1. In 1989, Morris Swartz became interested in the statistical problem <strong>of</strong> setting Poisson limits<br />
on processes for which there was non-negligible statistical uncertainty on the normalizing<br />
process. His work, “An improved method for setting upper limits with small numbers <strong>of</strong><br />
events”, is applicable to cases in which small numbers <strong>of</strong> events are compared (<strong>of</strong>ten true<br />
medical science) and is published in Nucl. Instrum. Meth. A294, 278 (1990).<br />
