2009 Research News
Staff meeting at the R2P Centre
The Asia-Pacific Centre for the Responsibility to Protect
The growing reputation of the School of Political Science and International Studies in
the field of peace and conflict studies was recently acknowledged through the
creation of the Asia-Pacific Centre for the Responsibility to Protect (APR2P). It is
associated with the New York-based Global Centre for the Responsibility to Protect,
and is one of only five centres worldwide dedicated to protecting civilians from
crimes against humanity.
The centre is directed by one of the School’s leading scholars in the field, Professor
Alex Bellamy, and has recently recruited one of the region’s leading experts, Doctor
Noel Morada, as Director of Research. In addition, the Centre employs a number of
the School’s former and current research higher degree students. Its purpose is to
conduct research, and engage in policy development and outreach aimed at
furthering acceptance of the Responsibility to Protect (R2P) principle within the Asia-
Pacific Region and helping states to build the capacity to prevent genocide and mass
atrocities.
Prominent patrons of APR2P include former President of the Philippines, Fidel Ramos,
former Australian Foreign Minister and President of the International Crisis group,
Gareth Evans, and former Assistant Vice-President of Indonesia, Dewi Fortuna Anwar.
The Centre was launched by two other patrons, Special Adviser to the
Secretary-General of the United Nations, Edward Luck, and former Foreign Minister of
Canada, Lloyd Axworthy, in Bangkok on 20 February 2008.
APR2P represents an important new stage in the effort to rid the world of genocide
and mass atrocities. By facilitating dialogue and creating new knowledge, the Centre
aims to strengthen consensus on the Responsibility to Protect and help states to build
the capacity to protect. In 2009, the Centre launched its flagship journal, Global
Responsibility to Protect, a book series published by Routledge, and a student
coalition. It hosted, co-hosted and participated in a series of regional workshops in
the Philippines, Japan, Indonesia, Malaysia, Singapore, and Europe and consulted with
stakeholders across the region. The Centre was also instrumental in the establishment
of a Council for Security Cooperation in the Asia-Pacific Study Group on R2P, of which
it holds the co-chair. The Centre has also established national networks in the
Philippines, Indonesia and Japan comprising government officials, the military, civil
society actors and the local media, with new networks planned for Cambodia and
Thailand.
Recent reports issued by the Centre have focussed on R2P in Southeast Asia, the
causes of genocide and mass atrocities, strategies of prevention, and the role that
governments in the region can play in implementing their commitment to put an end
to genocide and mass atrocities.
The Centre comprises academic staff and research students who are all actively
engaging in research and publishing. In 2009, staff in the Centre published a number
of articles in top-ranked journals such as Journal of Peace Research, International
Studies Perspectives and Australian Journal of International Affairs. In the same
year, the Centre’s research was specifically referenced by the United Nations
Secretary-General. Recently the Centre has welcomed interns and volunteers who
assist on a wide range of research projects.
The Centre also administers the Australian government’s ‘Responsibility to Protect
Fund’ which has invested $2 million in Australia and internationally in research and
other work aimed at advancing the principle and building state capacity. Fund
partners include the University of Oxford (UK) and the Brookings Institution (US).
Visiting Scholars
2007 - 2009
Great Court, St Lucia Campus
The School of Political Science and International Studies is keen to establish and
consolidate relationships with scholars from Australia and overseas. The Visiting
Scholars Program was established in 2007 to encourage exceptional scholars working
in related fields to spend a period of time researching and collaborating with scholars
within the School. Experience with the program indicates that our visiting scholarships
are keenly sought and are highly competitive.
The Visiting Scholars Program is ideally suited to scholars who are on sabbatical or
research leave and who are interested in collaborating with members of the School.
2007
Jason Ralph
Jason Ralph is Reader of International
Relations at the University of Leeds. He
specializes in the “English School”
approach to International Relations,
which is interested in the question of
whether ‘Society’ can exist beyond the
state. It focuses on how the institutions
of international society (eg
international law, war, balance of
power), are being changed by the
process of globalization. His
contribution to this research agenda
has been to highlight the social role
that international criminal justice has
played in reconstructing international
and world society along ‘solidarist’
lines.
During his time at the Universtiy of
Queensland he completed work that led
to the publication of ‘The Laws of War
and the state of the American
Exception’, Review of International
Studies Vol 35, no.3, pp631 – 649, and
‘Which Cosmopolitanism? Whose
Empire? Or why the Schmittian charge
of Liberal Imperialism is only half
research grant proposal to the
Economic and Social Research Council
on ‘Law, War and the American
Exception’ which was ultimately funded
as an ESRC small Grant Award in
Oliver Richmond
Oliver Richmond's primary area of
expertise is in peace and conflict
theory, and in particular its
interlinkages with International
Relations theory. He is interested in
how critical approaches to
international theory impact upon
debates about conflict and peace, and
International Relations theory, Peace in
International Relations, Routledge
2008. He also published The
Transformation of Peace in 2005, which
was funded by a Leverhulme Fellowship
and examined the conceptualisation of
peace, and in particular the
construction of the 'liberal peace', in
post-conflict zones. A volume called
