38 GOING IT ALONE<br />
Hunan, staged a strike on 8 August 2007 over arrears <strong>in</strong> the payment<br />
of f<strong>in</strong>al severance packages and social security contributions.<br />
Early <strong>in</strong> the morn<strong>in</strong>g of 15 August, more than 200 temporary<br />
security guards used physical force to break up the strike. <strong>The</strong><br />
m<strong>in</strong>ers retaliated and <strong>in</strong> the ensu<strong>in</strong>g melée at least one m<strong>in</strong>er and<br />
a security guard were killed. Over 20 other people were <strong>in</strong>jured,<br />
and two police cars destroyed by the enraged workers.<br />
On 14 January 2008, a worker was <strong>in</strong>jured by a security guard <strong>in</strong><br />
the workers’ canteen of Maersk Conta<strong>in</strong>er Industry <strong>in</strong> Dongguan.<br />
Several hundred workers responded by throw<strong>in</strong>g bricks through<br />
office w<strong>in</strong>dows and burn<strong>in</strong>g down the offices and dormitory used<br />
by the security force. Some workers said they were angry at years<br />
of constantly ris<strong>in</strong>g workloads, fall<strong>in</strong>g wages, and unprovoked<br />
physical abuse by security personnel. 44<br />
<strong>The</strong> Ch<strong>in</strong>ese government has a well-thumbed playbook for deal<strong>in</strong>g<br />
with “mass <strong>in</strong>cidents,” based on the 2007 Emergency Response Law,<br />
Article 52 of which requires local police and security forces to restore<br />
order as quickly as possible after a mass <strong>in</strong>cident that “severely<br />
jeopardises public order.” An analysis of the 100 cases <strong>in</strong> this report<br />
shows that the measures taken by local government nationwide to deal<br />
with workers’ collective protests were basically <strong>in</strong> l<strong>in</strong>e with the central<br />
government’s emergency response measures and legislation. After a<br />
strike breaks out, the local government sends <strong>in</strong> the police to seal off<br />
the ma<strong>in</strong> factory entrance and prevent workers from gett<strong>in</strong>g on to the<br />
streets, stag<strong>in</strong>g demonstrations or block<strong>in</strong>g roads, railway l<strong>in</strong>es or<br />
bridges. When a blockade does occur, riot police may be called <strong>in</strong> to<br />
persuade participants to abandon the action and allow resumption of<br />
traffic. Should the protesters refuse to comply, police may forcibly<br />
disperse them.<br />
