<strong>FEA</strong> Files ULP Seeking DoDEA<br />

Budget/Spending Informati<strong>on</strong><br />

C<strong>on</strong>tinued refusals by DoDEA to reveal public<br />

informati<strong>on</strong> about taxpayer spending, particularly<br />

how it relates to n<strong>on</strong>-educator positi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> travel<br />

within the agency, have prompted <strong>FEA</strong> to file an<br />

Unfair Labor Practice seeking to force disclosure of<br />

this informati<strong>on</strong>.<br />

The ULP was filed in April after several<br />

m<strong>on</strong>ths of requesting budget informati<strong>on</strong> from<br />

DoDEA. The ULP seeks to make DoDEA comply<br />

with an <strong>FEA</strong> request for informati<strong>on</strong> such as:<br />

• Listings of all n<strong>on</strong>-educator positi<strong>on</strong>s within DoDEA,<br />

broken down by name, title <str<strong>on</strong>g>and</str<strong>on</strong>g> positi<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> duty locati<strong>on</strong><br />

from 2007 to the present<br />

• Informati<strong>on</strong> <strong>on</strong> the full costs involved in hiring,<br />

employing <str<strong>on</strong>g>and</str<strong>on</strong>g> stati<strong>on</strong>ing all n<strong>on</strong>-educator positi<strong>on</strong>s<br />

throughout DoDEA over the same period. Such<br />

informati<strong>on</strong> includes salaries <str<strong>on</strong>g>and</str<strong>on</strong>g> benefits, allowances,<br />

moving costs, etc. for all such employees. The request<br />

also covers the costs of hiring, appointing or transferring/reassigning<br />

such n<strong>on</strong>-educators including copies of<br />

job postings <str<strong>on</strong>g>and</str<strong>on</strong>g>/or reassignment notices<br />

• An accounting of appropriated funds incurred in travel<br />

by any individual in DoDEA Headquarters dating back<br />

to 2007<br />

• Details <strong>on</strong> all funds spent by Headquarters staff for<br />

renovating, refurnishing or decorating office space<br />

since 2007<br />

• Informati<strong>on</strong> <strong>on</strong> all purchases of electr<strong>on</strong>ic equipment<br />

for Headquarters staff, such as computers, electr<strong>on</strong>ic<br />

communicati<strong>on</strong> devices, etc.<br />

• A listing of all funds spent <strong>on</strong> DoDEA Task Groups<br />

since 2007<br />

DoDEA has refused multiple requests from<br />

<strong>FEA</strong> for this informati<strong>on</strong> despite the Associati<strong>on</strong>’s<br />

right to this data for bargaining purposes, as well<br />

as under the terms of an Executive Order from<br />

President Obama.<br />

“The Associati<strong>on</strong> needs this informati<strong>on</strong> for<br />

purposes of bargaining <str<strong>on</strong>g>and</str<strong>on</strong>g> to fully represent the<br />

interests of our bargaining unit members. Furthermore,<br />

the very questi<strong>on</strong>able spending priorities<br />

DoDEA has exhibited recently are hurting our<br />

members <str<strong>on</strong>g>and</str<strong>on</strong>g> the quality of educati<strong>on</strong> we will be<br />

able to offer in our schools,” says <strong>FEA</strong> Executive<br />

Director/General Counsel H.T. Nguyen. “Because<br />

DoDEA has refused to reveal this informati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

st<str<strong>on</strong>g>and</str<strong>on</strong>g> up to public scrutiny, we have found it necessary<br />

to take legal acti<strong>on</strong> in order to find out exactly<br />

where the taxpayers’ m<strong>on</strong>ey has been going.”<br />

The ULP was filed in mid-April with the<br />

Federal Labor Relati<strong>on</strong>s Authority. It is hoped that<br />

the FLRA will issue a ruling <strong>on</strong> the matter as early<br />

as this summer.<br />

“DoDEA has hidden behind a veil of secrecy<br />

l<strong>on</strong>g enough,” says Nguyen. “It’s time for real transparency<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> accountability.”<br />

have visited over 100 schools this year <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tinue<br />

scores high, the curricula comprehensive, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the unique needs of each military community<br />

What has Dr. Miles Added to the Budget?<br />

<strong>FEA</strong> has serious c<strong>on</strong>cerns about the directi<strong>on</strong><br />

Dr. Shirley Miles is steering a great school system.<br />

Any business pers<strong>on</strong> will tell you that how<br />

<strong>on</strong>e spends limited resources clearly defines the<br />

CEO’s priorities. Take a look at the course <strong>on</strong><br />

which Dr. Miles is steering DoDEA:<br />

• Dr. Miles has spent milli<strong>on</strong>s of dollars creating<br />

unnecessary new school positi<strong>on</strong>s – originally called<br />

Resource Managers – with job resp<strong>on</strong>sibilities that<br />

had been d<strong>on</strong>e by other school pers<strong>on</strong>nel for years.<br />

• Dr. Miles has created a dual-layer of administrati<strong>on</strong><br />

with the additi<strong>on</strong> of Area Superintendent positi<strong>on</strong>s<br />

to mirror the existing Area Directors in Europe, the<br />

Pacific, <str<strong>on</strong>g>and</str<strong>on</strong>g> Stateside. These Area Superintendent<br />

positi<strong>on</strong>s, al<strong>on</strong>g with numerous new administrative<br />

positi<strong>on</strong>s to support them, are a waste of taxpayer<br />

m<strong>on</strong>ey <str<strong>on</strong>g>and</str<strong>on</strong>g> serve no purpose other than removing<br />

decisi<strong>on</strong>-making authority from the local level <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>centrating it in the h<str<strong>on</strong>g>and</str<strong>on</strong>g>s of people loyal <strong>on</strong>ly to Dr.<br />

Miles.<br />

• Dr. Miles c<strong>on</strong>tinues to add new positi<strong>on</strong>s to her<br />

Headquarters staff in Arlingt<strong>on</strong>.<br />

• Dr. Miles has approved milli<strong>on</strong>s of dollars for training<br />

programs for her administrative staff, including an<br />

estimated $2.5 milli<strong>on</strong> to train 500 administrators in<br />

Los Angeles this summer.<br />

• Dr. Miles c<strong>on</strong>tinues to push a “<strong>on</strong>e size fits all”<br />

professi<strong>on</strong>al development program for educators (“Us-<br />

ing Data for Differential Instructi<strong>on</strong>” or UDDI), focusing<br />

<strong>on</strong> pre-packaged “sit <str<strong>on</strong>g>and</str<strong>on</strong>g> get” training instead of<br />

meaningful professi<strong>on</strong>al development opportunities for<br />

educators.<br />

What does Dr. Miles Propose or Take Away<br />

from the Budget? So how does Dr. Miles<br />

expect to pay for these multi-milli<strong>on</strong> dollar new<br />

items for a bloated administrative staff, al<strong>on</strong>g<br />

with huge training programs geared solely for<br />

above school level staff? One <strong>on</strong>ly has to take a<br />

look at decisi<strong>on</strong>s Dr. Miles has already made:<br />

• This school year, Dr. Miles has cut nearly three<br />

dozen positi<strong>on</strong>s for services to academically at-risk<br />

children worldwide. She had cut Reading Recovery<br />

programs, literacy programs <str<strong>on</strong>g>and</str<strong>on</strong>g> remedial math<br />

services.<br />

• Dr. Miles proposed cutting over 350 middle school<br />

positi<strong>on</strong>s, but under public pressure, reversed that<br />

decisi<strong>on</strong>.<br />

• Dr. Miles proposed cutting numerous kindergarten<br />

instructi<strong>on</strong>al aides worldwide, but again, had to<br />

reverse that decisi<strong>on</strong> based <strong>on</strong> the reacti<strong>on</strong> of parents<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> teachers.<br />

• Dr. Miles c<strong>on</strong>tinues to cut most summer professi<strong>on</strong>al<br />

development programs to educators <str<strong>on</strong>g>and</str<strong>on</strong>g>, for the<br />

sec<strong>on</strong>d year in a row, offers no training for elementary<br />

school teachers. She has even stated that when she<br />

decides to restore training, it will <strong>on</strong>ly be UDDI training.<br />

• Since September 11, mental health services have<br />

been increased to meet the significant needs of<br />

our students as their family members face frequent<br />

deployments in the <strong>on</strong>going war <strong>on</strong> terrorism. Dr.<br />

Miles appears to be reversing this trend, saying she is<br />

“rightsizing” the counseling staff guidelines – another<br />

word for “cutting.”<br />

• DoDEA Headquarters recently floated a proposal<br />

to cut school nursing positi<strong>on</strong>s in overseas schools<br />

without any c<strong>on</strong>siderati<strong>on</strong> to the unique needs faced<br />

by families in foreign countries. Senior leaders tried to<br />

downplay these cuts, saying that the reducti<strong>on</strong>s would<br />

be met through “attriti<strong>on</strong>.”<br />

• <strong>FEA</strong> c<strong>on</strong>tinues to get reports from schools around<br />

the world that clerical services <str<strong>on</strong>g>and</str<strong>on</strong>g> other GS positi<strong>on</strong>s<br />

(including supply clerks) are being cut. Dr. Miles<br />

never fully funded the clerical needs to high school<br />

counseling programs as originally proposed by her<br />

own task group.<br />

Transparency <str<strong>on</strong>g>and</str<strong>on</strong>g> Accountability? Dr. Miles<br />

is f<strong>on</strong>d of talking about “accountability” <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

“transparency” but her acti<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> those of<br />

DoDEA under her leadership, dem<strong>on</strong>strate how<br />

empty her words are.<br />

<strong>FEA</strong> has made repeated requests for budgetary<br />

informati<strong>on</strong> from DoDEA, especially as<br />

it affects educati<strong>on</strong> programs worldwide. Those<br />

requests have been c<strong>on</strong>sistently denied by Dr.<br />

Miles <str<strong>on</strong>g>and</str<strong>on</strong>g> her staff (see page 1). In an effort to<br />

keep participants <strong>on</strong> DoDEA Task Groups from<br />

sharing any informati<strong>on</strong>, Dr. Miles has required<br />

them to sign C<strong>on</strong>fidentiality Agreements, which<br />

are then used as a threat against any Task Group<br />

members who wish to c<strong>on</strong>sult their peers for<br />

input or informati<strong>on</strong> prior to making decisi<strong>on</strong>s<br />

<strong>on</strong> a matter before the group.<br />

All of these acti<strong>on</strong>s prompt <strong>on</strong>e to ask:<br />

if such persistent <str<strong>on</strong>g>and</str<strong>on</strong>g> extreme steps are being<br />

taken by DoDEA to avoid transparency <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

accountability for decisi<strong>on</strong>s being made, how<br />

much c<strong>on</strong>fidence could any<strong>on</strong>e possibly have in<br />

the quality of those decisi<strong>on</strong>s?<br />

As we depart for the summer, rest assured<br />

that <strong>FEA</strong> will c<strong>on</strong>tinue to press for this informati<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> for a return to educati<strong>on</strong>ally-sound<br />

decisi<strong>on</strong> making throughout DoDEA.


On behalf of the Associati<strong>on</strong>, I thank you <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>gratulate you for another year of serving<br />

our students <str<strong>on</strong>g>and</str<strong>on</strong>g> their families. While it has<br />

been a very challenging year, I wanted to make<br />

sure before the summer break starts our members<br />

receive the thanks you rightly deserve.<br />

Unfair Labor Practice<br />

As you well know, <strong>FEA</strong> has been forced to take<br />

legal acti<strong>on</strong> due to DoDEA management’s<br />

failure to follow the law, such as management’s<br />

unilateral implementati<strong>on</strong> of changes. <strong>FEA</strong><br />

recently prevailed <strong>on</strong> an Unfair Labor Practice<br />

(ULP) we filed with the Federal Labor Relati<strong>on</strong>s<br />

Authority over such an instance.<br />

In this case, <strong>FEA</strong> filed a ULP charge<br />

against DoDEA for implementing m<str<strong>on</strong>g>and</str<strong>on</strong>g>atory<br />

testing requirements unilaterally for DoDDS<br />

FLES educators in <strong>FEA</strong>’s bargaining unit<br />

without notifying <strong>FEA</strong> or bargaining over the<br />

change.<br />

The FLRA Washingt<strong>on</strong> Regi<strong>on</strong>al Director<br />

issued a complaint against DoDEA for this<br />

acti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> reached a settlement agreement.<br />

As a result, there will be FLRA postings in all<br />

DoDDS schools in the <strong>FEA</strong> unit, signed by<br />

DoDEA Principal Deputy Director Charlie<br />

Toth, stating that DoDEA will henceforth<br />

meet its obligati<strong>on</strong>s to notify <str<strong>on</strong>g>and</str<strong>on</strong>g> bargain with<br />

<strong>FEA</strong> <strong>on</strong> these changes. Please look for these<br />

postings in your school.<br />

“Target <str<strong>on</strong>g>and</str<strong>on</strong>g> Terminate”<br />

<strong>FEA</strong> has received reports from members in<br />

both DDESS <str<strong>on</strong>g>and</str<strong>on</strong>g> DoDDS schools, indicating<br />

that some principals are beginning to use the<br />

“target <str<strong>on</strong>g>and</str<strong>on</strong>g> terminate” training they received<br />

at the beginning of this school year. In other<br />

words, these principals have been trained <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

now they are implementing that training by<br />

going after educators.<br />

The Associati<strong>on</strong> will do everything we<br />

can to preserve targeted educators’ due process<br />

rights in the face of unwarranted attacks.<br />

Executive Order<br />

On December 9, 2009, President Obama<br />

signed Executive Order 13522, which c<strong>on</strong>tained<br />

several important decisi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> orders<br />

from the President to the Executive Branch. In<br />

Executive Order 13522, the President ordered<br />

that:<br />

“Management should discuss workplace challenges<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> problems with labor <str<strong>on</strong>g>and</str<strong>on</strong>g> endeavor to<br />

develop soluti<strong>on</strong>s jointly, rather than advise uni<strong>on</strong><br />

representatives of predetermined soluti<strong>on</strong>s to<br />

problems <str<strong>on</strong>g>and</str<strong>on</strong>g> then engage in bargaining over the<br />

impact <str<strong>on</strong>g>and</str<strong>on</strong>g> implementati<strong>on</strong> of the predetermined<br />

soluti<strong>on</strong>s.”<br />

The President clarified in Secti<strong>on</strong> 3 of the<br />

Executive Order that this means management<br />

must engage uni<strong>on</strong>s at a much earlier stage, in<br />

a process called “pre-decisi<strong>on</strong>al involvement.”<br />

A Big Thanks <str<strong>on</strong>g>and</str<strong>on</strong>g> Updates Before Summer<br />

As you are well aware, DoDEA management<br />

has not engaged <strong>FEA</strong> at all. Instead,<br />

DoDEA is still presenting <strong>FEA</strong> with “predetermined<br />

soluti<strong>on</strong>s” in a final product form <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

seeking to limit <strong>FEA</strong>’s involvement to “bargaining<br />

over the impact <str<strong>on</strong>g>and</str<strong>on</strong>g> implementati<strong>on</strong> of the<br />

predetermined soluti<strong>on</strong>s.” Furthermore, <strong>FEA</strong><br />

has specifically asked DoDEA for informati<strong>on</strong><br />

<strong>on</strong> the DoDEA budget for bargaining, but<br />

management has refused to provide any informati<strong>on</strong>,<br />

prompting another ULP (see page 1).<br />

As a member of the Nati<strong>on</strong>al Council <strong>on</strong><br />

Federal Labor-Management Relati<strong>on</strong>s, which<br />

was created under Executive Order 13522,<br />

I have raised the issue of agencies failing to<br />

engage the uni<strong>on</strong>s in pre-decisi<strong>on</strong>al involvement.<br />

I also noted that management providing<br />

uni<strong>on</strong>s with a final product, rather than engaging<br />

uni<strong>on</strong>s from the start, does not comply<br />

with the Executive Order. I will c<strong>on</strong>tinue to<br />

raise these <str<strong>on</strong>g>and</str<strong>on</strong>g> other issues before this Council.<br />

The Executive Order also created labormanagement<br />

partnership councils at the<br />

Agency level, which in our case is DoD. <strong>FEA</strong>,<br />

which is <strong>on</strong>e of the 10 DoD uni<strong>on</strong>s with<br />

Nati<strong>on</strong>al C<strong>on</strong>sultati<strong>on</strong> Rights, is also a member<br />

of this DoD council. I will c<strong>on</strong>tinue to apprise<br />

the Pentag<strong>on</strong> of DoDEA-specific problems<br />

through this forum.<br />

We can all be thankful we now have these<br />

avenues to redress management acti<strong>on</strong>s.<br />

the Secretary/Treasurer office,<br />

from Vilseck Elementary School,<br />

elected to be <strong>FEA</strong>’s Human <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Civil Rights (HCR) Coordinator.<br />

All were elected to three-year<br />

terms, to begin this summer.<br />

Voter participati<strong>on</strong> in this<br />

electi<strong>on</strong> was lighter than past<br />

votes, which is to be expected<br />

with so many unc<strong>on</strong>tested races.<br />

The two multi-c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate<br />

offices – Secretary/Treasurer <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

HCR Coordinator – were hotly<br />

c<strong>on</strong>tested, with each requiring<br />

the maximum possible number<br />

of rounds of preferential voting<br />

to determine the final winners.<br />

Legal services are perhaps the most valued<br />

benefit of membership in <strong>FEA</strong>, but what<br />

happens if the alleged offending party is<br />

not a DoDEA entity?<br />

In certain cases, <strong>FEA</strong> members can<br />

utilize the Associati<strong>on</strong>’s Legal Defense<br />

Fund for assistance.<br />

The Legal Defense Fund was created<br />

by <strong>FEA</strong> in the early 1990s to help offset<br />

members’ legal fees when pursuing legal<br />

acti<strong>on</strong> against n<strong>on</strong>-DoDEA entities.<br />

Assistance from the Fund is available<br />

<strong>on</strong>ly for acti<strong>on</strong>s against n<strong>on</strong>-DoDEA pers<strong>on</strong>nel<br />

because such cases must generally<br />

be heard in local courts <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>FEA</strong> is unable<br />

to represent members in acti<strong>on</strong>s that do<br />

not directly involve DoDEA pers<strong>on</strong>nel.<br />

The incident or injury prompting the<br />

legal acti<strong>on</strong> must be the result of a schoolrelated<br />

activity <str<strong>on</strong>g>and</str<strong>on</strong>g> cannot be covered by<br />

other <strong>FEA</strong>/NEA legal services or the Asso-<br />

The Legal Defense Fund is not paid<br />

The Fund is not intended to be a<br />

“Legal Aid Bank,” but rather is to be used<br />

in cases that may be precedent-setting, or<br />

whose outcome may have a positive effect<br />

<strong>on</strong> many <strong>FEA</strong> members.<br />

<strong>FEA</strong> members who wish to be c<strong>on</strong>sidered<br />

for assistance from the Legal Defense<br />

Fund must c<strong>on</strong>tact their <strong>FEA</strong> UniServ<br />

Director <str<strong>on</strong>g>and</str<strong>on</strong>g> Area Director. Approval by<br />

the <strong>FEA</strong> Board of Directors is necessary<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> there is a limit of $5,000 allowable per<br />

incident.<br />

we created to help our members<br />

who feel that legal acti<strong>on</strong> is their best<br />

opti<strong>on</strong> but they may not be able to afford<br />

representati<strong>on</strong> <strong>on</strong> their own,” says <strong>FEA</strong><br />

Executive Director/General Counsel H.T.<br />

Nguyen. “Although <strong>FEA</strong> cannot represent<br />

our members in cases not involving Do-<br />

DEA pers<strong>on</strong>nel, this fund – more specifically,<br />

their fellow members who c<strong>on</strong>tribute<br />

to this fund – can offer them assistance.<br />

“It’s another great benefit of membership.”<br />

Guidelines for the <strong>FEA</strong> Legal<br />

Defense Fund<br />

• In order to qualify for any m<strong>on</strong>eys from the <strong>FEA</strong><br />

Legal Defense Fund, the applicant must be an <strong>FEA</strong><br />

member <str<strong>on</strong>g>and</str<strong>on</strong>g> a member at the time of the incident.<br />

• The legal injury – including but not limited to defamati<strong>on</strong><br />

of character, sl<str<strong>on</strong>g>and</str<strong>on</strong>g>er, or libel to the member<br />

– must come from n<strong>on</strong>-DoDEA pers<strong>on</strong>nel.<br />

• The legal injury must arise from school-related<br />

activities.<br />

• The applicati<strong>on</strong> for m<strong>on</strong>eys will be submitted in<br />

writing to the <strong>FEA</strong> Area Director c<strong>on</strong>cerned. The<br />

area UniServ Counsel, after c<strong>on</strong>sultati<strong>on</strong> with local<br />

counsel, will render an opini<strong>on</strong> as to the probability of<br />

success in the appropriate court.<br />

• If the Associati<strong>on</strong> c<strong>on</strong>curs, an award up to $5,000<br />

will be made in those cases with a high probability of<br />

success.<br />

• The member will execute an agreement, promising<br />

to repay the award or any part that is recouped as<br />

the prevailing party or otherwise. Further, the member<br />

must agree to fully cooperate in the prosecuti<strong>on</strong><br />

of the case not to settle or otherwise compromise the<br />

case without c<strong>on</strong>sultati<strong>on</strong>s with <strong>FEA</strong>.<br />

• After receiving any m<strong>on</strong>eys as a result of the case<br />

being pursued, the member will have 30 days in<br />

which to replace the award, otherwise a 10 percent<br />

annual interest rate will be charged <strong>on</strong> the amount<br />

owing.<br />

• The <strong>FEA</strong> Legal Defense Fund is not obligated to<br />

fully fund any legal acti<strong>on</strong>. The amount <str<strong>on</strong>g>and</str<strong>on</strong>g> number<br />

of award(s) are at the sole discreti<strong>on</strong> of the <strong>FEA</strong>.


Back to the Bayou<br />

<strong>FEA</strong>/NEA Annual Meetings Return to New Orleans This Summer<br />

Thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s of NEA members, including about three<br />

dozen <strong>FEA</strong> delegates elected by their fellow members,<br />

will c<strong>on</strong>verge in New Orleans this summer<br />

for the NEA Annual Meeting <str<strong>on</strong>g>and</str<strong>on</strong>g> Representative<br />

Assembly.<br />

The NEA-RA is c<strong>on</strong>sidered to be the largest<br />

democratically-elected deliberative body in the<br />

world. Each year, close to 10,000 NEA members<br />

from around the U.S. – <str<strong>on</strong>g>and</str<strong>on</strong>g>, thanks to <strong>FEA</strong>, around<br />

the world – gather to discuss, debate <str<strong>on</strong>g>and</str<strong>on</strong>g> vote <strong>on</strong><br />

resoluti<strong>on</strong>s, by-laws <str<strong>on</strong>g>and</str<strong>on</strong>g> amendments that govern<br />

their professi<strong>on</strong>al associati<strong>on</strong>, the NEA.<br />

<strong>FEA</strong>’s delegates were elected by their fellow<br />

<strong>FEA</strong> Holding Its Annual Membership<br />

Meeting June 30 <str<strong>on</strong>g>and</str<strong>on</strong>g> July 1<br />

<strong>FEA</strong>’s Annual Membership Meeting will be held this year<br />

at the Chateau Bourb<strong>on</strong> Hotel, just outside of the French<br />

Quarter in New Orleans.<br />

The <strong>FEA</strong> meeting is open to any <strong>FEA</strong> member,<br />

Active or Retired - you do not need to be elected to attend.<br />

The meeting will run from 9 a.m. to 5 p.m. <strong>on</strong> Wednesday,<br />

June 30, <str<strong>on</strong>g>and</str<strong>on</strong>g> from 9 a.m. to no<strong>on</strong> <strong>on</strong> Thursday, July 1.<br />

The <strong>FEA</strong> Annual Membership meeting is an opportunity<br />

for members to questi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> hear from <strong>FEA</strong><br />

Board of Directors members <str<strong>on</strong>g>and</str<strong>on</strong>g> staff.<br />

Any <strong>FEA</strong> member in the New Orleans area at the<br />

time of the meeting is highly encouraged to visit the meeting,<br />

Pre-Retired Membership A Great<br />

Gift for Yourself or Colleagues<br />

With <strong>on</strong>e low payment now, you can assure yourself or <strong>on</strong>e of your<br />

fellow <strong>FEA</strong> members a lifetime of access to the many benefits of<br />

associati<strong>on</strong> membership.<br />

<strong>FEA</strong>/NEA Pre-Retired Membership is open to any current member<br />

of <strong>FEA</strong>/NEA, regardless of the pers<strong>on</strong>’s retirement date. This<br />

membership allows an individual to enroll in the <strong>FEA</strong>/NEA retirement<br />

The current payment amount is $298. That amount will increase<br />

after August 31, 2010.<br />

Once you have paid your <strong>on</strong>e-time dues fee for Pre-Retired<br />

membership, you are automatically a retired member for life of both<br />

<strong>FEA</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> NEA. Your retired membership will take effect <strong>on</strong>ce you<br />

have retired from DoDEA. Members must c<strong>on</strong>tinue to pay annual<br />

<strong>FEA</strong>/NEA Active Member dues until the time of their retirement.<br />

The Pre-Retired dues amount increases each year in proporti<strong>on</strong><br />

to the overall <strong>FEA</strong> dues, so by pre-paying for your retired membership<br />

now you can save significantly. If you are not retiring for another<br />

5, 10 or 20 years, the cost of retired membership will have risen<br />

significantly above today’s level by the time you do retire.<br />

As an <strong>FEA</strong>/NEA retired member, you will be able to retain access<br />

in your retirement to the many Member Benefits programs for<br />

This interactive course will educate members <strong>on</strong><br />

Notice for Members: How to Cancel Dues Deducti<strong>on</strong><br />

Any <strong>FEA</strong> member who wishes to cancel payroll<br />

deducti<strong>on</strong>s next school year for their SY 10-11 Associati<strong>on</strong><br />

dues must submit a Cancellati<strong>on</strong> of Payroll<br />

Deducti<strong>on</strong> for Labor Organizati<strong>on</strong> Dues, Form SF<br />

1188, to the appropriate locati<strong>on</strong>.<br />

In Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> Stateside, the forms should be<br />

submitted to the Customer Service Representative<br />

(CSR) at your District Office. In the Pacific, submit<br />

the form to your <strong>FEA</strong> membership chair. The SF 1188<br />

form is available from your school secretary or the<br />

CSR.<br />

by President Obama to the Nati<strong>on</strong>al Council <strong>on</strong> Federal Labor-Management<br />

Relati<strong>on</strong>s. The council was created to advise the president<br />

<strong>on</strong> federal workplace issues. H.T. (at left) is shown at a recent council<br />

meeting with W. Scott Gould, Deputy Secretary of Veterans Affairs;<br />

Gina Lightfoot-Walker, of the Nati<strong>on</strong>al Associati<strong>on</strong> of Government<br />
