Whilst no other tender was submitted, the schedule <strong>of</strong> rates from<br />

Nationwide Towing & Transport Pty Ltd is based on their current rate<br />

plus a CPI increase, and is consistent with our current budget<br />

expectations.<br />

3.2.7 Capacity<br />

Nationwide Towing & Transport Pty Ltd rating is supported by their<br />

commitment and ability to resource the contract with in excess <strong>of</strong> 60<br />

staff. This is consistent with the current resourcing requirements for this<br />

service. Nationwide Towing & Transport Pty Ltd has also highlighted<br />

their capacity to supplement their standard resources in peak periods.<br />

3.2.8 Relevant Experience<br />

Nationwide Towing & Transport Pty Ltd’s rating is underpinned by the<br />

It is Council’s current service provider for this service.<br />

Their demonstrated performance including their ability to meet the<br />

Key Performance Indicators.<br />

Their proven reliability within the Victorian local government sector in<br />

providing this form <strong>of</strong> towing service. This is demonstrated by their<br />

contracts delivering a similar service to four (4) other councils,<br />

Vicroads and the Victoria Police.<br />

Their in depth knowledge <strong>of</strong> the service requirements, and<br />

The minimal delivery and regulatory risk to Council as demonstrated<br />

by their consistent achievement <strong>of</strong> deadlines as the current<br />

contractor for this service with the <strong>City</strong> <strong>of</strong> <strong>Port</strong> <strong>Phillip</strong>.<br />

3.2.9 Financial <strong>Evaluation</strong><br />

A comprehensive financial evaluation was conducted on Nationwide<br />

Towing & Transport Pty Ltd. A report prepared by Council’s Financial<br />

Compliance Accountant highlighted a potential risk in the financial<br />

capacity <strong>of</strong> Nationwide Towing & Transport Pty Ltd.<br />

3.2.10 The TEP has taken this factor into account when considering our<br />

recommendation, and the TEP is satisfied that any potential risk is<br />

mitigated by our ability to exercise the Termination clause within the<br />

Contract Conditions should the contractor be unable to perform the<br />

contract.<br />

3.2.11 Reference Checks<br />

A reference check was conducted for Nationwide Towing & Transport<br />

Pty Ltd.<br />

3.2.12 This check indicated that Nationwide Towing & Transport Pty Ltd has<br />

delivered its service requirements in accordance with budget and<br />

contract timelines.<br />

4. CONSULTATION AND STAKEHOLDERS<br />

4.1 Council has undertaken an initial consultation with the key stakeholder,<br />

VicRoads. The consultation process has assisted with the development <strong>of</strong> the<br />

specification and ensures the service will meet the community expectations.<br />
