<strong>Master</strong> <strong>Plan</strong><br />
They are a planning policy tool to control<br />
development in the specified risk contour<br />
areas. The types and level of development<br />
affected are set out in DfT Circular 1 / 2002.<br />
PSZs are areas of land at the end of the<br />
runways within which development is<br />
restricted in order to control the number<br />
of people on the ground at risk of death<br />
or injury. The basic policy objective<br />
underpinning PSZs is that there should be<br />
no increase in the number of people living,<br />
working or congregating in PSZs and that,<br />
over time the number should be reduced as<br />
circumstances allow.<br />
It is the responsibility of the local planning<br />
authority to ensure that the directions within<br />
the PSZ planning circular are adhered to.<br />
As identified in section 2 of this <strong>Master</strong> <strong>Plan</strong>,<br />
it is acknowledged by the Local <strong>Plan</strong> that<br />
a PSZ assessment was scheduled for our<br />
airport in 2006. The assessment was not<br />
undertaken as the anticipated growth of the<br />
airport at that time did not occur. The DfT<br />
may review this in the future and we will<br />
welcome its provision.<br />
<strong>Airport</strong> Security<br />
The <strong>Airport</strong> Security Act 1982 and<br />
subsequent related legislation sets out<br />
requirements for airports. These regulations<br />
have influenced the design and layout of the<br />
<strong>Master</strong> <strong>Plan</strong> and will continue to influence<br />
development proposals at our airport.<br />
<strong>Airport</strong> Health & Safety<br />
Health and safety at our airport is regulated<br />
by a number of enforcing authorities<br />
including the CAA, Health and Safety<br />
Executive, Thanet District Council and the<br />
<strong>Kent</strong> Fire and Rescue Service.<br />
The requirements of these authorities have<br />
been adhered to by the <strong>Master</strong> <strong>Plan</strong> and will<br />
be present in all new development at the<br />
airport.<br />
Ground Water & Water<br />
Environment<br />
A portion of our aerodrome is located on a<br />
freshwater aquifer and the airport is wholly<br />
contained in various source protection zone<br />
(SPZ) catchments. Groundwater beneath<br />
the site is therefore considered to be very<br />
sensitive to potential pollution as major<br />
aquifers and SPZs represent areas of<br />
groundwater resources that are critical to<br />
existing or future water supplies.<br />
The Environment Agency (EA) seeks to<br />
ensure that new development does not<br />
present an unacceptable risk to groundwater<br />
resources. New development will meet,<br />
where appropriate and feasible, the<br />
requirements of the EA to ensure that it<br />
will not lead to a material deterioration<br />
in the quality of surface or groundwater.<br />
Development is not permitted in groundwater<br />
protection zones where there would be a<br />
risk of contamination of groundwater, unless<br />
adequate mitigation measures can be<br />
incorporated (Local <strong>Plan</strong> policy EP13).<br />
