Gwinnett County Public Schools (GCPS)
has developed an accountability system for
improving schools called the Results-Based
Evaluation System (RBES). RBES fairly and
systematically measures a school’s progress,
providing a process that clearly communicates
expectations; reviews, monitors, and supports
school performance; and evaluates that performance.
The Rosebud Elementary school council and
school leaders collaborated on the highlights
included in this accountability report, which
also serves as the school’s annual report. The
report provides consolidated information on
the school’s effectiveness, based on multiple
measures and student characteristics. Please
review this report to learn more about the
school’s improvement efforts and progress.
Key Results from 2011–12 Local School Plans for Improvement
Local School Plans for Improvement are plans developed locally by school administrators,
teachers, and parent advisory groups. These plans outline school goals.
Goal: To increase academic achievement for all students in literacy, writing, mathematics,
science, and social studies through research-based best practices, collaboration, targeted student
interventions, staff development, and parent involvement.
Results: Analysis of data from local, district, and state assessments indicates that our students
continue to make significant gains in academic performance.
• On the 3rd grade reading subtest of the Criterion-Referenced Competency Tests (CRCT),
97% of students met or exceeded state standards and surpassed the GCPS average (94%).
• In 5th grade 97% of all students met or exceeded the standard on the reading subtest of the
CRCT, surpassing the state (91%) and the GCPS (96%) averages.
• In 4th grade 65.7% of students exceeded state standards on the science subtest of the CRCT,
surpassing the GCPS average of 60.6%.
• All students met or exceeded state standards on the grade 4 language arts subtest of the CRCT.
By analyzing achievement data, the school is able to identify gaps and focus on targeted interventions
to help all students achieve his or her learning potential. Rosebud has made great strides
in closing the achievement gap for minority and special education subgroups. The implementation
of best practices, data monitoring, student interventions, and professional development has
led our efforts in pursuing high achievement for students.

Gwinnett schools measure student learning of the school system’s curriculum— the Academic Knowledge and Skills (AKS)— in a
number of ways to ensure students have learned the AKS and will be successful in the next grade. One measure is the state’s Criterion-
Referenced Competency Tests (CRCT), which compares student achievement to state standards in several subject areas for grades 3–8.
Georgia students in grades 3 and 5 also take a state writing assessment. Test results are used by teachers to identify individual student
strengths and weaknesses and by the state to gauge the quality of education throughout Georgia.
2011–12 Results: Gwinnett County Public Schools Promotion Requirements (Grades 4 and 5)
In Gwinnett, state tests taken in grades 4 and 5 are used as Gateway assessments and results are used to determine whether a
student is prepared for the next grade level. Following are results for Rosebud Elementary for these local promotion requirements.
Grade 4 Gateway: Language Arts, Reading, Mathematics, Science, and Social Studies CRCT Subtests
For 2011–12, Gwinnett 4th graders were required to meet grade-level expectations on the CRCT in five subject areas—
language arts, reading, mathematics, science, and social studies— in order to earn promotion. Students’ test performance on
the Grade 4 Gateway falls into three levels of mastery of the state’s curriculum: Exceeds, Meets, Does Not Meet.

Grade 5 Gateway: Georgia Grade 5 Writing Assessment
In addition to earning passing grades, GCPS 5th graders were required to earn a
passing score on the Georgia Grade 5 Writing Assessment, which is a Gateway test in
Gwinnett. This chart reflects how well Rosebud Elementary’s students performed on the
test in 2011–12, with 92% of Rosebud 5th graders passing the writing Gateway on the
first try. (Data reflects achievement of all students, including special education students
and students with limited English proficiency.)

The state also has established promotion requirements for selected
grade levels. The table at the right reflects the percentage of Rosebud
Elementary students in grades 3 and 5 who met grade-level expectations
on the state’s CRCT in order to earn promotion.

2011–12 Results: Criterion-Referenced Competency Tests (CRCT) and Adequate Yearly Progress
While Georgia no longer uses CRCT results for grades 3–5 to determine Adequate Yearly Progress (AYP) status under the
federal No Child Left Behind Act (NCLB), the results, separated by student subgroup, do show a school’s progress toward closing
the achievement gap between groups of students. The graphs below indicate the percentage of students meeting or exceeding
state standards in reading/English language arts and mathematics. See below to learn more about how the state will measure
progress toward academic performance goals, starting with 2013 test results.

Georgia Moves to Performance Index as Measure of Progress
In February 2012, federal education officials approved Georgia’s newly developed College and Career Ready Performance Index
(CCRPI) to replace the Adequate Yearly Progress (AYP) measure under the federal No Child Left Behind (NCLB) Act. Under
the waiver granted by the U.S. Department of Education, Georgia’s new performance index replaces provisions of NCLB.
(The formal name for federal education reform is the Elementary and Secondary Education Act or ESEA.) Starting with 2013
results, the index will measure progress on accountability indicators such as content mastery, student attendance, and preparation
for the next school level. Indicators vary by grade and school level and align with measures of college- and career-readiness.
While the waiver removes the requirement that all students be proficient in reading and math by 2014, the CCRPI will assess how
well students are prepared for college and careers and ensures that schools will be focused on improving achievement among all
students. Parents will learn more about how our school measures up on the new index with next year’s school accountability report.
A Message from the Principal About Student Achievement and Academic Initiatives
Rosebud continues to focus on teaching and learning to ensure success for all students. We are committed to helping all
students achieve their learning potential, as evident from the school’s high academic performance on the state’s CRCT and
district and local assessments.
Much of our success can be attributed to teacher collaboration and partnerships with parents, businesses, and community
members. Our dedicated staff of teachers and support personnel provided before-school, in-school, and after-school interventions;
emphasized vocabulary development; participated in vertical teaming (collaboration with teachers of different grade
levels and school levels) accelerated learning for students; and focused on improving writing skills to meet the individual needs
of students. We also extended students’ learning by offering enrichment classes in a blended model for gifted and high-achieving
students. Initiatives such as science and mathematics “specials” classes, Science Club, Math and Engineering Club, and
SuccessMaker Club also strengthened students’ foundation for academic success at high levels.
Rosebud experienced achievement gains last year as evident from state and district data. The school’s percentage of students
achieving at the Meets Standards and Exceeds Standards performance levels surpassed the district and the state averages at
many grade levels and in many content areas. An increase in the number of special education students served in collaborative
classes and integration of literacy and math in “specials” classes also helped us meet the diverse learning needs of students.
To help us meet our goals, we will continue to work on increasing achievement for all students through schoolwide initiatives,
parent involvement, and community partnerships. We will continue to focus on “Every Student, Every Opportunity,
Every Day” in order to provide a positive, safe learning environment characterized by a rigorous instructional program, high
expectations, and positive relationships for all students.

Other 2011–12 Highlights...
• Rosebud experienced achievement gains in language arts, reading,
science, and social studies, with many grade levels performing
above the state and the district averages for the percentage of
students meeting or exceeding grade-level expectations.
• More than 96 students received intervention in the afterschool
academic intervention program funded by Title I.
• Rosebud Elementary School was recognized as a Reaching
Higher School in the Environmental Achievement Awards
sponsored by Gwinnett Clean & Beautiful. The recognition
highlights the school’s outstanding efforts to build and sustain
a green and healthy program and to instill environmental
stewardship in our learning community.
• A total of 502 students earned Principal’s Honor Roll or
Honor Roll recognition throughout the school year.
• A total of 230 students had perfect attendance throughout the
school year.
• More than 30 students participated in the Infinite Engineers
Club where students participated in real-life applications of
mathematics and science, and were educated on important
skills such as problem-solving, critical-thinking, basic operations,
and creative scientific inquiries.
• Annual Perception Survey results reflect that parents and
students are satisfied with Rosebud and feel that the school
provides a safe learning environment for students.
• Rosebud purchased additional technology resources to incorporate
technology into the classroom as teaching and learning
tools.
• Through generous donations to the United Way and Relay For
Life, Rosebud staff and students continued their commitment
to support sustainable change in education and the community.
• During the week of Early Release Days, teachers and parents
participated in 892 conferences in October and 893 conferences
in February.
• Rosebud students performed at high levels in the Witzzle Pro
competition.
• The Rosebud Chorus performed at an Gwinnett Gladiators
hockey game.
