MEDIA FREEDOM IN UGANDA<br />
Preface<br />
The media plays a fundamental role <strong>in</strong> preserv<strong>in</strong>g a free and open society<br />
through dissem<strong>in</strong>ation <strong>of</strong> <strong>in</strong>formation that fosters debate and contributes to<br />
good governance <strong>in</strong> <strong>Uganda</strong>. It is therefore, imperative that a favorable regulatory<br />
framework is set up by the government to buttress and bolster the growth <strong>of</strong> the<br />
media to ma<strong>in</strong>ta<strong>in</strong> high ethical standards, pr<strong>of</strong>essionalism and competence <strong>of</strong><br />
journalists.<br />
A number <strong>of</strong> exist<strong>in</strong>g laws <strong>in</strong> <strong>Uganda</strong> currently do not safeguard the growth<br />
<strong>of</strong> media, but rather seek to control and crim<strong>in</strong>alize the work <strong>of</strong> journalists. This<br />
analysis aims at steer<strong>in</strong>g public debate on the undue restrictions on the media and<br />
advocat<strong>in</strong>g for reforms that will decrim<strong>in</strong>alize speech and facilitate the enjoyment<br />
<strong>of</strong> freedom <strong>of</strong> expression <strong>in</strong> <strong>Uganda</strong>.<br />
