<strong>Gwinnett</strong> <strong>County</strong> <strong>Public</strong> <strong>Schools</strong> (GCPS)<br />
has developed an accountability system for<br />
improving schools called the Results-Based<br />
Evaluation System (RBES). RBES fairly and<br />
systematically measures a school’s progress,<br />
providing a process that clearly communicates<br />
expectations; reviews, monitors, and supports<br />
school performance; and evaluates that performance.<br />
The Rosebud Elementary school council and<br />
school leaders collaborated on the highlights<br />
included in this accountability report, which<br />
also serves as the school’s annual report. The<br />
report provides consolidated information on<br />
the school’s effectiveness, based on multiple<br />
measures and student characteristics. Please<br />
review this report to learn more about the<br />
school’s improvement efforts and progress.<br />
Key Results from 2011–12 Local School Plans for Improvement<br />
Local School Plans for Improvement are plans developed locally by school administrators,<br />
teachers, and parent advisory groups. These plans outline school goals.<br />
Goal: To increase academic achievement for all students in literacy, writing, mathematics,<br />
science, and social studies through research-based best practices, collaboration, targeted student<br />
interventions, staff development, and parent involvement.<br />
Results: Analysis of data from local, district, and state assessments indicates that our students<br />
continue to make significant gains in academic performance.<br />
• On the 3rd grade reading subtest of the Criterion-Referenced Competency Tests (CRCT),<br />
97% of students met or exceeded state standards and surpassed the GCPS average (94%).<br />
• In 5th grade 97% of all students met or exceeded the standard on the reading subtest of the<br />
CRCT, surpassing the state (91%) and the GCPS (96%) averages.<br />
• In 4th grade 65.7% of students exceeded state standards on the science subtest of the CRCT,<br />
surpassing the GCPS average of 60.6%.<br />
• All students met or exceeded state standards on the grade 4 language arts subtest of the CRCT.<br />
By analyzing achievement data, the school is able to identify gaps and focus on targeted interventions<br />
to help all students achieve his or her learning potential. Rosebud has made great strides<br />
in closing the achievement gap for minority and special education subgroups. The implementation<br />
of best practices, data monitoring, student interventions, and professional development has<br />
led our efforts in pursuing high achievement for students.<br />

<strong>Gwinnett</strong> schools measure student learning of the school system’s curriculum— the Academic Knowledge and Skills (AKS)— in a<br />
number of ways to ensure students have learned the AKS and will be successful in the next grade. One measure is the state’s Criterion-<br />
Referenced Competency Tests (CRCT), which compares student achievement to state standards in several subject areas for grades 3–8.<br />
Georgia students in grades 3 and 5 also take a state writing assessment. Test results are used by teachers to identify individual student<br />
strengths and weaknesses and by the state to gauge the quality of education throughout Georgia.<br />
2011–12 Results: <strong>Gwinnett</strong> <strong>County</strong> <strong>Public</strong> <strong>Schools</strong> Promotion Requirements (Grades 4 and 5)<br />
In <strong>Gwinnett</strong>, state tests taken in grades 4 and 5 are used as Gateway assessments and results are used to determine whether a<br />
student is prepared for the next grade level. Following are results for Rosebud Elementary for these local promotion requirements.<br />
Grade 4 Gateway: Language Arts, Reading, Mathematics, Science, and Social Studies CRCT Subtests<br />
For 2011–12, <strong>Gwinnett</strong> 4th graders were required to meet grade-level expectations on the CRCT in five subject areas—<br />
language arts, reading, mathematics, science, and social studies— in order to earn promotion. Students’ test performance on<br />
the Grade 4 Gateway falls into three levels of mastery of the state’s curriculum: Exceeds, Meets, Does Not Meet.<br />

Grade 5 Gateway: Georgia Grade 5 Writing Assessment<br />
In addition to earning passing grades, GCPS 5th graders were required to earn a<br />
passing score on the Georgia Grade 5 Writing Assessment, which is a Gateway test in<br />
<strong>Gwinnett</strong>. This chart reflects how well Rosebud Elementary’s students performed on the<br />
test in 2011–12, with 92% of Rosebud 5th graders passing the writing Gateway on the<br />
first try. (Data reflects achievement of all students, including special education students<br />

The state also has established promotion requirements for selected<br />
grade levels. The table at the right reflects the percentage of Rosebud<br />
Elementary students in grades 3 and 5 who met grade-level expectations<br />
on the state’s CRCT in order to earn promotion.<br />

2011–12 Results: Criterion-Referenced Competency Tests (CRCT) and Adequate Yearly Progress<br />
While Georgia no longer uses CRCT results for grades 3–5 to determine Adequate Yearly Progress (AYP) status under the<br />
federal No Child Left Behind Act (NCLB), the results, separated by student subgroup, do show a school’s progress toward closing<br />
the achievement gap between groups of students. The graphs below indicate the percentage of students meeting or exceeding<br />
state standards in reading/English language arts and mathematics. See below to learn more about how the state will measure<br />
progress toward academic performance goals, starting with 2013 test results.<br />

Georgia Moves to Performance Index as Measure of Progress<br />
In February 2012, federal education officials approved Georgia’s newly developed College and Career Ready Performance Index<br />
(CCRPI) to replace the Adequate Yearly Progress (AYP) measure under the federal No Child Left Behind (NCLB) Act. Under<br />
the waiver granted by the U.S. Department of Education, Georgia’s new performance index replaces provisions of NCLB.<br />
(The formal name for federal education reform is the Elementary and Secondary Education Act or ESEA.) Starting with 2013<br />
results, the index will measure progress on accountability indicators such as content mastery, student attendance, and preparation<br />
for the next school level. Indicators vary by grade and school level and align with measures of college- and career-readiness.<br />
While the waiver removes the requirement that all students be proficient in reading and math by 2014, the CCRPI will assess how<br />
well students are prepared for college and careers and ensures that schools will be focused on improving achievement among all<br />
students. Parents will learn more about how our school measures up on the new index with next year’s school accountability report.<br />
A Message from the Principal About Student Achievement and Academic Initiatives<br />
Rosebud continues to focus on teaching and learning to ensure success for all students. We are committed to helping all<br />
students achieve their learning potential, as evident from the school’s high academic performance on the state’s CRCT and<br />
district and local assessments.<br />
Much of our success can be attributed to teacher collaboration and partnerships with parents, businesses, and community<br />
members. Our dedicated staff of teachers and support personnel provided before-school, in-school, and after-school interventions;<br />
emphasized vocabulary development; participated in vertical teaming (collaboration with teachers of different grade<br />
levels and school levels) accelerated learning for students; and focused on improving writing skills to meet the individual needs<br />
of students. We also extended students’ learning by offering enrichment classes in a blended model for gifted and high-achieving<br />
students. Initiatives such as science and mathematics “specials” classes, Science Club, Math and Engineering Club, and<br />
SuccessMaker Club also strengthened students’ foundation for academic success at high levels.<br />
Rosebud experienced achievement gains last year as evident from state and district data. The school’s percentage of students<br />
achieving at the Meets Standards and Exceeds Standards performance levels surpassed the district and the state averages at<br />
many grade levels and in many content areas. An increase in the number of special education students served in collaborative<br />
classes and integration of literacy and math in “specials” classes also helped us meet the diverse learning needs of students.<br />
To help us meet our goals, we will continue to work on increasing achievement for all students through schoolwide initiatives,<br />
parent involvement, and community partnerships. We will continue to focus on “Every Student, Every Opportunity,<br />
Every Day” in order to provide a positive, safe learning environment characterized by a rigorous instructional program, high<br />
expectations, and positive relationships for all students.

Other 2011–12 Highlights...<br />
• Rosebud experienced achievement gains in language arts, reading,<br />
science, and social studies, with many grade levels performing<br />
above the state and the district averages for the percentage of<br />
students meeting or exceeding grade-level expectations.<br />
• More than 96 students received intervention in the afterschool<br />
academic intervention program funded by Title I.<br />
• Rosebud Elementary School was recognized as a Reaching<br />
Higher School in the Environmental Achievement Awards<br />
sponsored by <strong>Gwinnett</strong> Clean & Beautiful. The recognition<br />
highlights the school’s outstanding efforts to build and sustain<br />
a green and healthy program and to instill environmental<br />
stewardship in our learning community.<br />
• A total of 502 students earned Principal’s Honor Roll or<br />
Honor Roll recognition throughout the school year.<br />
• A total of 230 students had perfect attendance throughout the<br />
school year.<br />
• More than 30 students participated in the Infinite Engineers<br />
Club where students participated in real-life applications of<br />
mathematics and science, and were educated on important<br />
skills such as problem-solving, critical-thinking, basic operations,<br />
and creative scientific inquiries.<br />
• Annual Perception Survey results reflect that parents and<br />
students are satisfied with Rosebud and feel that the school<br />
provides a safe learning environment for students.<br />
• Rosebud purchased additional technology resources to incorporate<br />
technology into the classroom as teaching and learning<br />
tools.<br />
• Through generous donations to the United Way and Relay For<br />
Life, Rosebud staff and students continued their commitment<br />
to support sustainable change in education and the community.<br />
• During the week of Early Release Days, teachers and parents<br />
participated in 892 conferences in October and 893 conferences<br />
in February.<br />
• Rosebud students performed at high levels in the Witzzle Pro<br />
competition.<br />
• The Rosebud Chorus performed at an <strong>Gwinnett</strong> Gladiators<br />
hockey game.<br />
