assist individuals and families with resources and services. We are<br />

FINANCIAL ASSISTANCE<br />
<strong>County</strong> <strong>of</strong> <strong>Wellington</strong> and City <strong>of</strong> Guelph residents may require <strong>Ontario</strong><br />
<strong>Works</strong> Assistance for many different reasons. An entitlement based on<br />
your circumstance, family size, accommodation costs, and any other<br />
approved costs may be provided to you monthly. Incomes such as<br />
Employment Insurance Benefits and Support Payments will be deducted.<br />
Based on your circumstances you may also receive other<br />
benefits:<br />
ONTARIO DRUG BENEFIT CARD - You will receive a monthly <strong>Ontario</strong><br />
Drug Benefit Card which you may use for prescriptions.<br />
DENTAL CARE - Dependent children are eligible for basic dental care.<br />
Adults may be eligible for necessary or emergency dental services.<br />
VISION CARE - <strong>Ontario</strong> <strong>Works</strong> recipients are eligible for Basic Vision<br />
Care.<br />
COMMUNITY STARTUP AND MAINTENANCE BENEFIT - This is<br />
available to assist participants to establish new permanent residences.<br />
This may also be issued to prevent eviction or the discontinuance <strong>of</strong><br />
utilities.<br />
DISCRETIONARY ASSISTANCE - You may receive funding for diabetic<br />
supplies, surgical supplies and dressings and transportation for medical<br />
purposes. Prescribed assistive aids and devices, surgical stockings,<br />
inhalers, artificial limbs, wheelchairs and other items may also be<br />
approved.<br />

EXTENDED EMPLOYMENT HEALTH BENEFITS - Participants exiting<br />
<strong>Ontario</strong> <strong>Works</strong> due to new or increased earnings may be eligible for<br />
Health Benefits for a period <strong>of</strong> 6 months.<br />
EXTENDED HEALTH BENEFITS - Participants exiting <strong>Ontario</strong> <strong>Works</strong> for<br />
reasons other than employment earnings may be eligible for Health<br />
Benefits.<br />
FULL-TIME EMPLOYMENT BENEFITS – This benefit assists with<br />
expenses associated with beginning full-time employment.<br />
OTHER EMPLOYMENT and EMPLOYMENT<br />
ASSISTANCE ACTIVITIES BENEFIT – You may receive funds to cover<br />
expenses to participate in job search, basic education, job specific skills<br />
training, community placement, employment placement, self-employment<br />
development and the costs <strong>of</strong> childcare. This benefit also applies to<br />
persons beginning or changing part-time employment.<br />
SPECIAL SERVICES - This unit provides various benefits to <strong>Ontario</strong><br />
<strong>Works</strong> participants and people who have other sources <strong>of</strong> income. A<br />
financial assessment must be completed to determine eligibility for these<br />
services.<br />
The following programs are available from Special Services:<br />
Domiciliary Hostel Program – provides a subsidy for<br />
persons residing in a Retirement Home with a <strong>County</strong> <strong>of</strong><br />
<strong>Wellington</strong> Social Services agreement.<br />
Discretionary Benefits – a person may be eligible for<br />
assistance with the cost <strong>of</strong> prescribed assistive devices and<br />
other prescribed medical needs.<br />
Funeral & Burial – funeral and burial services for an<br />
indigent person.<br />

EARNING EXEMPTIONS<br />
After three continuous months <strong>of</strong> assistance, or if reapplying for <strong>Ontario</strong><br />
<strong>Works</strong> within 6 months (if applicable in your case), you will be eligible for<br />
a 50% exemption on your earnings. All income must be declared and<br />
verified using your Income Reporting Statement.<br />
CONSOLIDATED VERIFICATION PROCESS (CVP)<br />
Periodic financial file reviews are conducted for everyone who is in<br />
receipt <strong>of</strong> <strong>Ontario</strong> <strong>Works</strong> Assistance. You will be notified in writing <strong>of</strong> your<br />
CVP appointment. At this meeting your worker will ensure that all the<br />
information on file is correct and will note any changes in your<br />
circumstances. These meetings are a requirement <strong>of</strong> receiving <strong>Ontario</strong><br />
<strong>Works</strong> Assistance.<br />
ONTARIO WORKS FAMILY SUPPORT PROGRAM<br />
All participants <strong>of</strong> <strong>Ontario</strong> <strong>Works</strong> are obligated to obtain any financial<br />
resources available to them as a condition <strong>of</strong> eligibility. A Family Support<br />
Worker will assist you to obtain financial support which may be in the<br />
form <strong>of</strong> an agreement or a court order. Existing orders will be reviewed<br />
for adequacy and enforcement purposes.<br />
TERMINATION OF ASSISTANCE<br />
Should you no longer require financial assistance, please contact your<br />
Caseworker. You may be eligible to receive other benefits if you are<br />
leaving <strong>Ontario</strong> <strong>Works</strong>.<br />

EMPLOYMENT ASSISTANCE<br />
Once you have been granted <strong>Ontario</strong> <strong>Works</strong> you will<br />
meet with an Employment Worker to assess your<br />
employability. The purpose <strong>of</strong> this meeting is to develop<br />
an action plan which outlines a strategy to determine<br />
your short term and long term goals. A Participation<br />
Agreement will be completed to formalize the action<br />
plan. It is flexible and individualized based on your<br />
needs. As your circumstances change, so can your<br />
Participation Agreement.<br />
Following the terms <strong>of</strong> the Participation Agreement is a<br />
requirement for receiving ongoing financial assistance.<br />
DEFERRAL OF EMPLOYMENT ACTIVITIES<br />
In some instances mandatory participation in employment programs may<br />
be temporarily deferred. This occurs if you are:<br />
• a sole support parent with at least one child not yet in<br />
school<br />
• unemployable for medical reasons<br />
• a caregiver <strong>of</strong> a family member who requires daily<br />
physical assistance on an ongoing basis due to disability or<br />
illness<br />
• 65 yrs <strong>of</strong> age or older<br />
Deferrals do have time limits and are reviewed on a regular basis.<br />
Depending on the reason for the deferral you may be required to<br />
submit supporting documentation to your Employment Worker. If you are<br />
deferred, you can still choose to take part in employment programs.<br />

LITERACY ASSESSMENT<br />
An <strong>Ontario</strong> <strong>Works</strong> applicant who has not completed grade 12 will be required<br />
to complete a short literacy questionnaire. The Employment Worker will use<br />
this as a tool to help select appropriate participation activities, and develop<br />
short and long term employment plans.<br />
Test results are kept private and do not influence eligibility for assistance.<br />
You will not be required to complete the test if you have been diagnosed as<br />
a person with a learning disability. Literacy training resources and contact<br />
information are listed in this booklet.<br />
COMMUNITY PLACEMENT<br />
A Community Placement is a great opportunity to try out a specific type <strong>of</strong><br />
employment that you are considering. A volunteer placement at a non-pr<strong>of</strong>it<br />
agency provides an excellent opportunity to obtain hands on job experience<br />
which will enhance your résumé and increase the likelihood <strong>of</strong> achieving<br />
your employment goals.<br />
Contact your Employment Worker to discuss a referral to the Community<br />
Placement Worker for assistance with finding a suitable community<br />
placement opportunity.<br />
EMPLOYMENT PLACEMENT<br />
If you have a current marketable résumé, a desire to work education and<br />
skills to match identified job objectives, then you’ll be able to access our<br />
Employment Placement Program. Following the appointment with your<br />
Employment Worker you will be referred to the Employment Specialist.<br />
The Employment specialist will provide one to one support, or as part <strong>of</strong> a<br />
group to explore job searching strategies, assist you with self marketing<br />
skills to local employers.<br />

SELF EMPLOYMENT<br />
Learn how to build a solid business plan and start building a successful<br />
small business as a means <strong>of</strong> becoming financially independent. <strong>Ontario</strong><br />
<strong>Works</strong> recognizes self-employment activity as a valuable strategy to<br />
become financially independent. Participants who choose to participate in<br />
self-employment activities are referred to Guelph Business Enterprise<br />
Centre Inc. to assess the viability <strong>of</strong> their business idea and develop a<br />
business plan.<br />
LEARNING EARNING AND PARENTING PROGRAM (LEAP)<br />
Are you a parent under the age <strong>of</strong> 25 without your High School Diploma and<br />
involved in the <strong>Ontario</strong> <strong>Works</strong> program?<br />
We can help you LEAP over<br />
the obstacles to succeed.<br />
We want to help you get your Grade 12 diploma.<br />
Let us help you prepare for the job market and enhance your parenting<br />
skills.<br />

Addiction Services Program<br />
The Addiction Service Program assists individuals who identify substance<br />
use or addictive behavior as a barrier to their successful participation in<br />
employment-related activities. This program provides an opportunity for<br />
individuals to explore treatment options and begin taking steps towards a<br />
more positive and healthy lifestyle. Alternatively, individuals may wish to<br />
participate in the addictions services program in an effort to maintain and<br />
expand upon treatment gains after completion <strong>of</strong> a residential addiction<br />
treatment program. Motivation and commitment to making positive<br />
change are essential in order to benefit from the addiction services<br />
program. Participants are expected to take an active role in determining<br />
and implementing their treatment plan, while an addiction services worker<br />
will provide intensive case management and appropriate community<br />
referrals throughout the process.<br />
Mental Health Life Skills Program<br />
The Mental Health Life Skills Program assists people who experience<br />
barriers to employment as a result <strong>of</strong> mental health needs. The Mental<br />
Health Life Skills Worker provides referrals to community agencies and<br />
supports that aim to meet these needs. Treatment and counselling are<br />
supported as alternative employment activities in order to facilitate mental<br />
health recovery and work readiness. People in this program are active<br />
participants in generating and implementing their personalized recovery<br />
plan.<br />

available for public use. Computers are used for job related<br />
purposes only, and this is monitored. Access may be limited<br />
based on daily demand.<br />

• Wide variety <strong>of</strong> employment and training information<br />
including guide books on résumé and cover letter preparation.<br />
• Guelph, Kitchener, and Toronto daily newspapers.<br />
• Access to public telephones (local calls only).<br />
• Friendly, helpful staff to assist with questions about the<br />
computers, résumés, cover letters, and other employment<br />
elated topics.<br />

ONTARIO WORKS AND CHILD CARE<br />
Child Care may be available to help you while you complete your <strong>Ontario</strong><br />
<strong>Works</strong> employment related activities.<br />
Licensed child care is a programme where care and learning happens in a<br />
group setting. The programme is licensed under the Day Nurseries Act to<br />
make sure certain standards are met.<br />
Licensed Child Care Centres include Child Care centres, nursery schools,<br />
and before and after school child care. The hours <strong>of</strong> care and ages <strong>of</strong><br />
children vary from centre to centre, but most are open Monday to Friday,<br />
during day-time hours. You can only receive subsidy at centres that have<br />
an agreement with the <strong>County</strong> as these programmes have met our quality<br />
standards.<br />
Licensed Private Home Child Care happens in a home setting by providers<br />
who are screened and monitored to make sure they meet the standards <strong>of</strong><br />
the Day Nurseries Act. Providers may <strong>of</strong>fer flexible hours such as evenings,<br />
weekends or overnight care. The Child Care Subsidy Worker will send a<br />
request to a Home Child Care Consultant who will try to match you with an<br />
available provider.<br />
Paying for Licensed Child Care<br />
If you wish to use licensed child care your Employment Worker will send a<br />
referral to Child Care Services. An appointment will then be made for you to<br />
meet with a Child Care Subsidy Worker to arrange subsidy for your child<br />
care. Your licensed private home child care provider or child care centre will<br />
be paid directly by Child Care Services. You will receive a list <strong>of</strong> centres and<br />
information about choosing quality child care. You may also get a list by<br />
calling 837-3620 or 1-800-265-7294 ext. 3090, or from our website<br />
www.wellington.ca.<br />
Unlicensed or Informal Child Care is care by a relative, friend, neighbour<br />
or a private caregiver. Unlicensed caregivers are not monitored and do not<br />
have to follow the requirements <strong>of</strong> the Day Nurseries Act. Unlicensed caregivers<br />
are allowed to care for a maximum <strong>of</strong> 5 children at one time. Ask your<br />
Employment Worker about paying for this type <strong>of</strong> care.<br />

JOB SEARCH TIPS<br />
Here are some handy tips to keep in mind when looking for employment.<br />
Networking<br />
• Tell everyoneyou know that you are looking for work -<br />
friends, relatives, neighbours, former co-workers and<br />
employers, etc.. These people may know <strong>of</strong> job leads.<br />
• Visit job fairs. Go dressed for an interview and bring copies <strong>of</strong><br />
your résumé.<br />
• Register with personnel agencies.<br />
Job Searching<br />
• Use all available resources. The <strong>County</strong> <strong>of</strong> <strong>Wellington</strong> has a<br />
resource centre which has free services including books on job<br />
hunting, fax and Internet use, newspapers and job postings.<br />
• Look beyond newspapers. Try community bulletin boards at<br />
your children’s school, the local community college, or your<br />
place <strong>of</strong> worship.<br />
• Go online. Many job opportunities are listed on the Internet.<br />
• Research companies you are interested in, even if they are not<br />
hiring. Send them your résumé and let them know you are<br />
looking.<br />
• Volunteer your time. If you find you lack the experience needed<br />
for the jobs you are looking for, learn new skills by volunteering<br />
in theCommunity Placement Program.<br />

Interviews<br />
• Research the company and the position.<br />
• Dress appropriately for the position.<br />
• Stay calm, listen carefully and ask questions. This shows how<br />
interested you are in the position and the company.<br />
• Body language says a lot. Sit up, make eye contact, and <strong>of</strong>fer a<br />
firm handshake before and after the interview.<br />
• Send the interviewer a thank-you note afterwards to thank them<br />
for their time and to tell them again why you are interested in<br />
the position.<br />
Application Forms<br />
• Print neatly. If the application can’t be read, you won’t be<br />
considered for the job.<br />
• Fill in every box. This shows that you have understood the<br />
directions. If you cannot answer a question, put a line through it<br />
or answer “N/A” for “not applicable” so the employer knows<br />
you are not ignoring the question.<br />
• Attach a current résumé to your application wherever possible.<br />
• If you find the application difficult to fill in, bring it home and<br />
get some help, then return it immediately to the employer.<br />

• Looking for a job can take time and commitment. Seek support<br />
from your friends and family, and consider joining a job club to<br />
