IT IS HEREBY NOTIFIED for general information that His Excellency the Acting President Timothy Hamel-Smith, acting in accordance<br />

with the advice <strong>of</strong> the Prime Minister, in exercise <strong>of</strong> the power vested in him by section 40(2)(a) <strong>and</strong> section 44 <strong>of</strong> the Constitution <strong>of</strong><br />

the Republic <strong>of</strong> <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>, has appointed MR. ARNOLD RAM, to be temporarily a Member <strong>of</strong> the Senate, with effect from<br />

3rd April, 2012 <strong>and</strong> continuing during the period that Senator Timothy Hamel-Smith has temporarily vacated his Office as Senator to<br />

act as President <strong>of</strong> the Republic <strong>of</strong> <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>.<br />

IN ACCORDANCE with the provisions <strong>of</strong> section 16, Part III <strong>of</strong> the Defence Act, Chap. 14:01 <strong>of</strong> the Laws <strong>of</strong> <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>, it is<br />

Extensive knowledge <strong>of</strong> the Rules <strong>of</strong> the Supreme Court, the Matrimonial Causes Rules, the Court <strong>of</strong> Appeal Rules <strong>and</strong> the Privy<br />

Council Rules.<br />

Superior advocacy skills.<br />

Superior analytical <strong>and</strong> reasoning skills.<br />

Superior interpersonal skills.<br />

Superior computer skills.<br />

Superior managerial skills.<br />

Superior communication skills—written <strong>and</strong> oral.<br />

Major Duties <strong>and</strong> Responsibilities<br />

General Judicial (30%)<br />

1. Adjudicates on a variety <strong>of</strong> applications made by Parties to litigation before <strong>and</strong> after the trial <strong>and</strong> exercises the same<br />

powers as a Judge in Chambers.<br />

2. Adjudicates on Judgment Summonses under the Debtors Act.<br />

3. Adjudicates in matters where a Judge has ordered that there be a taking <strong>of</strong> Accounts involving the taking <strong>of</strong> evidence <strong>and</strong><br />

the examination <strong>and</strong> cross-examination <strong>of</strong> witnesses.<br />

4. Settles the Record <strong>of</strong> Appeal in appeals to the Court <strong>of</strong> Appeal Court <strong>and</strong> the Privy Council <strong>and</strong> ensures that the Records <strong>of</strong><br />

Appeal to the Privy Council are prepared in accordance with Privy Council Rules.<br />

5. Grants extensions <strong>of</strong> time for settling Records <strong>of</strong> Appeal.<br />

6. Inquires into <strong>and</strong> determines issues relating to claims under the Workmen’s Compensation Act referred to him/her by the<br />

Commissioner <strong>of</strong> Workman’s Compensation who is the master.
