Community Safety Zones<br />

1.0 POLICY STATEMENT<br />
The purpose <strong>of</strong> this policy is to provide an established guideline to regulate the installation <strong>of</strong><br />
Community Safety Zones in the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong>. Community Safety Zones may prove to be an<br />
effective method <strong>of</strong> targeting aggressive driving and improving safety, but their use should be<br />
limited to justified locations where their presence will be regularly enforced and respected.<br />
2.0 INTRODUCTION<br />
Community Safety Zones are a new measure recently approved by the Ministry <strong>of</strong><br />
Transportation. The new regulation provides municipalities with the authority to designate and<br />
sign a section <strong>of</strong> a street as a Community Safety Zone where Highway Traffic Act <strong>of</strong>fences and<br />
their resulting fines are effectively doubled.<br />
Staff <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Pickering</strong> are presently investigating the merits <strong>of</strong> Community Safety Zones<br />
in cooperation with the Regional Municipality <strong>of</strong> Durham and the area municipalities. A number<br />
<strong>of</strong> Community Safety Zones have been installed on Regional Roads as trial studies, one <strong>of</strong> which<br />
is located in <strong>Pickering</strong> on Whites Road (Regional Road 38), fronting St. Mary’s Catholic High<br />
School, between Strouds Lane and Finch Avenue (Regional Road 37).<br />
Until such time that the reviews <strong>of</strong> the trial Community Safety Zones are completed and a<br />
recommendation drafted, no new Community Safety Zones should be installed in the <strong>City</strong> <strong>of</strong><br />
<strong>Pickering</strong>.<br />
This policy and guideline will be forwarded for approval by <strong>City</strong> Council following the<br />
completion <strong>of</strong> the trial review period.
