Eastern Star, <strong>Prince</strong> <strong>Hall</strong> Affiliation, Commonwealth of Pennsylvania,<br />

Greetings;<br />

Be it known that copies of this Proclamation will be provided to the following:<br />

All Elected <strong>Grand</strong> <strong>Chapter</strong> Officers, Past <strong>Grand</strong> Worthy Matrons, Past <strong>Grand</strong> Worthy Patrons, <strong>Grand</strong><br />

Chairpersons, District Deputy <strong>Grand</strong> Matrons, District Lecturers, Worthy Matrons, <strong>Chapter</strong> Secretaries,<br />

CC of FC, and to all members of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> via <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>'s website. A copy<br />

All Directives in this Proclamation are to be read in their entirety in each <strong>Chapter</strong>. It is not necessary to<br />

read it in O. E. S. School of Instructions or District Meetings.<br />

We, the <strong>Grand</strong> Associate Matron and <strong>Grand</strong> Worthy Patron, do hereby proclaim the following and<br />

require adherence thereto by all members of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>.<br />

Directives from the <strong>Grand</strong> Associate Matron<br />

All printed materials, to include <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> and subordinate <strong>Chapter</strong>s’ letterhead, tickets,<br />

program covers, etc., will include our <strong>Grand</strong> Worthy Matron’s name (i.e. *Lenora Morgan-Alston, <strong>No</strong>. 99,<br />

<strong>Grand</strong> Worthy Matron. *Denotes deceased). Reference the cover of this Proclamation.<br />

Please note, as we approach the end of another administrative year and <strong>Chapter</strong>s will be ordering Past<br />

Worthy Matron sashes, remember that rhinestones and other gems are not permissible on the sash.<br />

Please refer to page 14 and 16 of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s Ritual for further clarification.<br />

Dispensations<br />

Let it be known that Dispensations are required for ALL <strong>Chapter</strong> affairs. Please remember to submit<br />

Dispensation Requests along with the appropriate fee of $3.00 (if required) to the District Deputy <strong>Grand</strong><br />

Matrons in a timely manner.<br />

197 th Annual Mid-Year Session<br />

The 197 th Annual Mid-Year Session of the Most Worshipful <strong>Prince</strong> <strong>Hall</strong> <strong>Grand</strong> Lodge, Free and Accepted<br />

Masons of Pennsylvania, will be held Friday, April 13, 2012 and Saturday, April 14, 2012 at the Crowne<br />

Plaza Reading Hotel, 1741 Papermill Road, Wyomissing, PA. On Friday evening from 7:00 PM – 10:00<br />

PM, a social event will be held at which time the raffle drawing sponsored by the Most Worshipful <strong>Prince</strong> <strong>Hall</strong><br />

<strong>Grand</strong> Lodge will take place. Admission is free.<br />

All regular and stated meetings are cancelled during the Annual Mid-Year Session. Please obtain the<br />

necessary Dispensations to reschedule any meetings.<br />

On Saturday, April 14, 2012 at 1:00 PM, the Ways and Means Committee will present “The<br />

Price Is Right” Luncheon. Donations are $45.00. For tickets, please contact your Ways and<br />

Means District Chairperson, <strong>Chapter</strong> Conductress, Associate Conductress, or <strong>Grand</strong><br />

Conductress, Sister Wanda Pryor-Jones, <strong>No</strong>. 57.<br />

Proper Dress for O. E. S. Sisters on All Occasions<br />

Article XXXIV, Section I (page 73) of the Constitution and By-Laws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>,<br />

provides the description of the proper regalia of the Order which states “For all public and <strong>Grand</strong><br />

<strong>Chapter</strong> occasions, except for funerals, the Female members shall wear white dresses, white gloves,<br />

white stockings, white shoes. (a) The dress shall be white with sleeves below the elbow; no plunging<br />

necklines, back or front, no hemlines above the knee”. This Article also states, under Section 1 (e),<br />

the actions of the Marshals when a Sister is not wearing the proper regalia. Please note, the <strong>Grand</strong><br />

Assistant Marshals will exercise this duty during the 96 th Annual <strong>Grand</strong> Session of <strong>Deborah</strong> <strong>Grand</strong><br />

<strong>Chapter</strong> as well as during other Festive Days and events where proper O.E.S. regalia is required.<br />

Please adhere to the <strong>Grand</strong> Marshals’ directions in a kind and courteous manner.<br />

I ask that we are mindful of our attire when attending social functions and meetings. Plunging<br />

necklines and splits above the knee are not appropriate dress for a Sister in the Order whether<br />

regaled or at a social function. Also, when we were granted the permission to wear slacks to nonregaled<br />

events, there were restrictions. Just as a reminder, pant suits, jackets with slacks or sweater<br />

sets with slacks are acceptable. Slacks with a top/blouse/sweater, sweats, jogging suits or jeans are<br />

NOT permissible.<br />

<strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> Has Gone Green<br />

As previously directed by our *<strong>Grand</strong> Worthy Matron, Sister Lenora Morgan–Alston, <strong>No</strong>. 99, and<br />

announced during the ‘Open Forums’, effective December 1, 2011, <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, Order of<br />

Eastern Star, <strong>Prince</strong> <strong>Hall</strong> Affiliation, Commonwealth of PA, has officially ‘Gone Green’!<br />

Under this new electronic mailing system, the Subordinate <strong>Chapter</strong>s of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> will now<br />

receive all correspondence (ex. Quarterly Returns, Rosters, Proclamations, Mass Mailings from the <strong>Grand</strong><br />

Associate Matron and/or <strong>Grand</strong> Worthy Patron, Secretary ‘Helpful Hints’, etc.) via email. This new<br />

system will reduce mailing expenses for the Organization, will enable <strong>Chapter</strong>s to receive information<br />

and forward responses to the <strong>Grand</strong> Secretary (sent through deborahgrandoes@verizon.net) faster, and<br />

will benefit the environment with the reduced usage of paper.<br />

Your <strong>Chapter</strong>’s Secretary, or a volunteer from the <strong>Chapter</strong> who is computer savvy, should be checking<br />

and retrieving information from your <strong>Chapter</strong>’s assigned email address (sent to all Worthy Matrons in<br />

December 2011) on a weekly basis. All email addresses and passwords have been established by the<br />

Computerization Department at no cost to the <strong>Chapter</strong>s and are either through www.yahoo.com or<br />

www.gmail.com. Contact the <strong>Grand</strong> Secretary if you have misplaced your <strong>Chapter</strong>’s logon information or<br />

need assistance signing on. Please note, it is very important that you do not change the assigned<br />

passwords. More enhancements to the new electronic mailing system are to come.<br />

We want to once again encourage each District to take advantage of the opportunity to introduce the<br />

Order of Eastern Star to their community by selecting an elementary school in their area and provide an<br />

afternoon of various workshops for the young ladies in grades 4 and 5. Sister Marva Linda Montgomery,<br />

<strong>No</strong>. 84, <strong>Grand</strong> Associate Conductress, has chaired this event, assisted by many other sisters in the First<br />

O. E. S. District, for over 15 years. Please contact Sister Montgomery for more detailed information.<br />

Date Changed for Esther Day 2012 Observance<br />

The statewide observance of Esther Day 2012 will be held on Sunday, May 6, 2012. We thank the<br />

Most Worshipful <strong>Grand</strong> Master, the Honorable Leonard A. Heard, for granting the request to change<br />

the date for Esther Day. The District Deputy <strong>Grand</strong> Matrons are the chairpersons of this Festive Day<br />

and we ask that all Sisters and Brothers support Esther Day in your respective District.<br />

Esther Day will be observed as follows:<br />

First, Second, Third, and Fourth OES Districts: Calvary Baptist Church, 1616 West 2 nd Avenue,<br />

Chester, PA. Rev. Dr. Bayard S. Taylor, Jr., Senior Pastor. Assembly Time - 3:30 PM.<br />

Regalia for Esther Day shall be white dresses, white gloves, white stockings, white shoes, and white<br />

Matrons, Associate Matrons, Conductresses, Esthers, and Past Worthy Matrons. White corsages<br />

may also be worn.<br />

Due Date For All Annual Reports<br />

All reports from the <strong>Grand</strong> <strong>Chapter</strong> Officers, District Deputy <strong>Grand</strong> Matrons and <strong>Grand</strong> Chairpersons<br />

are due in the office of the <strong>Grand</strong> Secretary of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, with a copy to the <strong>Grand</strong><br />

Associate Matron, on or before May 31, 2012 to be included in the kits at the Annual <strong>Grand</strong> Session. If<br />

your report is not received in the office of the <strong>Grand</strong> Secretary by the due date, the <strong>Grand</strong> Officer or<br />

Committee Chairperson will be responsible for printing the necessary copies and providing them to the<br />

Convention Coordinator to be included in the kits. District Lecturers will follow the directives of the<br />

<strong>Grand</strong> Worthy Patron. Everyone must adhere to this deadline!<br />

This has been a challenging year for <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>. But in spite of these challenges, the<br />

<strong>Chapter</strong>s and members have continued to support the Order to the best of their abilities. It will be our<br />

2011 JURISPRUDENCE REPORT<br />

July 20, 2011


The Jurisprudence Committee has examined all propositions to revise, alter or amend the Constitution;<br />

all By-Laws and amendments of Subordinate <strong>Chapter</strong>s to see that nothing therefore is conflicting with<br />

the Law and Usages of the <strong>Grand</strong> <strong>Chapter</strong> or Inherent Rights of the Adoptive Rite of the Order of Eastern<br />

Star. The following are our findings:<br />

Recommendation 1:<br />

GRAND WORTHY MATRON’S RECOMMENDATIONS<br />

Jurisprudence recommends, “traditional” merging practice of two chapters past practice remain in place,<br />

put in writing and be placed in the constitution.<br />

Merging of chapters - “when two or more chapters merge, they shall combine names using the oldest<br />

number chapter’s name first and their number.” Example: “Chestnut <strong>Chapter</strong> <strong>No</strong>. 14 and Broadway<br />

<strong>Chapter</strong> <strong>No</strong>. 27 shall be Chestnut Broadway <strong>Chapter</strong> <strong>No</strong>. 14”.<br />

Motion to accept made by PMWGM Samuel King, seconded by PGWM Judith Abel-Henry. Motion<br />

carried.<br />

Wording for the change:<br />

Section 1<br />

All <strong>Chapter</strong>’s members shall be notified in writing no less than 3 weeks prior to the regular stated<br />

meeting in which the voting shall take place.<br />

Section 2<br />

Approval of merger shall require 2/3 vote of the members present at the regular stated meeting of each<br />

chapter considering merger.<br />

Section 3<br />

After completion of sections 1 and 2, a request for dispensation to merge shall be forwarded to the office of<br />

the <strong>Grand</strong> Worthy Patron with the seal of each <strong>Chapter</strong> affixed:<br />

A. Each <strong>Chapter</strong> shall pay the sum of $20 for a dispensation and forward to the office of the <strong>Grand</strong><br />

Worthy Patron.<br />

B. Joint fee of $50 for the new Charter along with the new chapter’s name and number shall also be<br />

forwarded to the office of the <strong>Grand</strong> Worthy Patron.<br />

Recommendation 2:<br />

To encourage <strong>Chapter</strong>s to pay their Quarterly Taxes on time, a late fee of five (5) percent will be applied<br />

to the outstanding balance of a <strong>Chapter</strong>’s Quarterly Taxes not received by the due date in the office of the<br />

<strong>Grand</strong> Secretary. Jurisprudence agrees with recommendation.<br />

Motion to accept made by PWM Barbara Dixon, seconded by PWGM Samuel King. Motion carried.<br />

Recommendation 1:<br />

GRAND WORTHY PATRON’S RECOMMENDATIONS


When voting on a candidate for membership, that the requirement to reject a candidate be changed from<br />

one black ball/cube to three black balls/cubes. <strong>No</strong> second balloting is required. Jurisprudence agrees with<br />

recommendation.<br />

The Convening of the 96 th Annual <strong>Grand</strong> Session of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong><br />

By the power vested in me as <strong>Grand</strong> Associate Matron of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, Order of Eastern<br />

Star, <strong>Prince</strong> <strong>Hall</strong> Affiliation, Commonwealth of Pennsylvania, I, Janice C. Harvey, <strong>No</strong>. 83, do hereby<br />

proclaim that <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s 96 th Annual Session will convene at the Radisson Hotel Valley<br />

Forge, 1160 First Avenue, Valley Forge, PA 19403, on Monday, July 16, 2012 to Wednesday, July 18,<br />

2012. The hotel room rate is $103.00 plus 8% tax. Please contact the hotel at (610) 337-2000 to make<br />

your reservations. This is a smoke free facility as well as there will be NO COOKING ALLOWED IN<br />

ANY SLEEPING ROOMS, NO LOITERING IN THE HALLS, NO FOOD OR DRINKS IN THE HALLS,<br />

APPROPRIATE ATTIRE IS REQUIRED IN THE HALLS AT ALL TIMES. The Security Committee<br />

and the Convention Coordinators will be on the alert for any infractions of the rules and regulations of<br />

<strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> and/or the Radisson Hotel. Any violators will be reported to the <strong>Grand</strong><br />

Associate Matron and <strong>Grand</strong> Worthy Patron and will be dealt with immediately to include removal from<br />

the hotel if necessary.<br />

NO O .E. S. PARAPHERNALIA OF ANY KIND (I.E. WHITE DRESSES, SASHES, JEWELS, SHIRTS,<br />

ETC.) IS TO BE WORN IN THE CASINO DURING THE DURATION OF THIS ANNUAL GRAND<br />

Change to the Balloting Process<br />

There has been no change to the balloting process at this time. Please reference pages 79 – 83 of <strong>Deborah</strong><br />

<strong>Grand</strong> <strong>Chapter</strong>’s Ritual and Article XIII, pages 58 – 59 of the Constitution & By-Laws of <strong>Deborah</strong> <strong>Grand</strong><br />

<strong>Chapter</strong>.<br />

Elections, Appointments and Installations<br />

Strict adherence must be given to Article VII, Sections 1 through 7, pages 47 - 48, of the Constitution &<br />

By-Laws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>. The Installing Marshalls should be selected before the June 2012<br />

meeting so that they can be prepared to assist Officers at the time of election in all <strong>Chapter</strong>s.<br />

Eligibility<br />

Strict adherence must be given to Article VIII, Sections 1 through 6, pages 48 - 49, of the Constitution &<br />

By-Laws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>. All <strong>Chapter</strong>s must declare the need for a Dispensation(s) in the<br />

month of May 2012.<br />

<strong>No</strong>minations<br />

All nominations for any elected office must be made in its entirety before any run off of an office can take<br />

place.<br />

Administrative Degree


All newly elected Worthy Matrons and Worthy Patrons must receive the Administrative Degree before<br />

any elected or appointed officers can be installed. An Administrative Degree team of Past Worthy<br />

Matrons and Past Worthy Patrons should be in place before the June 2012 meeting. The Administrative<br />

Degree must be conferred in its entirety.<br />

Election of Officers<br />

<strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>’s Ritual, page 190, states: the Worthy Patron/Installing Officer shall preside<br />

during the election of officers which shall take place at the regular stated meeting in June and<br />

installation should be on the same or at the next regular meeting.<br />

A member of the <strong>Chapter</strong> may be elected to office although absent from the meeting, providing written<br />

consent of such member is given, but such may not be installed in absentia. Every officer of a<br />

Subordinate <strong>Chapter</strong> must be installed before assuming his or her duties. The Officers shall be installed<br />

in the order they were nominated.<br />

Amaranth Degree<br />

The Royal and Exalted degree of the Amaranth will be conferred on all new candidates that have received<br />

the Order of Eastern Star Degree and the Queen of the South Degree from their Subordinate <strong>Chapter</strong>s in<br />

<strong>No</strong>mination and Elections of <strong>Grand</strong> <strong>Chapter</strong> Officers<br />

Article III, Section 3, page 8, of the Constitution & By-Laws of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong> states that all<br />

officers shall be installed in person and not by proxy and the <strong>Grand</strong> Worthy Patron, <strong>Grand</strong> Worthy<br />

Matron, <strong>Grand</strong> Associate Patron and <strong>Grand</strong> Associate Matron cannot resign. <strong>No</strong>t more than one elective<br />

<strong>Grand</strong> Officer shall come from the same <strong>Chapter</strong> with the exception of the <strong>Grand</strong> Associate Patron, <strong>Grand</strong><br />

Trustees, <strong>Grand</strong> Secretaries or <strong>Grand</strong> Treasurers.<br />

In order to be in compliance with the intent of the Constitution of <strong>Deborah</strong> <strong>Grand</strong> <strong>Chapter</strong>, Article II,<br />

page 7, the elected officers shall be: <strong>Grand</strong> Worthy Patron, <strong>Grand</strong> Worthy Matron, <strong>Grand</strong> Associate<br />
