a volume split that does not exceed 70/30. Volumes on the major street are vehicles only.<br />

Occurrence <strong>of</strong> three or more reportable right-angle collisions <strong>of</strong> a type correctible through the<br />
installation <strong>of</strong> an all-way stop in a 12 month period averaged over 3 years.<br />
