May 2009 that labour departments had helped 6.98 million workers<br />

recover 8.33 billion yuan <strong>in</strong> back pay dur<strong>in</strong>g the year. 19 This figure<br />

obviously did not <strong>in</strong>clude the amount labour officials were unable to<br />

recover.<br />

Accord<strong>in</strong>g to official figures, the safety record of Ch<strong>in</strong>a’s notoriously<br />

dangerous coal m<strong>in</strong>es improved marg<strong>in</strong>ally dur<strong>in</strong>g the report<strong>in</strong>g period,<br />

largely due to the forced closure of small and unlicensed m<strong>in</strong>es <strong>in</strong><br />

2007. <strong>The</strong> number of officially reported deaths <strong>in</strong> Ch<strong>in</strong>a’s coal m<strong>in</strong>es<br />

<strong>in</strong> 2007 was 3,786, about 20 percent less than <strong>in</strong> 2006. And <strong>in</strong> 2008,<br />

the number of deaths fell another 15 percent to 3,215. <strong>The</strong> number of<br />

major m<strong>in</strong>e accidents dropped significantly <strong>in</strong> 2007 but <strong>in</strong>creased aga<strong>in</strong><br />

the follow<strong>in</strong>g year as the authorities were forced to reopen m<strong>in</strong>es previously<br />

closed <strong>in</strong> its consolidation campaign, some with a production<br />

capacity of as little as 10,000 tonnes a year, <strong>in</strong> order to meet grow<strong>in</strong>g<br />

domestic demand for energy.<br />

This <strong>in</strong>crease was reflected <strong>in</strong> Ch<strong>in</strong>a’s overall accident statistics released<br />

by the State Adm<strong>in</strong>istration of Work Safety. In 2008, there were<br />

42 major accidents at factories, m<strong>in</strong>es and trade enterprises around<br />

Ch<strong>in</strong>a, leav<strong>in</strong>g 689 people dead and miss<strong>in</strong>g. Of these, 31 occurred at<br />

m<strong>in</strong>es, caus<strong>in</strong>g 503 fatalities, a year-on-year <strong>in</strong>crease of seven disasters<br />

and 120 victims. <strong>The</strong>re were ten disasters with “exceptional loss<br />

of life” (30 or more deaths), claim<strong>in</strong>g 662 victims, <strong>in</strong>clud<strong>in</strong>g five underground<br />

accidents leav<strong>in</strong>g 174 people dead or miss<strong>in</strong>g. 20 One of the<br />

most <strong>in</strong>famous disasters occurred on 8 September 2008 when an iron<br />

ore tail<strong>in</strong>gs reservoir at the Tashan Iron Ore M<strong>in</strong>e <strong>in</strong> Shanxi’s X<strong>in</strong>gfen<br />

county collapsed, send<strong>in</strong>g a devastat<strong>in</strong>g torrent of sludge <strong>in</strong>to Yunhe<br />

village, with a population of 1,300, mostly migrant workers. In total,<br />

276 people died. 21<br />
