I. DEADLINE FOR SUBTITUTES : TUESDAY, APRIL 23, 2013, 5:00 PM.<br />

If any of the top four places in the area meet will not be able to compete in the<br />

<strong>Region</strong>al Meet, the coach or school administrator whose athlete will not compete should notify the<br />

school of the fifth place winner.<br />

All scratches/substitutes for events must be certified by the Area <strong>Track</strong> Meet Director by submitting the changes<br />

in writing to: David Brock @ FAX: 361/593-3488 or by e-mail to<br />

david.brock@tamuk.edu. Use the form in the UIL <strong>Region</strong>al Meet H<strong>and</strong>book titled “<strong>Track</strong> & <strong>Field</strong> Substitute<br />

Certification Form.”<br />

J. RELAY CARDS – Due Saturday, April 27 by 12:00 Noon at the Check-In – South end of stadium.<br />

K. Appeals must be made by the coach in written form <strong>and</strong> submitted to a referee at the referee station on the<br />

field no later than 30 minutes after the announcement of the event results.<br />

Forms will be provided at the Referee’s table.<br />

L. No coaches will be allowed on the field during competition unless summoned by the referee or filing an appeal.<br />

Exception: Coaches of vertical <strong>and</strong> horizontal jumpers will be allowed to assist their athlete in setting their<br />

marks 30 minutes before their designated events. Coaches must not communicate with any other athlete who is<br />

not a qualifier in these events at their designated time. Coaches must return to the st<strong>and</strong>s 15 minutes prior to<br />

the start of competition.<br />

M. Trainers will not be allowed on the track or field unless they are called to administer to an athlete.<br />

N. Situations which are subject to an appeal include, but are not limited to:<br />

1. Misapplication of the rules.<br />

2. Correction of clerical or team scoring errors which must be corrected up to 48 hours after the end of the<br />

meet.<br />

3. Correction of meet results involving an ineligible participant.<br />

4. Failure to follow a procedure contained in the terms <strong>and</strong> conditions of competition announced in advance<br />

by the games committee.<br />

Non-Appealable situations:<br />

1. Any judgment decision pertaining to violation or alleged violations of the rules.<br />

2. A decision made by the finish judges or timers that does not involve misapplication of a rule or terms <strong>and</strong><br />

conditions of competition.<br />

3. Whether a start is fair <strong>and</strong> legal.<br />

4. Note: The meet referee has sole authority for ruling on infractions or irregularities not covered with the<br />

rules.<br />

O. Coaches are responsible for verifying Pole Vault Certification Sheets for weight rating. This will be conducted at<br />

the event site, immediately prior to the pole vault competition. It is the responsibility of the coach to verify that<br />

the competitor will use a legal pole rated at or above the competitor’s body weight. Coaches must submit the<br />

UIL Pole Vault Certification Form contained in this h<strong>and</strong>book. Pole weight <strong>and</strong> competitor’s body weight must<br />

correlate with the rules of the event.<br />
