Development Target<br />

(1) A hinge <strong>of</strong> l<strong>and</strong>/water trans<strong>port</strong>ation <strong>for</strong> middle south <strong>of</strong> Angola,<br />

even <strong>for</strong> the inl<strong>and</strong> neighbors;<br />

(2) A big <strong>port</strong> with advanced infrastructure <strong>and</strong> modern h<strong>and</strong>ling<br />

equipments;<br />

(3) A center <strong>port</strong> <strong>of</strong> luxury cruise <strong>for</strong> middle south <strong>of</strong> Angola;<br />

(4) Port Lobito should be able to im<strong>port</strong> the general cargo <strong>and</strong><br />

containers, ex<strong>port</strong> the minerals, also trans<strong>port</strong> the incoming<br />

crude oil <strong>and</strong> outgoing refined oil <strong>for</strong> the proposed refinery.


Plan <strong>of</strong> time implementation<br />

It is suggested that Port Lobito should be improved to a<br />

preliminary modern <strong>port</strong> in 3.5 years, which is arranged in<br />

three steps including <strong>rehabilitation</strong> works, <strong>extension</strong> works<br />

(phase I) <strong>and</strong> updating works.<br />

☆1 st stage: to rehab the existing quays in one year;<br />

☆2 nd stage: to make the overall plan <strong>of</strong> Lobito Port <strong>and</strong> fulfill<br />

the Extension Work (phase I) in 2 years;<br />

☆ 3 rd stage: to update the existing quay area in one year.<br />

After 3 rd stage, other <strong>project</strong>s such as container terminal,<br />

mineral terminal, fishery harbor <strong>and</strong> industry terminal (oil,<br />

product oil <strong>and</strong> cement, etc.) in master plan will be carried<br />

out step by step.

1 st Stage: Rehab the existing quay

(1) Install/replace the rubber fenders <strong>and</strong> bollards to improve<br />

the safety <strong>of</strong> docking <strong>and</strong> mooring;


(2) Rehab the damaged part <strong>of</strong> maritime structure crashed by<br />

ship recently, <strong>and</strong> repair/replace the deteriorated<br />

components <strong>of</strong> structure.


(3) Re-pave the apron <strong>and</strong> stacking yard;

Basing on the investigation data, the surface <strong>of</strong> rock layer is very v<br />

shallow<br />

at the entrance <strong>of</strong> Lobito Bay. . The geological conditions has been an obstacle to<br />

develop large berths more than 100,000 DWT.


Maximum Vessel Type – 100,000 DWT<br />

For all kinds <strong>of</strong> terminals, 100,000 DWT berths can satisfy the requirement.<br />

Container terminal: 100,000 DWT Berths (the fifth generation) can meet the<br />

requirement <strong>of</strong> trans<strong>port</strong>ation <strong>of</strong> container.<br />

Mineral terminal: There is no ire ore minerals, 100,000 DWT berths can meet<br />

the requirement <strong>of</strong> ex<strong>port</strong>ing minerals.<br />

Oil terminal: Since the oil farm isn’t t far away from Port <strong>of</strong> Lobito, 100,000 DWT<br />

oil terminal can meet the requirement <strong>of</strong> im<strong>port</strong>ing crude oil.

Vessel Traffic Service System<br />

The VTS is very im<strong>port</strong>ant <strong>for</strong> the modern <strong>port</strong> to improve the<br />

maritime safety <strong>and</strong> efficiency <strong>of</strong> navigation, safety <strong>of</strong> life at sea <strong>and</strong><br />

the protection <strong>of</strong> the marine environment <strong>and</strong>/or the adjacent shore<br />

area. It is a practical solution <strong>for</strong> modern <strong>port</strong> traffic management.<br />

3 rd : Updating <strong>of</strong> the Existing Quay


It is proposed to reconstruct the existing north <strong>and</strong><br />

south quay based on the Master Plan after <strong>extension</strong><br />

work is finished<br />

North quay <strong>and</strong> South quay will be rebuilt as multipurpose<br />

terminal <strong>of</strong> about 50,000 DWT.<br />

It is proposed that Parts <strong>of</strong> north quay be used <strong>for</strong><br />

luxury cruises.
