R.A.C.E.S. - WHAT IS IT?<br />

In California the <strong>Radio</strong> <strong>Amateur</strong><br />

• Civil Emergency Service (RACES)<br />

consists of amateur radio operators<br />

who have joined the State or a city<br />

or a county government to provide<br />

radio communications at no charge.<br />

Joining RACES is done by being sworn<br />

in as a Disaster Service Worker and<br />

meeting certain other requirements.<br />

RACES is normally managed by local<br />

governments' emergency management or<br />

other designated agency.<br />

RACES is used to provide emergency<br />

communications for a local government,<br />

supplement, augment or replace<br />

radio communications for a limited<br />

time.<br />

RACES uses equipment provided by<br />

government and that which is personally<br />

owned. Modes used are: phone,<br />

RTTY, CW, packet, and ATV. Both<br />

packet and ATV are increasingly used<br />

by OES and in support of fire agencies.<br />

Packet is fast, accurate and<br />

provides hard copy. ATV is unique<br />

as it is only available via amateur<br />

radio there is no non-amateur<br />

counterpart available to safety<br />

agencies. It provides scene-ofaction<br />

pictures to the command post<br />

of a witness to an accident involving<br />

a Ford Ranger pulling a trailer<br />

westbound on 1-8 near the Campo turn<br />

off about 1299 on 12/18/88. Anyone<br />

4 X 4) on an FM repeater are to give<br />

the called party a chance to tune<br />

DOWN THE TOOBE<br />

Vista Postmaster Jim Church,<br />

K6$LA, former PARC Trea$urer, wound<br />

up with a big, old American-made car<br />

sharing his office with him one day<br />

recently as a driver backed up,<br />

stopped, put the transmission 1n<br />

drive and then mistook the throttle<br />

for the brake. Jim says he was<br />

sure surprised! I thanked him for<br />

giving up part of his office for<br />

more much-needed parking. Jim is<br />

not active in amateur radio, but can<br />

still remember it - somewhat.<br />

"Publisher's Microphone" in April<br />

World <strong>Radio</strong> mentions the passing of<br />

Clint Call, W60FT.<br />

Bill Leach, KB7LX, is another, who<br />

like K6GJD, has ridden off into the<br />

sunrise (because they headed east,<br />

that's why). Bill was headed for<br />

Raleigh, NC driving a U-Haul when<br />

last contacted. Hope the trip was a<br />

smooth and unexciting one.<br />

<strong>Club</strong> will rake in l~% of the sale<br />

price. Bring your stuff and go home<br />
