We’ve arrived at the start of another school year in the <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong>. I would like to personally<br />

Sometimes the best way to get information is to hear or see it. MASD utilizes MCA-TV (Channel 14)’s local<br />
bulletin board to air important district messages. AlertNow’s automated calling system is used to notify<br />
parents and staff members of pertinent information in emergency situations and for general outreach. You<br />

Twitter and an automated calling system to notify parents, staff and community<br />
members about pertinent district information in emergency situations as well as<br />
for general outreach purposes.<br />
Delays/Cancellations<br />
Notices of these events will be posted on the district’s website, disseminated<br />
via an automated phone call to up to two primary phone numbers per student,<br />
received in an e-mail message for registered users and broadcast on television<br />
stations KDKA, WPXI, WTAE and MCA-TV and radio stations 3WS, B94, Y108,<br />
KDKA, KQV and WMBA.<br />
MASD E-Tiger News<br />
This new effort seeks to connect parents and community members with their<br />
child’s or neighborhood school building. Anyone is eligible to sign up for these free<br />
e-mails that are tailored to specific buildings as well as districtwide notices. For<br />
information, visit the Latest News section of our website.<br />
AlertNow<br />
This automated calling system is used to notify parents and staff members of<br />
pertinent information in emergency situations and for general outreach. The<br />
system allows for the storage of four phone numbers per student. The first two<br />
phone numbers are typically home phone numbers and are considered primary<br />
numbers. Primary numbers are called for all calls including inclement weather<br />
delays and cancellations. Additional numbers are used only for emergency<br />

Edline<br />
MASD provides this innovative online resource at no cost to parents and<br />
students, offering them an opportunity to enrich education through interaction<br />
with the district’s teachers. All district teachers maintain a class-specific site<br />
accessible from www.moonarea.net’s top navigational bar. These sites, which<br />
offer homework, grades and other information, are personalized for each account<br />
holder and can be accessed anywhere around the globe where there is internet<br />
connectivity. Edline links also take users to useful educational resources and<br />
district offerings like calenders and meal menus and lists building-specific news<br />

Photo Policy<br />
Occasionally, individual or group interviews, photographs and videos may be<br />
taken for use in district publications or on the district website, local media or<br />
television. MASD reserves the right to publish such pictures and information about<br />
a student to provide positive promotion of our district’s educational offerings and<br />
student successes. If you wish that your child not be interviewed or photographed,<br />
please visit www.moonarea.net.<br />
Food Services<br />
The district is committed to providing nutritious and affordable cuisine to all<br />
students and staff through our food service provider Metz Associates, LTD. Menus<br />
can be accessed online under the Attending Our <strong>School</strong> section of the MASD<br />
website, which links to the Metz Associates, LTD site. Students are encouraged<br />
to utilize the district’s cafeteria account system - PayForIt, to pay for meals.<br />
Money can be deposited into the students’ accounts using cash, check or online<br />
payments. Checks should be made payable to MASD.<br />

Student Health Services<br />
Each building contains a certified nurse to provide health services and screenings<br />
to students. However, any serious illnesses and injuries should be diagnosed by a<br />
physician and the student should not be sent to school for evaluation.<br />

<strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong> Board of Education is comprised of nine school directors, who are elected for<br />
four-year terms on a two-year election cycle. <strong>School</strong> directors aid in shaping the district through planning,<br />
setting policies and evaluating performance. Their objectives are overseen in the district by the central<br />
administration office and building-level administrators.<br />

Meetings<br />
Board of Education meetings are open to the public and school directors<br />
welcome the comments of <strong>Moon</strong> and Crescent townships’ residents on<br />
any item at business meetings and on agenda items only during workshop<br />
meetings. Visitors are asked to limit their comments to five minutes to provide<br />
everyone a chance to be heard. Business meetings are held the second Monday<br />
of each month at 7 p.m. and workshop meetings are held the fourth Monday<br />
of each month at 6 p.m. in the MAHS board room, located in the lower-level<br />
central administration office. Both meetings are recorded and broadcast on<br />
MCA-TV, Channel 14 or Channel 35 for cable subscribers. All meeting dates can<br />
be found on the Board of Education section of www.moonarea.net.<br />
Committee meetings for facilities and transportation are scheduled on an asneeded<br />
basis and with the monthly meetings are advertised online and in<br />
local newspapers.<br />

MASD Code of Conduct<br />
Introduction<br />
<strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong> strives to ensure an appropriate<br />
and productive learning environment in our schools in order to<br />
maximize student achievement potential. Each elementary, middle,<br />
and high school student receives a student handbook or other<br />
means of communicating expectations from his or her principals or<br />
teachers.<br />
Developing and maintaining a respectful, safe, enriching<br />
environment conducive to student achievement is the responsibility<br />
of each one of us whether we are professional educators, parents,<br />
employees, or community partners. Your input on this subject is<br />
meaningful and should you wish to share thoughts and ideas, they<br />
may be conveyed to the building principals.<br />
The staff and administration of the <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong><br />
look forward to working with parents in striving to place <strong>Moon</strong> <strong>Area</strong><br />
<strong>School</strong> <strong>District</strong> as a front-runner of educational excellence.<br />
Beliefs<br />
Education and discipline is a shared responsibility of the<br />
student, school, family, and community. The family assumes the<br />
primary responsibility for helping the child to develop physically,<br />
intellectually, socially, emotionally, and morally. The school provides<br />
additional opportunities for students to flourish and grow in each of<br />
these developmental areas.<br />
Developmentally, children begin school at various stages and<br />
continue to be unique throughout their K-12 educational years.<br />
The school recognizes that all children grow, mature, and develop<br />
differently at various life stages and addresses each situation as it<br />
occurs. “Throughout this process, to develop character the school<br />
strives to be a community of virtues, that are modeled, expected,<br />
studied, reflected upon, upheld, celebrated, and continually<br />
practiced in daily life” (Lickona, 2006). “The goal is to raise children<br />
to become morally responsible, self-disciplined citizens” (McBrien<br />
& R.S. Brandt, 1997).<br />
Good Citizenship requires the demonstration of self-discipline<br />
and acceptance of personal responsibility for one’s actions. Students<br />
and adults that accept such responsibilities by modeling selfdiscipline<br />
and appropriate behavior help to create an environment<br />
conducive to learning and student achievement.<br />
<strong>School</strong> Board Policies and Administrative Procedures are<br />
designed to clarify, protect, and define the rights and responsibilities<br />
of students and adults in the <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong>. Questions<br />
regarding interpretation of Administrative Procedures and <strong>School</strong><br />
Board Policies may be directed toward the Administration.<br />
All Students ages 6-21 are entitled to a free and full education in<br />
Pennsylvania. If you have any question regarding special education<br />
needs or services for your child, you may wish to contact the Pupil<br />
Services Office, Mr. Michael Haslett, Director of Pupil Services.<br />
Student Rights and Responsibilities<br />
Freedoms and Rights:<br />
Students may exercise their freedoms and rights in accordance<br />
with policies set forth by the <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong> Board of<br />
Education and Pennsylvania State and Federal Laws.<br />
Students have the responsibility to avoid the following, but<br />
not limited to the following, whether written, spoken, or conveyed<br />
technologically:<br />
· Obscenities<br />
· Ridiculing or causing a person to be ridiculed<br />
· Causing or participating in damage to a person’s reputation<br />
· Causing or participating in unlawful behavior or actions to<br />
disrupt school operations<br />
· Using minority or racial slurs<br />
Sexual Harassment<br />
The <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong> is committed to providing a<br />
respectful, safe learning environment that is free from unwanted<br />
sexual advances, any form of improper physical contact, or sexual<br />
remarks that create a detrimental learning environment.<br />
Locker Search<br />
Locker searches will be conducted if it is suspected that<br />
materials pose a threat to the health, safety, and welfare of others.<br />
When possible, students will be notified prior to a locker search and<br />
have an opportunity to be present.<br />
Flag Salute<br />
Citizenship is exemplified by showing appropriate respect for<br />
our country and its flag. Students who choose to refrain from the<br />
Pledge of Allegiance and Flag Salute shall respect the rights and<br />
interests of others who wish to participate.<br />
Student Discipline and Code of Student<br />
Conduct<br />
Purpose:<br />
The Board finds that student conduct is closely related to<br />
learning. An effective educational program requires a safe and<br />
orderly school environment.<br />
Authority:<br />
The Board has authority to establish fair, reasonable and<br />
nondiscriminatory rules and regulations regarding the conduct and<br />
deportment of all students in the school district during the time they<br />
are subject to the supervision and direction of school authorities.<br />
The Board has adopted a Code of Student Conduct to govern<br />
student behavior. The Code of Student Conduct consists of this Policy<br />
and the following other policies:<br />

Policy 218.8 Suspension and Expulsion<br />
Policy 218.9 Bullying/Cyberbullying<br />
Each student must adhere to Board policies and the Code of<br />
Student Conduct governing school discipline. Students shall not be<br />
subject to disciplinary action because of race, gender, color, religion,<br />
sexual orientation, national origin, or handicap/disability.<br />
The Code of Student Conduct and other policies regarding<br />
student behavior and discipline apply when students are under<br />
the supervision of the school, while they are on school property,<br />
while present at school sponsored or regulated activities wherever<br />
occurring, and while traveling to or from school and school sponsored<br />
or regulated activities. In addition, the Code and other policies apply<br />
in each of the following circumstances:<br />
1. There is a nexus between the proximity or timing of the conduct<br />
in relation to the student’s attendance at school or schoolsponsored<br />
activities.<br />
2. The student is a member of an extracurricular activity and has<br />
been notified that particular off-campus conduct could result in<br />
exclusion from such activities.<br />
3. Student expression or conduct materially and substantially<br />
disrupts the operations of the school, or the Administration<br />
reasonably anticipates that the expression or conduct is likely<br />
to materially and substantially disrupt the operations of the<br />
school.<br />
4. The conduct has a direct nexus to attendance at school or a<br />
school-sponsored activity, such as an agreement to complete<br />
a transaction outside of school that would violate the Code of<br />
Student Conduct.<br />
5. The conduct involves the theft or vandalism of school property.<br />
Guidelines:<br />
Any student disciplined by a district employee shall have the<br />
right to notice of the infraction.<br />
When a violation of the Code of Student Conduct involves student<br />
expression, Policy 220 shall be followed.<br />
Suspensions and expulsions shall be carried out in accordance<br />
with Policy 218.8.<br />
Corporal Punishment<br />
The Board prohibits the use of corporal punishment as a form of<br />
discipline for students in the district. “Corporal punishment” is the<br />
use of physical force such as hitting, spanking or paddling intended<br />
to cause pain or fear for the purpose of student discipline.<br />
Reasonable force may still be used by teachers and school<br />
authorities under any of the following circumstances: to quell a<br />
disturbance, to obtain possession of weapons or other dangerous<br />
objects, for the purpose of self-defense, and for the protection of<br />
persons or property.
Delegation of Responsibility<br />
The Superintendent or designee may promulgate rules and<br />
regulations to implement Board policy governing student<br />
conduct.<br />
The Superintendent or designee shall publish and distribute<br />
to all staff, students and parents/guardians the rules for student<br />
behavior contained in the Code of Student Conduct and the<br />
sanctions that may be imposed for violations of those rules. A<br />
copy of the Code of Student Conduct shall be available in each<br />
school office and shall be printed in the student handbook and/<br />
or posted on the district website.<br />
The building principal shall have the authority to assign<br />
discipline to students, subject to the policies, rules and<br />
regulations of the district and to the student’s due process right<br />
to notice, hearing, and appeal.<br />
Teaching staff and other district employees responsible for<br />
students shall have the authority to take reasonable actions<br />
necessary to control the conduct of students in all situations and<br />
in all places where students are within the jurisdiction of this Board<br />
and when such conduct interferes with the educational program<br />
of the schools or threatens the health and safety of others.<br />
Weapons Policy<br />
(Board Policy #218.1; Adopted Aug. 24, 1993; Revised July 21,<br />
2008)<br />
1. Purpose: The Board recognizes the importance of a safe school<br />
environment relative to the educational process. Possession of<br />
weapons in the school setting is a threat to the safety of students<br />
and staff and is prohibited by law.<br />
2. Authority SC 1317.2: A student commits an offense under this<br />
policy if the student is in possession of a weapon. For purposes<br />
of this policy, a “weapon” shall include any tool, instrument or<br />
implement capable, or having the appearance of being capable,<br />
of inflicting serious bodily injury and possessed or used under<br />
circumstances not manifestly appropriate for lawful uses which<br />
it may have. The term “weapon” shall include, but shall not<br />
be limited to, any knife, cutting instrument cutting tool, club,<br />
blackjack, metal knuckles, explosive device; firearm, shotgun,<br />
rifle or similar device from which a projectile may be discharged,<br />
including a firearm or other weapon which is not loaded or which<br />
lacks a component or device necessary to render it immediately<br />
operable; an d a look-alike or replica of a weapon.<br />
Possession of an article which otherwise would be a weapon is<br />
justified only when the article is used in conjunction with a lawful,<br />
school supervised course, program or activity.<br />
An alleged offense under this policy shall result in a mandatory<br />
formal hearing before the Board of <strong>School</strong> Directors (or, as<br />
authorized by the Board, a committee of the Board or hearing<br />
examiner). The Superintendent may exclude the student from<br />
school pending the hearing. Further disciplinary action will be<br />
determined by the Board.<br />
The standard penalty for an offense under this policy shall<br />
include expulsion from school for a period of not less than one<br />
year. The penalty shall include permanent expulsion from school<br />
where one or more of the following aggravating circumstances<br />
exist:<br />
1. Possession of a firearm.<br />
2. Possession of a knife or cutting instrument, the blade of<br />
which is exposed in an automatic way by push-button,<br />
switch, spring mechanism or otherwise.<br />
3. Possession of a bomb or similar explosive device, the<br />
use of which could cause serious bodily injury or property<br />
damage.<br />
4. By use of a weapon, attempt to cause, or intentionally or<br />
recklessly causing bodily injury to another.<br />
5. By use of a weapon, attempt to put another in fear of<br />
imminent bodily injury.<br />
6. Significant history of rules violations.<br />
The Superintendent may recommend lesser discipline on a<br />
case-by-case basis.<br />
3. Delegation of Responsibility: The Superintendent or designee<br />
shall report suspected violation of this policy to the local police<br />
and shall implement school/police protocols.<br />
The Superintendent or designee shall report all incidents<br />
relating to expulsion for possession of a weapon to the Department<br />
of Education.<br />
The Superintendent or designee shall be responsible<br />
to develop a memorandum of understanding with local law<br />
enforcement officials that sets forth procedures to be followed<br />
when an incident occurs involving an act of violence or possession<br />
of a weapon by any person on school property.<br />
Acts of violence or possession of a weapon in violation of<br />
this policy shall be reported to the Office of Safe <strong>School</strong>s on the<br />
required form at least once each year.<br />
4. Guidelines: Students, staff and parents/guardians shall be<br />
informed at least annually concerning this policy.<br />
An exception to this policy may be made by the Superintendent,<br />
who shall prescribe special conditions or procedures to be<br />
followed.<br />
Weapons under the control of law enforcement personnel are<br />
permitted.<br />
In accordance with the federal Gun-Free <strong>School</strong> Zone Act,<br />
possession or discharge of a firearm in, on, or within 1,000 feet<br />
of school grounds is prohibited. Violations shall be reported to<br />
the appropriate law enforcement agency.<br />
Transfer Students<br />
When the school district receives a student who transfers from a<br />
public or private school during an expulsion period for an offense<br />
involving a weapon, the district may assign that student to an<br />
alternative assignment or may provide alternative education,<br />
provided the assignment does not exceed the expulsion period.<br />
Dress Code Policy<br />
(Board Policy # 221; Adopted Oct. 10, 2000; Revised Jan. 12,<br />
2006):<br />
1. Purpose: The <strong>Moon</strong> <strong>Area</strong> <strong>School</strong> <strong>District</strong> Board of Education<br />
recognizes that each student’s mode of dress and grooming is a<br />
manifestation of personal style and individual preference. The<br />
Board will not interfere with the right of students and parents to<br />
make decisions regarding their appearance except when their<br />
choices affect the educational program of the schools or the health<br />
and safety of others.<br />
2. Authority: The Board authorizes the Superintendent to enforce<br />
school regulations prohibiting student dress or grooming practices<br />
which:<br />
1. Present a hazard to the health or safety of the student him/<br />
herself or to others in the school.<br />
2. Materially interfere with schoolwork, create disorder, or<br />
disrupt the educational program.<br />
3. Cause excessive wear or damage to school property.<br />
4. Prevent the student from achieving his/her own educational<br />
objectives because of blocked vision or restricted<br />
movement.<br />
TITLE 22 Sec. 12.11 Students may be required to wear certain<br />
types of clothing while participating in physical education<br />
classes, technology education/shops; extra-curricular activities,<br />
or other situations where special attire may be required<br />
to ensure the health or safety of the student.<br />
3. Delegation of Responsibility: The Superintendent shall develop<br />
procedures to implement the policy which:<br />
1. Designates the building principal to monitor student dress<br />
and grooming in his/her building.<br />
2. Instructs staff members to demonstrate by example<br />
and precept wholesome attitudes toward neatness,<br />
cleanliness, propriety, modesty, and good sense in attire<br />
and appearance.<br />
3. Ensure that all rules implementing this policy impose only<br />
minimum necessary restrictions on the exercise of the<br />
student’s taste and individuality.<br />
Guidelines: So as to prevent the loss of valuable class time,<br />
students should avoid clothing which is considered distracting to<br />
the orderly process of education. By following these guidelines,<br />
students help to promote pride in themselves and in their<br />
school.<br />
The following clothing is considered inappropriate for school<br />
use:<br />
1. Halter tops, muscle shirts, clothing exposing bare midriffs,<br />
and hats.<br />
2. Articles of clothing which make references to alcohol, drugs,<br />
and vulgarity.<br />
3. Shorts and skirts that are less than fingertip length when<br />
the arms are extended along the legs.<br />
4. Cut off pants.<br />
5. Clothing with holes.<br />
6. Chains that are 8 inches or greater and 1/16 inch gauge or<br />
greater.<br />
7. Arm, wrist, neck or waistbands with spikes.<br />
8. Arm, wrist, neck or waistbands with metal studs.<br />
Students found in violation of these guidelines will be sent to the<br />
(hall) office by the teacher. A building administrator will make final<br />
determination as to the appropriateness of articles of clothing to<br />
be worn to school.
