ADMISSIONS POLICY - SEPTEMBER 2012<br />

Applications for admissions into the Reception Year Sept. 2012 should be received by midday on 15 th<br />

January 2012, using the <strong>County</strong> CR2 application form or online by midnight 16 th January 2012. This<br />

should be obtained from your local school (i.e. the one within your home’s catchment area). All<br />

applications will be processed centrally by the Local Authority. For the main admission round, all<br />

preferences will be considered simultaneously and ranked in accordance with admission criteria. If<br />

more than one school can offer a place, the parent’s highest stated preference will be allocated.<br />

All other applicants, other than Reception, should apply directly to Milford School.<br />

In the case of over subscription, priority will be given in the following order. Places for late<br />

applications will be allocated using the same criteria.<br />

1. Children who are in the care of the Local Authority or provided with accommodation by that<br />

authority in accordance with Section 22 of the Children Act 1989. (A letter from the<br />

Children’s Services Department confirming the child’s status must be provided.<br />

2. Children who have a serious medical, physical or psychological condition which makes it<br />

essential that they attend this school rather than any other as supported by appropriate medical<br />

or psychological evidence.<br />

N.B. The governors will admit any pupil whose final statement of special educational needs<br />

names the school. Children admitted will count towards the Published Admission Number<br />

3. Children who live in the Church Parish of Milford on Sea (which includes Milford, Everton,<br />

Keyhaven and Lymore*) who at the time of application have a sibling** attending the School<br />

at the time they wish to start School.<br />

* A map showing the boundaries of Milford Parish is available at the school.<br />

** Siblings are defined as children living as brothers and sisters (including step and half<br />

brothers and sisters) in the same family unit.<br />

4. Children who live in the Church Parish of Milford On Sea whose families are involved in the<br />

worship and work of a church who is a member of ‘Churches Together’***, and wish their<br />

children to attend a school with a Christian ethos. A further supplementary information form<br />

will need to be completed in support of your application. This can be obtained from the school.<br />

Catholic Church, Russian Orthodox Church, Salvation Army, Transatlantic and Pacific Alliance of Churches, United<br />

Reformed Church, Wesleyan Holiness Church.<br />

5. Children who live in the Church Parish of Milford On Sea who live closest to the school<br />

based on a straight line measurement from the front door of the home to the pedestrian<br />

school gate ( or in the case of multi occupancy dwelling, the flat door rather than the<br />

communal entrance to the building).


6. Children living outside the Church Parish of Milford On Sea who will have a sibling attending<br />

the school at the time of application.<br />

7. Children living outside the Church Parish of Milford On Sea whose families are involved in<br />

the worship and work of a church who is a member of ‘Churches Together’***, and wish<br />

their children to attend a school with a Christian ethos. A letter of confirmation of attendance<br />

from the Minister of their church will be required.<br />

8. Children who live outside the Church Parish of Milford On Sea who live closest to the school<br />

based on the measurement of a straight line from the front door of the home to the<br />

pedestrian school gate ( or in the case of multi occupancy dwelling, the flat door rather<br />

than the communal entrance to the building).<br />

If the school is oversubscribed from within any of the above categories, the distance criterion as stated<br />

above will be used to prioritise applications.<br />

The planned admission number for 2012 is 45.<br />

Application<br />

The local authority will consider all applications for a Reception place, received on the correct form at<br />

the school by the 15 th January 2012, or applied online by midnight by 16 th January 2012 and will post<br />

confirmed decisions to parents on Thursday 19 th April 2012.<br />

If you are due to move house, you will be asked to produce a solicitor’s letter or equivalent<br />

evidence.<br />

If you are told that your child can start at Milford CE Primary School, then you will be sent more<br />

information and you will be invited to visit the school prior to your child starting.<br />

Multiple births<br />

If the last pupil to be offered a place within the school’s published admission number (PAN) is a multiple<br />

birth or same cohort sibling, any further same cohort sibling will be admitted, if the parents so wish, even<br />

though this may raise the intake number above the school’s PAN. The PAN will remain unchanged so<br />

that no other pupil will be admitted until a place becomes available within the PAN.<br />

Pupils with statements of special educational needs<br />

The governing body will admit any pupil whose final statement of special educational needs names the<br />

school. This is not an oversubscription criterion. Where possible such children will be admitted within the<br />

PAN.<br />

In-Year Fair Access placements by the local authority<br />

The local authority will ensure that all pupils are placed in schools as quickly as possible. It may therefore<br />

sometimes be necessary for a pupil to be placed by the local authority, or a local placement panel acting<br />

on behalf of the authority, in a particular school even if there is a waiting list for admission. Such<br />

placements will be made in accordance with the provisions of any protocol approved by the Admission<br />

Forum, based on legislation and government guidance. If an admission through Fair Access raises the<br />

number on roll above the PAN, no further pupil will be admitted from the waiting list until a place<br />

becomes available within the PAN.


Starting school<br />

Pupils reach statutory school age at the beginning of the term following their fifth birthday, but, in<br />

<strong>Hampshire</strong>, most pupils are admitted as rising fives. Parents can request that the date their child is<br />

admitted is deferred until later in the year or until the child reaches compulsory school age. Pupils will<br />

normally be admitted at the start of a school term. Parents can request that their child attends part-time<br />

until the child reaches compulsory school age. Parents of children requiring a Year R place, including<br />

those accessing co-located nursery provision, must make an application. If parents of summer born rising<br />

fives wish to defer their admission until they reach statutory school age, admission will be considered for<br />

Year 1, their appropriate year group.<br />

Admission Appeals<br />

If you are unsuccessful in gaining a place for your child at this school, you will be informed in<br />

writing, be given the reasons and informed of your right to appeal against the decision. Further<br />

information and forms for appealing against the decision will be sent to parents but we would also<br />

encourage you to talk with the head teacher about this or you could also arrange to see a member of<br />

the Governor Admissions Committee if you wish.<br />

Waiting Lists<br />

When all available places have been allocated, the school will operate a waiting list. Parents who wish<br />

their child to be included on the waiting list must inform the school in writing. Any places that<br />

become available will be allocated according to the criteria of admission policy with no account being<br />

taken of the length of time on the waiting list or any priority order expressed as part of the main<br />

admission round.<br />

The waiting list will be reviewed and revised –<br />

‣ Each time a child is added to, or removed from, the waiting list<br />

‣ When a child’s changed circumstances will affect their priority<br />

‣ At the end of each school year, when parents with a child on the waiting list will be contacted<br />

and asked if they wish to remain on the list for the following school year.<br />

Parents may keep their child’s name on the waiting list of as many schools as they wish and for as<br />

long as they wish.<br />

Legislation<br />

This policy takes account of all relevant legislation including the legislation on sex discrimination, race<br />

relations, and disability, together with all relevant regulations and the School Admissions Code (DfE<br />

2010).
