This particular <strong>Research</strong> <strong>Report</strong> presents an overview <strong>of</strong> research activities in the<br />

<strong>School</strong> <strong>of</strong> <strong>Political</strong> <strong>Science</strong> <strong>and</strong> International Studies over the period 2007-<strong>2009</strong>. This<br />

report will be the first in an ongoing series <strong>of</strong> <strong>Research</strong> <strong>Report</strong>s which showcase the<br />

research achievements <strong>and</strong> output <strong>of</strong> the <strong>School</strong> <strong>of</strong> <strong>Political</strong> <strong>Science</strong> <strong>and</strong> International<br />

Studies.<br />

The <strong>School</strong>’s twenty-four full-time academic staff members, the <strong>School</strong>’s postdoctoral<br />

researchers as well as many <strong>of</strong> its research higher degree students are actively<br />

engaged in researching <strong>and</strong> publishing in their fields. The <strong>School</strong>’s research pr<strong>of</strong>ile<br />

spans the areas <strong>of</strong> international relations, peace <strong>and</strong> conflict studies, governance,<br />

Australian <strong>and</strong> regional politics, political economy, development <strong>and</strong> gender studies.<br />

Recent research highlights include the establishment <strong>of</strong> the Asia-Pacific Centre for the<br />

Responsibility to Protect as a <strong>School</strong> Centre in <strong>2009</strong>.<br />

The report provides benchmark information on research achievements since the most<br />

recent <strong>School</strong> Review (conducted in 2006) <strong>and</strong> prior to the implementation <strong>of</strong> a 3-year<br />

<strong>Research</strong> Plan for 2010-2012. Under the 2010-2012 <strong>Research</strong> Plan, the <strong>School</strong> seeks to<br />

exp<strong>and</strong> its international <strong>and</strong> national reputation through high quality research <strong>and</strong><br />

publications <strong>and</strong> further development <strong>of</strong> external academic <strong>and</strong> community linkages.<br />

It particularly seeks to focus research activity on high quality journal <strong>and</strong> book<br />

publications <strong>and</strong> on success in obtaining external research grant funding.<br />

The Asia-Pacific Centre for the Responsibility to Protect<br />

The growing reputation <strong>of</strong> the <strong>School</strong> <strong>of</strong> <strong>Political</strong> <strong>Science</strong> <strong>and</strong> International Studies in<br />

the field <strong>of</strong> peace <strong>and</strong> conflict studies was recently acknowledged through the<br />

creation <strong>of</strong> the Asia-Pacific Centre for the Responsibility to Protect (APR2P). It is<br />

associated with the New York-based Global Centre for the Responsibility to Protect,<br />

<strong>and</strong> is one <strong>of</strong> only five centres worldwide dedicated to protecting civilians from<br />

crimes against humanity.<br />

The centre is directed by one <strong>of</strong> the <strong>School</strong>’s leading scholars in the field, Pr<strong>of</strong>essor<br />

Alex Bellamy, <strong>and</strong> has recently recruited one <strong>of</strong> the region’s leading experts, Doctor<br />

Noel Morada, as Director <strong>of</strong> <strong>Research</strong>. In addition, the Centre employs a number <strong>of</strong><br />

the <strong>School</strong>’s former <strong>and</strong> current research higher degree students. Its purpose is to<br />

conduct research, <strong>and</strong> engage in policy development <strong>and</strong> outreach aimed at<br />

furthering acceptance <strong>of</strong> the Responsibility to Protect (R2P) principle within the Asia-<br />

Pacific Region <strong>and</strong> helping states to build the capacity to prevent genocide <strong>and</strong> mass<br />

atrocities.<br />

Prominent patrons <strong>of</strong> APR2P include former President <strong>of</strong> the Philippines, Fidel Ramos,<br />

former Australian Foreign Minister <strong>and</strong> President <strong>of</strong> the International Crisis group,<br />

Gareth Evans, <strong>and</strong> former Assistant Vice-President <strong>of</strong> Indonesia, Dewi Fortuna Anwar.<br />

The Centre was launched by two other patrons, Special Adviser to the<br />

Secretary-General <strong>of</strong> the United Nations, Edward Luck, <strong>and</strong> former Foreign Minister <strong>of</strong><br />

Canada, Lloyd Axworthy, in Bangkok on 20 February 2008.<br />

APR2P represents an important new stage in the effort to rid the world <strong>of</strong> genocide<br />

<strong>and</strong> mass atrocities. By facilitating dialogue <strong>and</strong> creating new knowledge, the Centre<br />

aims to strengthen consensus on the Responsibility to Protect <strong>and</strong> help states to build<br />

the capacity to protect. In <strong>2009</strong>, the Centre launched its flagship journal, Global<br />

Responsibility to Protect, a book series published by Routledge, <strong>and</strong> a student<br />

coalition. It hosted, co-hosted <strong>and</strong> participated in a series <strong>of</strong> regional workshops in<br />

the Philippines, Japan, Indonesia, Malaysia, Singapore, <strong>and</strong> Europe <strong>and</strong> consulted with<br />

stakeholders across the region. The Centre was also instrumental in the establishment<br />

<strong>of</strong> a Council for Security Cooperation in the Asia-Pacific Study Group on R2P, <strong>of</strong> which<br />

it holds the co-chair. The Centre has also established national networks in the<br />

Philippines, Indonesia <strong>and</strong> Japan comprising government <strong>of</strong>ficials, the military, civil<br />

society actors <strong>and</strong> the local media, with new networks planned for Cambodia <strong>and</strong><br />

Thail<strong>and</strong>.<br />

Recent reports issued by the Centre have focussed on R2P in Southeast Asia, the<br />

causes <strong>of</strong> genocide <strong>and</strong> mass atrocities, strategies <strong>of</strong> prevention, <strong>and</strong> the role that<br />

governments in the region can play in implementing their commitment to put an end<br />

to genocide <strong>and</strong> mass atrocities.<br />

The Centre comprises academic staff <strong>and</strong> research students who are all actively<br />

engaging in research <strong>and</strong> publishing. In <strong>2009</strong>, staff in the Centre published a number<br />

<strong>of</strong> articles in top-ranked journals such as Journal <strong>of</strong> Peace <strong>Research</strong>, International<br />

Studies Perspectives <strong>and</strong> Australian Journal <strong>of</strong> International Affairs. In the same<br />

year, the Centre’s research was specifically referenced by the United Nations<br />

Secretary-General. Recently the Centre has welcomed interns <strong>and</strong> volunteers who<br />

assist on a wide range <strong>of</strong> research projects.<br />

The Centre also administers the Australian government’s ‘Responsibility to Protect<br />

Fund’ which has invested $2 million in Australia <strong>and</strong> internationally in research <strong>and</strong><br />

other work aimed at advancing the principle <strong>and</strong> building state capacity. Fund<br />

partners include the University <strong>of</strong> Oxford (UK) <strong>and</strong> the Brookings Institution (US).<br />

The <strong>School</strong> <strong>of</strong> <strong>Political</strong> <strong>Science</strong> <strong>and</strong> International Studies is keen to establish <strong>and</strong><br />

consolidate relationships with scholars from Australia <strong>and</strong> overseas. The Visiting<br />

Scholars Program was established in 2007 to encourage exceptional scholars working<br />

in related fields to spend a period <strong>of</strong> time researching <strong>and</strong> collaborating with scholars<br />

within the <strong>School</strong>. Experience with the program indicates that our visiting scholarships<br />

are keenly sought <strong>and</strong> are highly competitive.<br />

The Visiting Scholars Program is ideally suited to scholars who are on sabbatical or<br />

research leave <strong>and</strong> who are interested in collaborating with members <strong>of</strong> the <strong>School</strong>.<br />

2007<br />

Jason Ralph<br />

Jason Ralph is Reader <strong>of</strong> International<br />

Relations at the University <strong>of</strong> Leeds. He<br />

specializes in the “English <strong>School</strong>”<br />

approach to International Relations,<br />

which is interested in the question <strong>of</strong><br />

whether ‘Society’ can exist beyond the<br />

state. It focuses on how the institutions<br />

<strong>of</strong> international society (eg<br />

international law, war, balance <strong>of</strong><br />

power), are being changed by the<br />

process <strong>of</strong> globalization. His<br />

contribution to this research agenda<br />

has been to highlight the social role<br />

that international criminal justice has<br />

played in reconstructing international<br />

<strong>and</strong> world society along ‘solidarist’<br />

lines.<br />

During his time at the Universtiy <strong>of</strong><br />

Queensl<strong>and</strong> he completed work that led<br />

to the publication <strong>of</strong> ‘The Laws <strong>of</strong> War<br />

<strong>and</strong> the state <strong>of</strong> the American<br />

Philip Mc Michael<br />

Philip McMichael is a Pr<strong>of</strong>essor <strong>of</strong><br />

Development Sociology at Cornell<br />

University. He served as Chair <strong>of</strong><br />

Department from 1999-2005. He<br />

teaches courses on international<br />

development, political sociology, food<br />

<strong>and</strong> ecology, <strong>and</strong> historical methods.<br />

His works include the award-winning<br />

Settlers <strong>and</strong> the Agrarian Question.<br />

Foundations <strong>of</strong> Capitalism<br />

in Colonial Australia (1984); The Global<br />

Restructuring <strong>of</strong> Agro-Food Systems<br />

(1994, editor); Food <strong>and</strong> Agrarian<br />

Systems in the World Economy (1995,<br />

editor); New Directions in the<br />

Sociology <strong>of</strong> Global Development<br />

(2005, co-editor), <strong>and</strong> Development<br />

<strong>and</strong> Social Change: A Global<br />

Perspective (2008, 4th edition).<br />

Current research is on the politics <strong>of</strong><br />

globalisation <strong>and</strong> climate change, food<br />

regimes <strong>and</strong> agrarian movements.<br />

While visiting the University <strong>of</strong><br />

Queensl<strong>and</strong>, he completed rewriting<br />

the fourth edition <strong>of</strong> Development <strong>and</strong><br />

Social Change, <strong>and</strong> began editorial<br />

work on Contesting Development:<br />

Critical Struggles for Social Change,<br />

edited by Philip McMichael (Routledge,<br />

2010).<br />

2008<br />

Oliver Richmond<br />

Oliver Richmond's primary area <strong>of</strong><br />

expertise is in peace <strong>and</strong> conflict<br />

theory, <strong>and</strong> in particular its<br />

interlinkages with International<br />

Relations theory. He is interested in<br />

how critical approaches to<br />

international theory impact upon<br />

debates about conflict <strong>and</strong> peace, <strong>and</strong><br />

published a book on concepts <strong>of</strong> peace<br />

<strong>and</strong> their implicit usages in<br />

International Relations theory, Peace in<br />

International Relations, Routledge<br />

2008. He also published The<br />

Transformation <strong>of</strong> Peace in 2005, which<br />

was funded by a Leverhulme Fellowship<br />

<strong>and</strong> examined the conceptualisation <strong>of</strong><br />

peace, <strong>and</strong> in particular the<br />

construction <strong>of</strong> the 'liberal peace', in<br />

post-conflict zones. A volume called<br />

'Liberal Peace Transitions: Between<br />

Peacebuilding <strong>and</strong> Statebuilding, which<br />

is co-authored with Jason Franks, has<br />

just been published.<br />

He is currently co-directing <strong>and</strong><br />

involved in projects on A Just <strong>and</strong><br />

Durable Peace (EUFP7) <strong>and</strong> Liberal<br />

Peace Transitions II. He has been<br />

involved in fieldwork in Cyprus <strong>and</strong><br />

Turkey, Kosovo, Bosnia, Cambodia, Sri<br />

Lanka, East Timor, Nepal <strong>and</strong> Kashmir,<br />

as well as in the Eastern Congo region.<br />

He is also an Associate Editor <strong>of</strong> the<br />

Review <strong>of</strong> International Studies, which<br />

is currently based at the University <strong>of</strong><br />

St Andrews. He directs the Centre for<br />

Peace <strong>and</strong> Conflict Studies, which<br />

houses many <strong>of</strong> the projects mentioned<br />

above. This centre was the first <strong>of</strong> its<br />

kind in Scotl<strong>and</strong>, <strong>and</strong> aims to stimulate<br />

<strong>and</strong> facilitate new thinking in<br />

theoretical <strong>and</strong> empirical terms in the<br />

area <strong>of</strong> peace <strong>and</strong> conflict studies. The<br />

centre's research projects involve<br />

theoretical <strong>and</strong> comparative fieldwork<br />

in a number <strong>of</strong> post-conflict<br />

peacebuilding sites. The centre also<br />

hosts a number <strong>of</strong> PhD students <strong>and</strong> an<br />

MLitt program in Peace <strong>and</strong> Conflict<br />

Studies.<br />

Finally, he edits a Palgrave Book Series<br />

called Rethinking Peace <strong>and</strong> Conflict<br />

Studies, which seeks to provide a forum<br />

for the development <strong>of</strong> new <strong>and</strong><br />

alternative approaches for<br />

underst<strong>and</strong>ing the dynamics <strong>of</strong> conflict<br />

<strong>and</strong> <strong>of</strong> the construction <strong>of</strong> peace.<br />

While based at the University <strong>of</strong><br />

Queensl<strong>and</strong> he also conducted<br />

fieldwork in Timor Leste <strong>and</strong> the<br />

Solomon isl<strong>and</strong>s, funded by the Nuffield<br />

Trust, for the new book he is working<br />

on.<br />

Paul D Williams<br />

Paul D. Williams is Associate Pr<strong>of</strong>essor<br />

<strong>and</strong> Associate Director <strong>of</strong> the Security<br />

Policy Studies program in the Elliott<br />

<strong>School</strong> <strong>of</strong> International Affairs at the<br />

George Washington University, USA. He<br />

specialises in issues <strong>of</strong> conflict<br />

resolution, international peacekeeping<br />

<strong>and</strong> Africa's international relations. He<br />

is the author <strong>of</strong> British Foreign Policy<br />

under New Labour, 1997-2005<br />

(Palgrave-Macmillan, 2005), co-author<br />

<strong>of</strong> Underst<strong>and</strong>ing Peacekeeping<br />

(Polity,2 nd edition forthcoming 2010),<br />

editor <strong>of</strong> Security Studies: An<br />

Rita Abrahamsen<br />

Rita Abrahamsen is Associate Pr<strong>of</strong>essor<br />

in the <strong>School</strong> <strong>of</strong> International<br />

Development <strong>and</strong> Global Studies <strong>and</strong> in<br />

the Graduate <strong>School</strong> <strong>of</strong> Public <strong>and</strong><br />

International Affairs at the University<br />

<strong>of</strong> Ottawa. Her research interests are in<br />

African politics, security <strong>and</strong><br />

development, security privatization <strong>and</strong><br />

postcolonial theory. She is the author<br />

<strong>of</strong> Disciplining Democracy:<br />

Development Discourse <strong>and</strong> the Good<br />

Governance Agenda in Africa (Zed<br />

Books, 2000). Her articles have<br />

appeared in leading journals including<br />

African Affairs, Alternatives,<br />

completed a book entitled 'Security<br />

beyond the State. Global Security<br />

Assemblages in International Politics',<br />

forthcoming with Cambridge University<br />

Press. The book completes a major<br />

research project on the globalization <strong>of</strong><br />

private security, funded by the<br />

Economic <strong>and</strong> Social <strong>Research</strong> Council<br />

in the UK. Prior to joining the<br />

University <strong>of</strong> Ottawa, she was in the<br />

Department <strong>of</strong> International Politics at<br />

the University <strong>of</strong> Aberystwyth, <strong>and</strong> she<br />

has been visiting fellow at the<br />

University <strong>of</strong> Cape Town, the European<br />

University Institute in Florence <strong>and</strong> the<br />

Peace <strong>Research</strong> Institute (PRIO) in Oslo,<br />

Norway.<br />

Michael Williams<br />

Michael C. Williams is Pr<strong>of</strong>essor in the<br />

Graduate <strong>School</strong> <strong>of</strong> Public <strong>and</strong><br />

International Affairs at the University<br />

<strong>of</strong> Ottawa. His research interests are in<br />

International Relations theory, security<br />

studies, <strong>and</strong> political thought. He is the<br />

author <strong>of</strong> The Realist Tradition <strong>and</strong> the<br />

Limits <strong>of</strong> International Relations<br />

(Cambridge University Press, 2005) <strong>and</strong><br />

Culture <strong>and</strong> Security: Symbolic Power<br />
