Staff meeting at the R2P Centre
The Asia-Pacific Centre for the Responsibility to Protect
The growing reputation of the School of Political Science and International Studies in
the field of peace and conflict studies was recently acknowledged through the
creation of the Asia-Pacific Centre for the Responsibility to Protect (APR2P). It is
associated with the New York-based Global Centre for the Responsibility to Protect,
and is one of only five centres worldwide dedicated to protecting civilians from
crimes against humanity.
The centre is directed by one of the School’s leading scholars in the field, Professor
Alex Bellamy, and has recently recruited one of the region’s leading experts, Doctor
Noel Morada, as Director of Research. In addition, the Centre employs a number of
the School’s former and current research higher degree students. Its purpose is to
conduct research, and engage in policy development and outreach aimed at
furthering acceptance of the Responsibility to Protect (R2P) principle within the Asia-
Pacific Region and helping states to build the capacity to prevent genocide and mass
atrocities.
Prominent patrons of APR2P include former President of the Philippines, Fidel Ramos,
former Australian Foreign Minister and President of the International Crisis group,
Gareth Evans, and former Assistant Vice-President of Indonesia, Dewi Fortuna Anwar.
The Centre was launched by two other patrons, Special Adviser to the
Secretary-General of the United Nations, Edward Luck, and former Foreign Minister of
Canada, Lloyd Axworthy, in Bangkok on 20 February 2008.
APR2P represents an important new stage in the effort to rid the world of genocide
and mass atrocities. By facilitating dialogue and creating new knowledge, the Centre
aims to strengthen consensus on the Responsibility to Protect and help states to build
the capacity to protect. In 2009, the Centre launched its flagship journal, Global
Responsibility to Protect, a book series published by Routledge, and a student
