SOCIO-ECONOMIC AND LEGISLATIVE DEVELOPMENTS, 2007-08 13<br />
Ch<strong>in</strong>a’s urban and rural life satisfaction <strong>in</strong>dex 2000-2008<br />
<strong>The</strong> report period was characterised by a number of high-profile “mass<br />
<strong>in</strong>cidents” ( !), <strong>in</strong>clud<strong>in</strong>g the notorious Weng’an Incident <strong>in</strong><br />
Guizhou, <strong>in</strong> which thousands of rioters torched a police station and<br />
overturned police vehicles after allegations that the Weng’an police<br />
had covered up the <strong>in</strong>volvement of the son of a senior county official<br />
<strong>in</strong> the death of a 15-year-old girl. 13 <strong>The</strong> riot, which erupted barely a<br />
month before the open<strong>in</strong>g of the Olympic Games <strong>in</strong> Beij<strong>in</strong>g, showed<br />
how easy it was for seem<strong>in</strong>gly random events to trigger mass protests<br />
by hundreds, thousands and even tens of thousands of people, <strong>in</strong> which<br />
long pent-up anger was vented at, and conflict sought with, the local<br />
government and public security authorities. Most participants did not<br />
have any direct <strong>in</strong>terest <strong>in</strong> the issue at stake.<br />
<strong>The</strong> Hong Kong-based political magaz<strong>in</strong>e (Cheng M<strong>in</strong>g) quoted<br />
senior Party sources as say<strong>in</strong>g the number of mass <strong>in</strong>cidents <strong>in</strong> 2008<br />
was 127,467, 14 almost 50 percent higher than the last officially released<br />
figure of 87,000 <strong>in</strong> 2005. In the vast majority of mass <strong>in</strong>cidents the<br />
underly<strong>in</strong>g causes have been serious violations of ord<strong>in</strong>ary citizens’<br />
lawful rights and <strong>in</strong>terests by local government officials, typically <strong>in</strong><br />
connection with resource development, relocation for construction<br />
projects and land expropriation.<br />
<strong>The</strong> number of labour disputes also <strong>in</strong>creased dramatically dur<strong>in</strong>g<br />
this period, reflect<strong>in</strong>g the sharp rise <strong>in</strong> factory closures, lay offs and<br />
wage defaults discussed above, together with workers’ <strong>in</strong>creased awareness<br />
of their rights and confidence <strong>in</strong> the <strong>in</strong>stitutions of public redress.<br />
In 2007, Ch<strong>in</strong>a’s labour dispute arbitration committees accepted 350,<br />
000 cases, an <strong>in</strong>crease of 10.3 percent from 2006. In total these cases<br />
