
und andere öffentliche Einrichtungen bereitstellen.<br />
Nur mit intelligenten und nachhaltigen Konzepten sind<br />
diese Anforderungen überhaupt zu bewältigen und die<br />
erwartete urbane Lebensqualität aufrecht zu erhalten,<br />
die in Österreichs Städten von 86% der BürgerInnen als<br />
„sehr hoch“ bewertet wird.<br />
Noch stärker als die Städte wachsen ihre<br />
Umlandgemeinden: Die Bevölkerung von Gänserndorf<br />
bei Wien nahm zwischen 2003 und 2013 mit rund<br />
30 Prozent am stärksten zu, gefolgt von Kalsdorf bei<br />
Graz mit 20,4 Prozent und von Leonding bei Linz mit<br />
16,1 Prozent. Die Folge sind intensive funktionale<br />
Verflechtungen zwischen Kernstadt und Umland, wie<br />
unter anderem die 527.600 PendlerInnen belegen, die<br />
laut „Kordonerhebung Wien 2011“ an einem Werktag<br />
die Stadtgrenze in Richtung Wien passieren. 2)<br />

StadtbewohnerInnen<br />
Städtische Mobilität definiert sich durch gute Erreichbarkeiten und einen Pool an multimodalen<br />
Transportmitteln zur Befriedigung der unterschiedlichen Mobilitätsbedürfnisse sowie eine hohe<br />
Verfügbarkeit von und Zugänglichkeit zu Informations- und Kommunikationstechnologie.<br />
Attractive<br />
Resilient<br />
Die Attraktivität einer Stadt beinhaltet ästhetische Gesichtspunkte ebenso wie eine hohe<br />
Lebensqualität für die BürgerInnen. Wirtschaftstreibende, Forschung und Kreative<br />
werden von günstigen Standortfaktoren wie hochwertiger Infrastruktur und qualifiziertem<br />
Arbeitskräftepotenzial angezogen.<br />
Den Herausforderungen der Zeit, wie Klimawandel, Umweltverschmutzung,<br />
Ressourcenknappheit, Verkehrsaufkommen und Bevölkerungsentwicklung begegnen die Städte<br />
mit Flexibilität und neuen Konzepten und Strategien.<br />
Tolerant<br />

Das Wertschöpfungspotenzial einer Gesellschaft liegt in ihrer Kreativität begründet, die eine<br />
Folge kultureller Diversität ist. 3) Um eine solche zu erreichen, ist es wichtig, ein tolerantes<br />
Umfeld zu schaffen, das einer Gesellschaft aus unterschiedlichen Charakteren und Ethnien ein<br />
harmonisches Zusammenleben sichert.<br />

mit nachhaltiger Stadtentwicklung zu vereinbaren.<br />
Das Smart City–Konzept kann diesbezüglich als der<br />
nächste notwendige Schritt im Urbanisierungsprozess<br />
angesehen werden - es bietet intelligente Lösungen,<br />
um die Lebensqualität und die Wirtschaftlichkeit von<br />
Ballungszentren deutlich zu erhöhen. Energieeffiziente<br />
Siedlungsstrukturen, eine gesamtheitliche, intermodale<br />
Mobilitätsplanung oder die zentrale Energiesteuerung<br />
öffentlicher Einrichtungen ermöglichen Einsparungen<br />
im Bereich Energie, Finanzen und Rohstoffe bei<br />
gleichzeitig effizienter Versorgung für den Großteil der<br />
Bevölkerung.<br />
In der Steiermark hat sich inzwischen ein ganzes<br />
Netzwerk von Smart Cities gebildet, die mit Hilfe<br />
der Fördermittel ihren Weg in eine smarte städtische<br />
Zukunft gehen. Smart Cities bleiben daher auch in der<br />
neuen EU-Förderperiode 2014+ ein zentrales Thema.<br />
Auch nationale Förderprogramme und –fonds wie der<br />
“Klima- und Energiefonds” oder ”Stadt der Zukunft”<br />
sind als Unterstützung für die Umsetzung smarter<br />
Projekte weiterhin essentiell.<br />
Das Smart City-Konzept trägt die vielversprechendsten<br />
Prämissen einer zukunftsträchtigen Stadtentwicklung<br />
bereits im seinem Namen: „SMART“ im Sinne von<br />
„sustainable, mobile, resilient, attractive and tolerant“,<br />
macht über die reine Übersetzung als „intelligent“ oder<br />
„schlau“ hinaus das moderne Planungsverständnis für<br />
eine lebenswerte Stadt transparent. Städte arbeiten<br />
bereits eng mit Universitäten und Unternehmen<br />
zusammen, benötigen aber zum Erfolg politisch ebenso<br />
wie finanziell die Unterstützung von Bund und Ländern.<br />
Die Mitglieder des Österreichischen Städtebundes werden<br />
auch in Zukunft ihre Potenziale und Kompetenzen<br />
progressiv dafür einsetzen, eine ressourceneffiziente,<br />
umweltverträgliche und sozial gerechte „smarte“<br />
Entwicklung für Städte, Stadtregionen und den mit<br />
diesen in Beziehung stehenden ländlichen Raum zu<br />
sichern, wie auch die rege Teilnahme an den Tagungen<br />
der „Städteplattform Smart Cities and Regions“ des<br />
Österreichischen Städtebundes zeigt.<br />

How to be smart - the Viennese way<br />
Climate change and a severe shortage of natural<br />
resources, especially fossil fuels, represent the<br />
big global challenges of the coming decades.<br />
They will determine the future design of cities as living<br />
spaces. There are numerous attempts and different ways<br />
how cities face these challenges. An insight in the City of<br />
Vienna shows what that means and how such an initiative<br />
can look like.<br />
Vienna has set itself the task of consistently and<br />
continuously modernizing the city in order to reduce<br />
energy consumption and emissions significantly and<br />
to achieve the EUs climate protection targets (longterm<br />
objectives: zero emission city, nearly zero energy<br />
standards) without having to forego any aspects of<br />
comfort or mobility. The use of renewable energy sources<br />
should be increased combined with raising the awareness<br />
of citizens. Multi-modal transport systems should<br />
be available in order to reduce individual motorized<br />
transport. Citizens should play an active role and help to<br />
position Vienna as a European environmental city and as<br />
a leading European center for research and technological<br />
development.<br />
Smart City Wien is a long-term initiative by the City<br />
of Vienna that combines these objectives in order to<br />
improve the design, development and perception of the<br />
federal capital. Smart City Wien looks at a cross-section<br />
of the city, covering all areas of life, work and leisure<br />
activities in equal measure, and includes everything from<br />
infrastructure, energy and mobility to all aspects of urban<br />
development. Smart City Wien uses a holistic approach<br />
focusing on the four main areas of Energy (-systems),<br />
Mobility, Buildings and Infrastructure resulting in radical<br />
protection of resources, a high socially fair quality of life<br />

Die budgetären Konsolidierungsvorgaben sowie<br />
Bestimmungen aus Basel III bewirken, dass die<br />
Finanzierungsbasis für Infrastrukturprojekte<br />
verbreitert werden wird. In Zukunft werden sich vermehrt<br />
institutionelle Investoren bei Infrastrukturinvestitionen<br />
engagieren. Dabei ist die finanzielle Gesamtbetrachtung<br />
über den Lebenszyklus eines Projektes wichtig. Die<br />
Fragestellung „Was wird finanziert?“ gegenüber „Wer ist<br />
der Kreditnehmer“ gewinnt an Bedeutung.<br />
Das Investitionsbarometer – eine Umfrage unter den<br />
österreichischen Gemeinden, die mit Beteiligung<br />
der Kommunalkredit Austria erstellt wurde – zeigt<br />
geplante Investitionen von rund fünf Milliarden Euro<br />
für die kommenden vier Jahre. Großprojekte beziehen<br />
sich dabei vor allem auf die Bereiche Wasserwirtschaft<br />
und Sicherheit. Gerade hier werden alternative<br />
Finanzierungsansätze erforderlich sein. Insbesondere<br />
wird über Projektansätze eine direkte Zurechenbarkeit<br />
von Investitions- und Instandhaltungsaufwand über<br />
die Projektlebensdauer hergestellt. Dies unterscheidet<br />
sich in Bezug auf Kostentransparenz und zukünftiger<br />
Planungssicherheit wesentlich von allgemeinen<br />
Budgetfinanzierungen.<br />
Mit einem ganzheitlichen Kostenansatz betrachten<br />
Lebenszyklusmodelle nicht nur die Errichtungskosten<br />
von Infrastrukturprojekten; es werden vielmehr<br />
sämtliche, mit der Infrastruktur in Zusammenhang<br />
stehende Kosten (Bau- und Betriebs-, Energie-,<br />
Wartungs-, Instandhaltungsinvestitionen etc.) bei der<br />
Evaluierung des Infrastrukturprojektes berücksichtigt.<br />
Dadurch kann eine einseitige Optimierung von<br />
Bauprojekten vermieden werden, in der entweder nur<br />
auf die Baukosten oder nur auf die Betriebskosten<br />
geachtet wird.<br />

Der Trend zu einer breiteren Finanzierungsbasis<br />
für öffentliche Infrastrukturinvestitionen im<br />
Zusammenhang mit Budgetrestriktionen wird<br />
durch erweiterte regulatorische Anforderungen für<br />
Finanzdienstleister (Basel III für Banken, Solvency II für<br />
Versicherungen) noch weiter verstärkt.<br />
Durch die Einführung von Basel III und<br />
der damit verbundenen Reduktion der<br />
Fristentransformationsmöglichkeiten durch das NSFR<br />
(Net Stable Funding Ratio, derzeit erwartet für 2018)<br />
ist die Möglichkeit, langfristige Infrastrukturaktiva mit<br />
längeren Laufzeiten zu halten, für Banken stark reduziert.<br />
Gleichzeitig soll bei institutionellen Investoren, die eine<br />
langfristige Passiv-Duration mit stabilen Rendite-Zusagen<br />
haben, wie z. B. Lebensversicherungen, nach Solvency II<br />
eine entsprechend lange Aktiv-Duration gegenüberstehen;<br />
damit steigt die Nachfrage dieser Investoren nach<br />
langfristigen Aktiva mit stabilen Cashflows.<br />
Diese Entwicklungen bieten der Kommunalkredit<br />
Austria die Möglichkeit, Infrastrukturprojekte verstärkt<br />
nach Strukturierung und Abschluss der Bauphase für<br />
die restliche Betriebsphase an derartige Investoren zu<br />
syndizieren.<br />
Die Kommunalkredit Austria betreut ein kommunales<br />
und infrastrukturelles Kreditportfolio von 10,2 Milliarden<br />

Investing in CEE/SEE<br />
In recent years, Austria has become a significant<br />
player in the world of international business. Social<br />
and political stability, tax advantages and bilateral<br />
treaties, dynamic productivity and economic growth as<br />
well as legal certainty make the country an attractive<br />
location for foreign investors. The same advantages are<br />
likewise sought by investors looking to venture into<br />
Central, Eastern and Southeastern Europe (CEE/SEE).<br />
Bilateral treaties are of particular importance here, as they<br />
significantly enhance the legal certainty for companies<br />
investing abroad and hence minimize risk.<br />
The economic climate in Russia and the CEE/SEE<br />
region has been improving of late, and many countries<br />
have implemented initiatives to increase the volume of<br />
foreign direct investment (FDI), such as introducing<br />
new tax incentives, strengthening trade agreements,<br />
fighting corruption and introducing legislative and<br />
administrative reforms. Governments are trying hard to<br />
simplify the founding of new businesses and encourage<br />
foreign companies to enter their respective markets by<br />
supporting regional collaborations and joint ventures.<br />
The European Union has also been supporting these<br />
measures by introducing more funding opportunities<br />
targeted at core issues such as legal certainty, justice and<br />
administrative reforms.<br />
Serbia, for instance, which has joined the European<br />
Union in 2012, has grown into one of the most important<br />
investment locations in Central and Eastern Europe.<br />
Inexpensive labour costs, cheap utilities and affordable<br />
property prices make it a particularly cost-effective option<br />
for foreign investors. In addition, the country has recently<br />
favoured the conditions for starting and conducting<br />
businesses by eliminating the paid-in minimum capital<br />
requirement and introducing a private bailiff system.<br />
While such government incentives are important, legal<br />
certainty is just as important. Strengthening the rule<br />
of law and the fight against corruption are not only<br />
key issues related to Serbia’s accession to the EU; they<br />
also have a direct impact on the volume of existing<br />
and potential FDI. Recent measures to improve legal<br />
certainty include changes in employment law, the shift<br />
to „Public Private Partnerships“ (PPP) for infrastructure<br />
projects and the simplification of procedures regarding<br />
building permits.<br />

Let’s share some market observations and personal<br />
experience accrued through learning by burning:<br />
Innovation starts from compiling knowledge and<br />
combining it with a sound understanding of framework<br />
conditions. Only the combination of an Invention with<br />
such Insight can deliver an innovation - otherwise<br />
there won’t be a guarantee for an added value from the<br />
Invention.<br />

Therefore innovation based Strategy-Models need long<br />
term stamina. It can easily take 4-5 years before the<br />
added value capability can be proven real. Thereafter<br />

for a business. In total we have experienced 8-10 years<br />
economic cycles.<br />
First of all one should assess thoroughly and where<br />
necessary, adopt conditions precedent:<br />
• Do you have the right shareholders for qualitative<br />
growth? (I for example once didn’t!)<br />
• Who (should) you want to be your customers? (Who<br />
have what you don’t & the opposite)<br />
• Which supply chain stakeholders will marketimplementation<br />

business models turned into financial investment<br />
products - meaning, such new shareholders could<br />
become the “customers” you want - particularly since<br />
crowd financing demonstrated to attract a broad<br />
enough clientele to the extent banks started to fear new<br />
competition - but we yet need to see how increasing trends<br />
towards formalization will leave room for practicability in<br />
dealing with the crowd, when having to override adverse<br />
spirit of times eras.<br />
Second, business risks from implementation to roll-out<br />
should be minimized & mitigated by compiling:<br />
• market placement power & - reach into your<br />
relevant markets through<br />
• consort partners with operating expertise & local<br />
competence<br />
• consorts to form local closed loop supply chains in<br />

technology endeavoring its maximum commercial use<br />
within their territory.<br />
Once there is a sufficiently convincing consortium of<br />
partners, opting to roll out your innovation, upon your<br />
prove of technology through a small scale validating<br />
demonstration, the later could be venture financed.<br />

In the center of the European debate about values,<br />
ratings for countries as well as companies and<br />
„BASEL III“ regulations, the question arises how<br />
could the European future look like in terms of values<br />
and ratings, which components are necessary and what<br />
role can brands and other intellectual property (IP) such<br />
as patents, utility models etc. have for the European<br />
development of companies and economies?<br />
„People buy brands not products“ - this sentence is<br />
valid especially in the global communication society.<br />
Our studies show that the average share of brand<br />
value across all industry segments is about 40% of the<br />
enterprise/company value. Additionally, strong brands<br />
grow faster than the average - the so-called „Halo-Effect”<br />
is used much more in North America. In order to stay<br />
competitive, Europe has yet to catch up in this context.<br />
In Europe the number of brands is twice as high as in<br />
North America but value of each weighs only half as<br />
much on average compared to North America.<br />

The foundations in Europe are education, research<br />
and development - all leading to expertise that can be<br />
converted into „intellectual assets“ such as innovation,<br />
patents and trademarks.<br />
Furthermore, global brands can create value and<br />
identity for Europe. This applies to companies but also<br />
to regions, countries and the brand of “Europe” itself.<br />
What is “Europe” as a brand - what does it stand for,<br />
what is the role of individual countries, nations and<br />
regions within the portfolio of European brands and<br />
how can they contribute to the brand of “Europe”?<br />
These discussions may be performed as well at the same<br />
time because only if our thinking becomes European<br />
and global, we will be able to see a strong European<br />
brand on corporate as well on the regional level. In<br />
some European countries such as Finland, Switzerland,<br />
Luxembourg, Sweden, Denmark and Austria, brand<br />
companies bring the highest brand contribution to<br />
the national economy and are thus global leaders in<br />
the ratio of brand equity to the gross national product.<br />
This approach could and should be applied to whole<br />
Europe.<br />
„European brands“ should be an essential asset with<br />
an average of 40% of the company‘s value and should<br />
be included in the balance sheets of the company and<br />
should be reflected in ratings. This way additional<br />
„ownership opportunities of brands“ would be created<br />
as well and thus set an important step for the future<br />
development towards major European brands.<br />
Sustainable prosperity and growth for Europe can be<br />
created through branding of Europe, its companies,<br />
countries and regions.<br />
