Associate Patrons, Officers and Members of Subordinate Chapters of Deborah Grand Chapter, Order of
Eastern Star, Prince Hall Affiliation, Commonwealth of Pennsylvania,
Greetings;
Be it known that copies of this Proclamation will be provided to the following:
All Elected Grand Chapter Officers, Past Grand Worthy Matrons, Past Grand Worthy Patrons, Grand
Chairpersons, District Deputy Grand Matrons, District Lecturers, Worthy Matrons, Chapter Secretaries,
CC of FC, and to all members of Deborah Grand Chapter via Deborah Grand Chapter's website. A copy
will be provided to the Most Worshipful Grand Master, the Honorable Leonard A. Heard.
All Directives in this Proclamation are to be read in their entirety in each Chapter. It is not necessary to
read it in O. E. S. School of Instructions or District Meetings.
We, the Grand Associate Matron and Grand Worthy Patron, do hereby proclaim the following and
require adherence thereto by all members of Deborah Grand Chapter.
Directives from the Grand Associate Matron
All printed materials, to include Deborah Grand Chapter and subordinate Chapters’ letterhead, tickets,
program covers, etc., will include our Grand Worthy Matron’s name (i.e. *Lenora Morgan-Alston, No. 99,
Grand Worthy Matron. *Denotes deceased). Reference the cover of this Proclamation.
Please note, as we approach the end of another administrative year and Chapters will be ordering Past
Worthy Matron sashes, remember that rhinestones and other gems are not permissible on the sash.
Please refer to page 14 and 16 of Deborah Grand Chapter’s Ritual for further clarification.
Dispensations
Let it be known that Dispensations are required for ALL Chapter affairs. Please remember to submit
Dispensation Requests along with the appropriate fee of $3.00 (if required) to the District Deputy Grand
Matrons in a timely manner.
197 th Annual Mid-Year Session
The 197 th Annual Mid-Year Session of the Most Worshipful Prince Hall Grand Lodge, Free and Accepted
Masons of Pennsylvania, will be held Friday, April 13, 2012 and Saturday, April 14, 2012 at the Crowne
Plaza Reading Hotel, 1741 Papermill Road, Wyomissing, PA. On Friday evening from 7:00 PM – 10:00
PM, a social event will be held at which time the raffle drawing sponsored by the Most Worshipful Prince Hall
Grand Lodge will take place. Admission is free.
All regular and stated meetings are cancelled during the Annual Mid-Year Session. Please obtain the
necessary Dispensations to reschedule any meetings.
Scheduled Activities during Mid-Year Session 2012

On Friday, April 13, 2012, the Executive Board of Deborah Chapter, Order of Eastern Star, Prince Hall
Affiliation, PA, will meet at 6:00 PM at the Crowne Plaza Hotel, 1741 Papermill Road, Wyomissing, PA.
On Saturday, April 14, 2012 at 1:00 PM, the Ways and Means Committee will present “The
Price Is Right” Luncheon. Donations are $45.00. For tickets, please contact your Ways and
Means District Chairperson, Chapter Conductress, Associate Conductress, or Grand
Conductress, Sister Wanda Pryor-Jones, No. 57.
Proper Dress for O. E. S. Sisters on All Occasions
Article XXXIV, Section I (page 73) of the Constitution and By-Laws of Deborah Grand Chapter,
provides the description of the proper regalia of the Order which states “For all public and Grand
Chapter occasions, except for funerals, the Female members shall wear white dresses, white gloves,
white stockings, white shoes. (a) The dress shall be white with sleeves below the elbow; no plunging
necklines, back or front, no hemlines above the knee”. This Article also states, under Section 1 (e),
the actions of the Marshals when a Sister is not wearing the proper regalia. Please note, the Grand
Assistant Marshals will exercise this duty during the 96 th Annual Grand Session of Deborah Grand
Chapter as well as during other Festive Days and events where proper O.E.S. regalia is required.
Please adhere to the Grand Marshals’ directions in a kind and courteous manner.
I ask that we are mindful of our attire when attending social functions and meetings. Plunging
necklines and splits above the knee are not appropriate dress for a Sister in the Order whether
regaled or at a social function. Also, when we were granted the permission to wear slacks to nonregaled
events, there were restrictions. Just as a reminder, pant suits, jackets with slacks or sweater
sets with slacks are acceptable. Slacks with a top/blouse/sweater, sweats, jogging suits or jeans are
NOT permissible.
Deborah Grand Chapter Has Gone Green
As previously directed by our *Grand Worthy Matron, Sister Lenora Morgan–Alston, No. 99, and
announced during the ‘Open Forums’, effective December 1, 2011, Deborah Grand Chapter, Order of
Eastern Star, Prince Hall Affiliation, Commonwealth of PA, has officially ‘Gone Green’!
Under this new electronic mailing system, the Subordinate Chapters of Deborah Grand Chapter will now
receive all correspondence (ex. Quarterly Returns, Rosters, Proclamations, Mass Mailings from the Grand
Associate Matron and/or Grand Worthy Patron, Secretary ‘Helpful Hints’, etc.) via email. This new
system will reduce mailing expenses for the Organization, will enable Chapters to receive information
and forward responses to the Grand Secretary (sent through deborahgrandoes@verizon.net) faster, and
will benefit the environment with the reduced usage of paper.
Your Chapter’s Secretary, or a volunteer from the Chapter who is computer savvy, should be checking
and retrieving information from your Chapter’s assigned email address (sent to all Worthy Matrons in
December 2011) on a weekly basis. All email addresses and passwords have been established by the
Computerization Department at no cost to the Chapters and are either through www.yahoo.com or
www.gmail.com. Contact the Grand Secretary if you have misplaced your Chapter’s logon information or
need assistance signing on. Please note, it is very important that you do not change the assigned
passwords. More enhancements to the new electronic mailing system are to come.

We want to once again encourage each District to take advantage of the opportunity to introduce the
Order of Eastern Star to their community by selecting an elementary school in their area and provide an
afternoon of various workshops for the young ladies in grades 4 and 5. Sister Marva Linda Montgomery,
No. 84, Grand Associate Conductress, has chaired this event, assisted by many other sisters in the First
O. E. S. District, for over 15 years. Please contact Sister Montgomery for more detailed information.
Date Changed for Esther Day 2012 Observance
The statewide observance of Esther Day 2012 will be held on Sunday, May 6, 2012. We thank the
Most Worshipful Grand Master, the Honorable Leonard A. Heard, for granting the request to change
the date for Esther Day. The District Deputy Grand Matrons are the chairpersons of this Festive Day
and we ask that all Sisters and Brothers support Esther Day in your respective District.
Esther Day will be observed as follows:
First, Second, Third, and Fourth OES Districts: Calvary Baptist Church, 1616 West 2 nd Avenue,
Chester, PA. Rev. Dr. Bayard S. Taylor, Jr., Senior Pastor. Assembly Time - 3:30 PM.
Service - 4:00 PM.
Fifth, Sixth, and Ninth OES Districts: Bright Side Baptist Church, 515 Hershey Avenue,

Regalia for Esther Day shall be white dresses, white gloves, white stockings, white shoes, and white

Matrons, Associate Matrons, Conductresses, Esthers, and Past Worthy Matrons. White corsages

Due Date For All Annual Reports
All reports from the Grand Chapter Officers, District Deputy Grand Matrons and Grand Chairpersons
are due in the office of the Grand Secretary of Deborah Grand Chapter, with a copy to the Grand
Associate Matron, on or before May 31, 2012 to be included in the kits at the Annual Grand Session. If
your report is not received in the office of the Grand Secretary by the due date, the Grand Officer or
Committee Chairperson will be responsible for printing the necessary copies and providing them to the
Convention Coordinator to be included in the kits. District Lecturers will follow the directives of the
Grand Worthy Patron. Everyone must adhere to this deadline!

2011 JURISPRUDENCE REPORT
July 20, 2011

The Jurisprudence Committee has examined all propositions to revise, alter or amend the Constitution;
all By-Laws and amendments of Subordinate Chapters to see that nothing therefore is conflicting with
the Law and Usages of the Grand Chapter or Inherent Rights of the Adoptive Rite of the Order of Eastern
Star. The following are our findings:
Recommendation 1:
GRAND WORTHY MATRON’S RECOMMENDATIONS
Jurisprudence recommends, “traditional” merging practice of two chapters past practice remain in place,
put in writing and be placed in the constitution.
Merging of chapters - “when two or more chapters merge, they shall combine names using the oldest
number chapter’s name first and their number.” Example: “Chestnut Chapter No. 14 and Broadway
Chapter No. 27 shall be Chestnut Broadway Chapter No. 14”.
Motion to accept made by PMWGM Samuel King, seconded by PGWM Judith Abel-Henry. Motion
carried.
Wording for the change:
Section 1
All Chapter’s members shall be notified in writing no less than 3 weeks prior to the regular stated
meeting in which the voting shall take place.
Section 2
Approval of merger shall require 2/3 vote of the members present at the regular stated meeting of each
chapter considering merger.
Section 3
After completion of sections 1 and 2, a request for dispensation to merge shall be forwarded to the office of
the Grand Worthy Patron with the seal of each Chapter affixed:
A. Each Chapter shall pay the sum of $20 for a dispensation and forward to the office of the Grand
Worthy Patron.
B. Joint fee of $50 for the new Charter along with the new chapter’s name and number shall also be
forwarded to the office of the Grand Worthy Patron.
Recommendation 2:
To encourage Chapters to pay their Quarterly Taxes on time, a late fee of five (5) percent will be applied
to the outstanding balance of a Chapter’s Quarterly Taxes not received by the due date in the office of the
Grand Secretary. Jurisprudence agrees with recommendation.
Motion to accept made by PWM Barbara Dixon, seconded by PWGM Samuel King. Motion carried.
Recommendation 1:
GRAND WORTHY PATRON’S RECOMMENDATIONS

When voting on a candidate for membership, that the requirement to reject a candidate be changed from
one black ball/cube to three black balls/cubes. No second balloting is required. Jurisprudence agrees with
recommendation.
The Convening of the 96 th Annual Grand Session of Deborah Grand Chapter
By the power vested in me as Grand Associate Matron of Deborah Grand Chapter, Order of Eastern
Star, Prince Hall Affiliation, Commonwealth of Pennsylvania, I, Janice C. Harvey, No. 83, do hereby
proclaim that Deborah Grand Chapter’s 96 th Annual Session will convene at the Radisson Hotel Valley
Forge, 1160 First Avenue, Valley Forge, PA 19403, on Monday, July 16, 2012 to Wednesday, July 18,
2012. The hotel room rate is $103.00 plus 8% tax. Please contact the hotel at (610) 337-2000 to make
your reservations. This is a smoke free facility as well as there will be NO COOKING ALLOWED IN
ANY SLEEPING ROOMS, NO LOITERING IN THE HALLS, NO FOOD OR DRINKS IN THE HALLS,
APPROPRIATE ATTIRE IS REQUIRED IN THE HALLS AT ALL TIMES. The Security Committee
and the Convention Coordinators will be on the alert for any infractions of the rules and regulations of
Deborah Grand Chapter and/or the Radisson Hotel. Any violators will be reported to the Grand
Associate Matron and Grand Worthy Patron and will be dealt with immediately to include removal from
the hotel if necessary.

ETC.) IS TO BE WORN IN THE CASINO DURING THE DURATION OF THIS ANNUAL GRAND

CONVENTION REGISTRATION
The Pre-Registration fee for the Annual Grand Session is $45.00. This fee includes the Saturday
Evening social event. The Pre-Registration Deadline is: June 30, 2012. The On-Site Registration fee
is $50.00 - NO CHECKS WILL BE ACCEPTED FOR ON-SITE REGISTRATION. All members,
including Grand Chapter Officers, are requested to Pre-Register. There is NO Registration fee for
Past Grand Worthy Matrons or Past Grand Worthy Patrons. Chapters who have Past Grand Worthy
Matrons/Patrons must list her/his name on the Chapter’s Registration Form. Elected Grand

Directives from the Grand Worthy Patron
Change to the Balloting Process
There has been no change to the balloting process at this time. Please reference pages 79 – 83 of Deborah
Grand Chapter’s Ritual and Article XIII, pages 58 – 59 of the Constitution & By-Laws of Deborah Grand
Chapter.
Elections, Appointments and Installations
Strict adherence must be given to Article VII, Sections 1 through 7, pages 47 - 48, of the Constitution &
By-Laws of Deborah Grand Chapter. The Installing Marshalls should be selected before the June 2012
meeting so that they can be prepared to assist Officers at the time of election in all Chapters.
Eligibility
Strict adherence must be given to Article VIII, Sections 1 through 6, pages 48 - 49, of the Constitution &
By-Laws of Deborah Grand Chapter. All Chapters must declare the need for a Dispensation(s) in the
month of May 2012.
Nominations
All nominations for any elected office must be made in its entirety before any run off of an office can take
place.
Administrative Degree

All newly elected Worthy Matrons and Worthy Patrons must receive the Administrative Degree before
any elected or appointed officers can be installed. An Administrative Degree team of Past Worthy
Matrons and Past Worthy Patrons should be in place before the June 2012 meeting. The Administrative
Degree must be conferred in its entirety.
Election of Officers
Deborah Grand Chapter’s Ritual, page 190, states: the Worthy Patron/Installing Officer shall preside
during the election of officers which shall take place at the regular stated meeting in June and
installation should be on the same or at the next regular meeting.
A member of the Chapter may be elected to office although absent from the meeting, providing written
consent of such member is given, but such may not be installed in absentia. Every officer of a
Subordinate Chapter must be installed before assuming his or her duties. The Officers shall be installed
in the order they were nominated.
Amaranth Degree
The Royal and Exalted degree of the Amaranth will be conferred on all new candidates that have received
the Order of Eastern Star Degree and the Queen of the South Degree from their Subordinate Chapters in

Annual Grand Session of Deborah Grand Chapter
The official opening of the 96 th Annual Grand Session will be performed by the First and Fifth O. E. S.
Districts. These are the Districts of our “Late”, beloved Grand Worthy Matron, *Lenora Morgan-Alston,
No. 99 and the Grand Worthy Patron, Orlando E. Tuell, No. 56.
Grand Chapter of Sorrow
Members of the First O. E. S. District will perform the Chapter of Sorrow Service. The Grand Lecturer,
Brother William (Rocky) Brown III, No. 27 will coordinate this Memorial Service.
Footnote: All Chapters must turn over to their District Lecturer a list of all deceased members from July
2011 through June 2012. The deadline for this request will be June 15, 2012. If any deaths occur after
this date, the Secretary of the Chapter shall place the name(s) on a 3x5 card to be given to the Grand
Secretary at the Session prior to Sunday, July 15, 2012.
Grand Session Dress Code for Male Members

Sunday Evening – Chapter of Sorrow:
Grand Worthy Patron, Grand Associate Patron, Grand Lecturer, Grand Warder, Grand Marshal and
Grand Sentinel; black tuxedo, white shirt, black bow tie, black socks and shoes, white gloves, purple
rosette and O. E. S. Regalia. Past Grand Worthy Patrons, District Lecturers (male), Worthy Patrons,
Associate Patrons and Male Members; black or dark suit, black bow tie or long black neck tie, black socks
and shoes, white gloves, purple rosette and O. E. S. Regalia. District Lecturers (females), black robe,
mortarboard, white gloves, black hosiery, black shoes and purple rosette.
No male member on the Chapter of Sorrow Team shall be permitted to wear a robe.
Monday Morning – Opening of the Grand Chapter:

Nomination and Elections of Grand Chapter Officers
Article III, Section 3, page 8, of the Constitution & By-Laws of Deborah Grand Chapter states that all
officers shall be installed in person and not by proxy and the Grand Worthy Patron, Grand Worthy
Matron, Grand Associate Patron and Grand Associate Matron cannot resign. Not more than one elective
Grand Officer shall come from the same Chapter with the exception of the Grand Associate Patron, Grand
Trustees, Grand Secretaries or Grand Treasurers.
In order to be in compliance with the intent of the Constitution of Deborah Grand Chapter, Article II,
page 7, the elected officers shall be: Grand Worthy Patron, Grand Worthy Matron, Grand Associate
Patron, Grand Associate Matron, Grand Lecturer, Grand Conductress, Grand Warder, Grand Associate
Conductress, Grand Treasurer, Grand Assistant Treasurer, Grand Secretary, Grand Assistant Secretary
and Grand Trustee who shall be elected annually by ballot.

The Grand Worthy Patron shall do all things that are inherent in pertaining to my office, and are not in
conflict with the authority and prerogatives of the Grand Associate Matron and the Constitution & By-
Laws of this Grand Chapter.
