<strong>Master</strong> <strong>Plan</strong><br />

carriageway standard and the improvement<br />

of the A256 between Ramsgate Road<br />

roundabout and the old Richborough<br />

power station site (Ebbsfleet Lane) to dual<br />

carriageway standard.<br />

These improvements have now been<br />

completed. Phase 2 involves the<br />

improvement of the A253 from Minster<br />

roundabout to Lord of the Manor and the<br />

A256 from Lord of the Manor back to<br />

Ebbsfleet Lane where Phase 1 terminates.<br />

Work on Phase 2 is expected to be<br />

complete in 2011.<br />

Highways<br />

Whilst the Air Transport Forum and <strong>Airport</strong><br />

Surface Access Strategy ASAS) will seek<br />

to encourage a high proportion of travel<br />

by passengers and employees to be via<br />

sustainable travel modes, there will also be an<br />

increase in private vehicles seeking to access<br />

the airport as passenger numbers grow.<br />

It is envisaged that an increase in vehicle<br />

movements will give rise to a number of<br />

issues with respect to the capacity of the<br />

local highway infrastructure which will need<br />

to be addressed by our airport and local<br />

authorities. During the planning process<br />

it will be necessary to undertake detailed<br />

calculations and modelling of the existing and<br />

proposed highway network to demonstrate<br />

that its operation is satisfactory assuming<br />

the expansion of passenger numbers. At this<br />

stage a number of assumptions have been<br />

made with respect to the phased highway<br />

upgrades that may be required to serve the<br />

<strong>Master</strong> <strong>Plan</strong> aspirations. Highway upgrades<br />

are likely to be required to serve both the<br />

airport and the proposed development at the<br />

China Gateway site adjacent to our airport.<br />

Upgrades to highway infrastructure could<br />

be considered in a coordinated approach<br />

between all parties with an interest in the<br />

growth of the area.<br />

Car Parking<br />

Car parking to serve the airport will be<br />

provided in a staged approach reflecting<br />

the expansion of passenger numbers. The<br />

early stages of development will comprise<br />

an expansion of the existing parking area to<br />

serve around one million passengers.<br />

Following this, further expansion of the car<br />

parking areas would be provided to the east<br />

of the existing parking area and finally to the<br />

north east of the existing parking area. Short<br />

term parking would be provided to the north<br />

of the new terminal building.<br />

<strong>Airport</strong> car park operations not managed<br />

by the airport operator usually work against<br />

airport sustainable transport objectives and<br />

would normally be discouraged.<br />

Taxis<br />

The existing taxi provision would be relocated<br />

to the controlled area inside the airport car<br />

park in line with DfT requirements to serve<br />

the early phases of development up to<br />

around 1 mppa.<br />

On opening the new terminal building there<br />

will be a new taxi and bus drop-off zone<br />

located on the other side of the then restricted<br />

B2050 to access the terminal building. The<br />
