5. Management Plan Implementation and Evaluation<br />

The management plan provides long-term strategic direction for Parks Canada<br />

managers of York Factory NHSC. It is a framework for more detailed planning and<br />

decision-making, and a strategic reference for capital expenditure forecasts and<br />

future management and operations.<br />

Implementation of the management plan is the responsibility of the Manitoba Field<br />

Unit Superintendent. Implementation will be done through the Manitoba Field Unit<br />

business plan. The business plan identifies which actions of the management plan<br />

will be realized within a five-year period. Any changes to the five-year forecast are<br />

captured by the annual review and updating of the business plan. Implementation<br />

of the strategies and actions may be reconsidered in response to new circumstances<br />

or information, or changing national priorities and decisions.<br />

Progress on management plan implementation will be communicated through<br />

annual reporting and the Parks Canada State of the Protected Heritage Areas report.<br />

The management plan will also be subject to periodic review (at least every 5 years),<br />

and can be amended to reflect changing circumstances. The public will be consulted<br />

about major changes.<br />

Of the key actions cited in the management plan, the following are the priority<br />

activities to be achieved in the coming years.<br />

• Heritage Conservation<br />

o Riverbank stabilization feasibility study, testing and decision<br />

together with site hydrology study, and permafrost and vegetation<br />

research;<br />

o Continued cultural resource monitoring of the riverbank and salvage<br />

archaeology as needed;<br />

o Repair, maintenance and monitoring of the Depot for structural<br />

integrity; and<br />

o An agreement for the care and maintenance of the cemetery.<br />

• Visitor Experiences, Public Appreciation and Understanding<br />

o Discovery room in the Depot;<br />

o Welcome and orientation signage;<br />

o Development of site storylines; and<br />

o Website improvement.<br />

• Partnerships and Stakeholder Involvement<br />

o Working group to improve marketing, visitor opportunities and<br />

visitor service offer for York Factory NHSC and area.<br />
