The Rancho Palos Verdes City Council 

voted unanimously at their February 

12 meeting to acquire the 98-acre 

Portuguese Bend parcel known as Parcel 

4. The Conservancy strongly supported 

this action and played a critical 

role in securing the necessary funding. 

Conservancy President Bill Ailor’s testimony 

at the meeting follows: 

On behalf of the Palos Verdes Peninsula 

Land Conservancy, I want to congratulate 

the City of Rancho Palos 

Verdes on bringing us to the point where 

the preservation of this magnificent parcel 

is, assuming your positive vote, assured. 

As you know, early in 1996 the Conservancy 

sought and received a letter 

from this Council supporting the inclusion 

of a line-item $4 million in LA 

County Measure A for the acquisition 

of “critical natural lands and wildlife 

habitat in the vicinity of Portuguese 

Bend for preservation as open space.” 

That letter, noting your unanimous approval, 

was signed by you, Mayor Lyon, 

when you last served as Mayor. 

This letter was a critical part of the 

proposal the Conservancy submitted on 

behalf of the City of Rancho Palos 

Verdes which led to inclusion of funds 

in Measure A, funds which you are 

using for the acquisition being discussed 

tonight. 

A second critical part of this application 

was a letter from Palos Verdes 

Land Holdings Company indicating its 

willingness to consider selling this property 

for preservation purposes. Mr. Mike 

Walker signed that letter and I want to 

thank him and Palos Verdes Land Holdings 

for their willingness to work with 

the community then and now as we 

move forward with the acquisition. 

As you know, Los Angeles County 

voters approved Measure A in November 

1996 by more than a 60% vote. By 

this approval, voters expressed their support 

for preserving land such as this by 

agreeing to tax themselves to provide 

the necessary funds. The Conservancy 

is pleased that we were able to play a 

critical role in bringing acquisition funds 

to our community and we congratulate 

the City on the pending action. 

Since our founding in 1988, we at the 

Conservancy have had as our primary 

goal the creation of what we call “the 

Portuguese Bend Nature Preserve.” The 

160-acre Forrestal acquisition by the 

City in 1996 was the first piece of the 

Preserve. Your action tonight will preserve 

the second 98-acre piece. 

Just a bit more to go and our community 

will have as its centerpiece nearly 

1,000 acres of permanently preserved,

contiguous open space—an area truly 

unique in the South Bay with a beauty 

and serenity unparalleled in all of Los 

Angeles County. 

I know that one issue likely to arise in 

discussions tonight will be the costs of 

maintenance, trail construction, liability, 

and the like on this parcel. As we 

have done before, I would like to offer 

our organization’s services to the city. 

We would be pleased to work with you to 

develop a management and habitat restoration 

plan and our intention would be 

to implement that plan at no cost to the 

City. 

Should liability or other cost of ownership 

present a problem, we would be 

willing to assume ownership and the 

related costs and liabilities, as well. Our 

goal is to assure that this property remains 

a viable, usable public asset as 

natural open space and that costs and 

liabilities are not seen as burdens to the 

City. 

We would be pleased to discuss any of 

the above considerations should you desire. 

As I said, this evening you are completing 

a process our community began 

in 1996. We strongly support a vote to 

acquire this property and we stand ready 

to work with you to minimize the costs to 

the City incurred by this action.

Longtime Board Members Servis and Randall Depart 

Board Member and Vice President 

Ken Servis of Rolling Hills Estates 

and Eric Randall of Rancho Palos Verdes 

have departed our Board. 

Ken joined the Board in 1996 and 

became vice president in 1997. He was 

one of the principal negotiators in discussions 

which led to acquisition of the 

Forrestal property by Rancho Palos 

Verdes in 1996. Before joining our 

Board, Ken worked with the Conservancy 

as Mayor of Rolling Hills Estates 

and was instrumental in the 1993 acquisition 

of what is now the Linden H. 

Chandler Preserve. We will miss Ken’s 

good judgment and enthusiasm. 

Eric joined the Board in 1997 and 

played a key role in the evolution of the

SOC II Proposes Preservation of City Hall Site 

Save Our Coastline II has proposed to 

the Rancho Palos Verdes City Council 

that natural areas around the 77-acre 

Rancho Palos Verdes City Hall site be 

maintained and enhanced for passive recreational 

purposes. The plan includes 

trails, restoration of native habitat, and 

exhibits profiling the Native American 

and military history of the site. 

The City Council directed that the proposed 

use of the site be included among 

the options discussed in the Environmental 

Impact Report (EIR) for the Long 

Point site. The owners of Long Point 

Conservancy’s management plan for the 

Forrestal property in Rancho Palos Verdes. 

Eric also served as a Conservancy representative 

to the Rancho Palos Verdes Recreation 

and Parks Subcommittee working 

to draft a management plan for the property. 

We sincerely appreciate Eric’s assistance 

with the Forrestal property, his service 

as a walk leader for our Nature Walk 

program, his leadership with the Silver 

Spur Canyon acquisition effort, and his 

assistance in numerous other activities. 

Noel Park and Douglass Stewart also 

departed our Board late last year. While 

both served only a short time, we appreciate 

the perspective that these two businessmen 

brought to us and wish them well.

Board Elects Four New Members 

At its December meeting, the 

Conservancy’s Board of Directors 

elected four new members: Bruce 

Biesman-Simons of San Pedro, Don 

Crocker of Rolling Hills, Leah 

Marinkovich of Rancho Palos Verdes, 

and Bill Swank of Rancho Palos 

Verdes. The four replace outgoing 

Board members Douglass Stewart, Eric 

Randall, Ken Servis, and Noel Park. 

Bruce Biesman-Simons is an architect 

and principal at Biesman- 

Simons Architecture, where he has 

been involved in a number of projects 

throughout the United States. 

A San Pedro resident since 1981, 

Bruce is currently a Board member 

and vice president of the Palisades 

Residents Association. He was appointed 

in 2000 to serve on the White 

Point Nature Preserve Steering Committee. 

In this capacity, he has donated 

design services for the Master 

Plan for the 102-acre parcel. 

He has also provided volunteer consulting 

services for Richstone Family 

Center in Hawthorne. He attended the 

University of Cape Town, South Africa, 

and graduated from the Southern 

California Institute of Architecture. 

Leah Marinkovich is a 35-year 

Peninsula resident and graduate of San 

Pedro High School. She is a licensed 

realtor who has been very active in the 

community. 

Leah is vice president of the Rolling 

Hills Riviera Homeowners 

Association’s Board of Directors, and 

co-founder of the Friends of White 

Point, the community organization 

which advocated the preservation of 

that San Pedro parcel. 

Leah is currently a member of the 

White Point Steering Committee, 

which is charged with developing a 

master plan for the property; is parliamentarian 

for the Dapplegray Elementary 

School PTA, and serves on the 

School Site Committee for Dapplegray 

Elementary School. 

Stanford graduate and retired attorney 

Don Crocker was regional director 

of the Federal Savings and Loan 

Investment Corporation (FSLIC) and 

has worked for years dealing with issues 

related to raw land and troubled 

properties. 

Don served two terms on the Rolling 

Hills City Council and was mayor 

twice. He was president of the Los 

Angeles Council of Boy Scouts, president 

of Goodwill Industries of Southern 

California, and Chair of the Board 

of Visitors for the Stanford Law School. 

Since his retirement, he has taken an 

active interest in developing his plein 

air painting skills. 

Don’s interest in the Conservancy 

follows naturally from his love of the 

outdoors. “I have taken many trips to 

beautiful places with the Boy Scouts 

and Sierra Club. We have a unique and 

beautiful place right here. If we can 

preserve and enhance it, what a great 

thing for our community.” 

Bill Swank is an attorney and partner 

at Brobeck, Phleger and Harrison 

where he specializes in environmental 

and toxic tort litigation. Bill and his 

wife Lynn moved here from San 

Marino and have been Peninsula residents 

for 6 years—“relative newcomers,” 

he says. 

Bill became interested in the Conservancy 

after he met a number of 

people connected with the organization 

and found them to be a very interesting 

and diverse group. “ I live on the 

less developed side of the Peninsula, 

so I am particularly attuned to issues 

which affect the open space that remains. 

I particularly like the free market 

approach the Conservancy uses to 

preserve land.” 

Lynn is docent at the Pt. Vicente 

Interpretive Center and member of Las 

Candalistas. 

We are pleased to welcome Bruce, 

Leah, Bill and Don to the Board. Our 

community is truly fortunate that such 

fine individuals are willing to donate 

their time to open space preservation 

and management.

ard to imagine, but it's been al 

most a year since I started with 

the Land Conservancy, lured by the 

breathtaking beauty of the Palos 

Verdes Peninsula and the challenge 

of saving the last great natural area of 

southern Los Angeles County. 

As I’ve become 

more familiar with our 

work, it occurred to me 

that taken together our 

projects constitute a 

virtual movie depicting 

the evolution of a 

conservation project. If 

we could take a snap 

shot of each of our major 

projects today and 

put them in a flip-deck, 

we could view the 

time-lapse scenarios of 

a successful conservation 

project. 

The first card in our 

deck is the Lunada Canyon Preserve. 

This developable 20-acre parcel 

was donated to the Conservancy 

by the E.K. Zuckerman family in 

1992. Since that time, we’ve completed 

a survey of the plants and 

animals living there, developed a 

master plan for the site, and have 

been using volunteer assistance to 

implement the plan. This site has 

also been a favorite part of our education 

program, regularly visited by 

3 rd and 4 th grade students from a 

nearby school. 

The second card, the Linden H. 

Chandler Preserve, was also an 

early success of the PVPLC and is 

the most mature in terms of restoration. 

Acquired in partnership with 

Rolling Hills Estates using LA 

County Measure A funds, and financed 

in part through a donation by 

the Chandler family, this project has 

benefited from nearly eight years of 

focused effort and nearly $250,000 

invested to restore habitat and improved 

recreational amenities for hikers 

and equestrians. 

Last spring, we released over 300 

Palos Verdes Blue Butterflies on the 

property, a milestone in urban conservation. 

This project has demonstrated 

conclusively the benefit of 

strong partnerships between private

landowners, municipalities, and nonprofit 

organizations. 

The third card in our deck is the 

Forrestal property. Brokered by the 

Conservancy and acquired by the City 

of Rancho Palos Verdes in 1996, today 

this 160-acre property has a completed 

management 

plan, but little habitat 

improvement or 

recreational enhancement 

has occurred. 

The Conservancy 

hopes to secure a 

management agreement 

with Rancho 

Palos Verdes that 

would both save city 

funds and bring our 

stewardship expertise 

to bear on the 

project. 

While the land 

was acquired for 

conservation purposes, 

the manner in which it will be 

ultimately managed remains open. 

Once a management agreement is 

crafted, we can begin the process of 

attracting the necessary funds. 

The fourth card is the former 53- 

acre LA County property Shoreline 

Park, whose future was uncertain for 

years until Supervisor Don Knabe responded 

to community desires and 

helped effect transfer to Rancho Palos 

Verdes. The Conservancy played a 

critical role in the acquisition of this 

parcel and we hope eventually to be 

involved in its management and restoration. 

Younger yet in its conservation 

life is our 102-acre White Point 

project in San Pedro, dedicated as a 

nature preserve in May 2000. The 

Conservancy is working with the City 

of Los Angeles to develop a management 

plan for the property, a critical 

step in the evolution of this former 

military site. In the interim, the Conservancy 

has urged the City to donate 

a conservation easement on the property 

so that its conservation future 

will be guaranteed. Early responses 

are positive. 

The last card is the conceptual Portuguese 

Bend Nature Preserve. Totaling 

approximately 1000 acres, this 

is the largest natural area remaining 

in south LA County. Many hurdles 

remain as we work to establish the 

conservation future of this remarkable 

property, but with the help of our 

community, we are confident this vision 

will materialize. 

Your contributions and ongoing 

support are essential to 

keeping the Conservancy 

in a strong position 

during this critical 

period. Our funding 

needs will be significant 

in the months 

ahead, but dollars in 

support of this effort 

are dollars wisely invested. 

Our organization has 

shown through a series 

of successively more 

ambitious and successful 

projects that we are 

uniquely positioned to 

draw together individuals from the 

public and private sectors. 

With our nonpolitical philosophy 

and our charitable status, the Conservancy 

is the essential bridge joining 

the many widely varying interests 

that share a stake in a conservation 

outcome for Portuguese Bend and 

the Peninsula.

Entryway Beautification Project Underway at White Point Nature Preserve

It is amazing what can 

be accomplished when 

the community comes together 

in support of open 

space preservation! The 

White Point Nature Preserve 

Entryway Beautification 

Project is one of 

those amazing accomplishments. 

It began as a grass roots 

effort by the Palisades Residents 

Association and 

Friends of White Point to 

clean-up the 102-acre site 

by scheduling regular volunteer days. 

Spearheaded by people such as Noel 

Park, Leah Marinkovich, Beth 

Sohngen and representatives of the 

PVPLC, these volunteer hours added 

up and eventually the group had 

enough to apply for a Neighborhood 

Matching Grant (NMF) from the City 

Boulder is placed as part of beautification effort.

The NMF seeks to create partnerships 

between the City of Los Angeles 

and neighborhood-based organizations 

and provides cash grants that 

match the volunteer commitment. In 

our case, this volunteer effort was 

awarded $20,000 in grant dollars 

from NMF, enough to make 

a good start on entryway 

improvements. Work on 

entryway beautification, in 

this case an irrigated strip of 

native plant landscaping 

along Paseo del Mar, began 

in January. 

The project could not 

have been accomplished 

without the generous discounts 

given by local businesses 

for services and materials 

needed to complete 

the project within the budget. 

Our sincere thanks go to Lomita 

Building Materials, Bennett Landscaping, 

and Biesman-Simons Architecture 

for providing professional 

services and materials at greatly reduced 

prices to support the efforts of 

the volunteers and the PVPLC. 

PVPLC naturalists will 

instruct nearly 900 children 

this year in our third 

grade nature program, 

which is presented at all 

twelve of the PVUSD elementary 

schools plus the 

newly added White Point 

Elementary School in San 

Pedro. 

The program includes 

four in-class sessions plus 

a field trip. In-class sessions 

cover various topics 

of natural and cultural history 

of the Peninsula. Special emphasis 

is placed on native and non-native 

mammals, birds and reptiles found 

locally. Species of interest include 

the gray fox, the soaring red tail hawk 

and the swift blue belly western 

fencepost lizard. 

Education Program To Reach 900 This Year

Students involved in classrom project. 

On the field trip, each class will 

journey to a natural habitat within 

walking distance of their school. With 

the help of parent volunteers, they 

explore the sights, smells and maybe 

even the tastes of the remaining native 

and introduced plant life just 

around the corner. 

The program includes the 

Native American, Spanish, 

and early settler periods of 

Peninsula history—from 

Gabrielinos to Vanderlips. 

In addition, the children will 

learn the geology of the area 

by using samples of the various 

rocks that have been 

influential in the formation 

of the Peninsula: our heavy 

basement rock Catalina 

schist, hard basalt from the 

points, soft shale from the 

coves and slippery bentonite 

from the slides.

“Abalone Cove: An Intimate Portrait” Planned for May 

The Conservancy’s fine art show 

and sale this year will be titled 

“Abalone Cove: An Intimate Portrait.” 

The show opens on 

May 5 in the Gallery 

Room at the Malaga 

Cove Plaza and continues 

through May 26. 

Once again the show 

is being organized by 

artist Rick Humphrey, 

but for the first time it 

will include works from 

eight members of the 

Portuguese Bend Artist 

Colony. “With eight 

different artists painting 

the same area under 

a variety of conditions, 

it should provide some 

interesting comparisons 

of style and artistic 

interpretation,” according 

to Humphrey

by Humphrey, the show 

will include plein air 

paintings by Daniel 

Pinkham, Vicki 

Pinkham, Stephen Mirich, Amy 

Sidrane, Thomas Redfield, Eva 

Matysek, and Kevin Prince.

On November 18, 2000, a 

site survey was conducted 

on the native plant test plot at 

the White Point Nature Preserve. 

The survey was performed 

and recorded by students 

from Marymount College 

under the supervision of 

White Point Steering Committee 

member Bruce Biesman- 

Simons. 

The purpose of this survey 

was to determine the overall 

success of the planting and to 

establish a baseline from which 

to monitor and document the 

native plant restoration effort at this 

site. 

The data collected consisted of 

quantifying the number of plants, species 

assemblage, plant height and 

and Sidrane have exhibited at previous 

shows.

and has a unique beauty and ruggedness 

that is very inspiring,” says

provided the show as a 

way to highlight the natural 

beauty of the Peninsula 

and to raise funds to 

support 

the 

Conservancy’s mission 

to preserve natural open 

space. “As artists, we try 

to capture the beauty and 

serenity of the Peninsula 

in our work. We want to 

be sure that opportunity 

continues,” explained 

Humphrey. “We have 

been pleased that this 

show has been successful 

from all perspectives.” 

The show has been consistently 

attended by over 

1,000 visitors. Art sales 

last year raised nearly 

$8,000 for the Conservancy. 

The show’s opening 

reception will be held from 1 p.m. to 

4 p.m. on Saturday, May 12th. Please 

come and enjoy some of the finest 

paintings of the Peninsula.

taken to document the test plot. 

The students performing the survey 

noted that the overall health 

of the planted area was good. 

Most of the introduced native 

plants were reported to be in 

good health, with several species 

flowering. 

The native plants appeared 

to be competing well with the 

surrounding non-native vegetation 

and the overall coverage 

seemed quite good indicating 

a very low plant mortality. 

This information is very 

valuable to the White Point 

Steering Committee and we 

are especially pleased whenever we 

are able to involve students from our 

local colleges to assist us with projects 

of this nature.


Balance Benefits Beaked Beings 

by Joseph K. Slap 

Birds’ bodies have many aspects to 

aid them in balanced flight. The 

sizes and shapes of the tails and wings, 

combined with each bird’s distribution 

of the body mass, adds stability during 

flight. 

In flying, a bird’s tail is often twisted 

downward as well as from right to left, 

thus providing air pressures which tip 

and turn the flying bird. By moving their 

wings in different ways, birds can shift 

their flight directions easily. 

In contrast, cursorial (running) birds, 

such as ostriches, emus, and cassowaries, 

have mass centers which would create 

balance problems if they were trying to 

fly. 

In such running birds, the femur (which 

is the long leg bone) is located close to 

the bird’s center of mass, and that feature 

plus the rotation of the lower part of the 

leg, gives balance and ease to the bird 

when running. A difference relative to 

most bipedal dinosaurs is that such dinosaurs 

are believed to have had a center of 

mass near the hip joint and to have rotated 

the entire limb joint during stride 

Goldie Otters: Celebration of Life 1913-2000

We remember long-time PVPLC mem 

ber Goldie Otters with gratitude. A 

celebration of her life was held on January 

11 at the John Olguin Auditorium 

at the Cabrillo 

Beach Marine Aquarium. 

Goldie was a champion 

for countless community 

organizations and causes. 

Whenever there was an issue 

or project which impacted 

the welfare of the 

Peninsula and its residents, 

Goldie was there. 

She served on the San 

Pedro and Peninsula 

Homeowners Coalition for 

many years. She was very concerned about 

the coke piles on Terminal Island and became 

the catalyst behind the eventual solution 

of this problem (they were covered). 

She was at the forefront of saving the salt 

generation. 

One idea that supports paleontology’s 

popular current theories about the ancestral 

relationship of some dinosaurs to 

modern birds is the fact that the therapod 

dinosaur named Caudipteryx had an anterior 

center of mass and hindlimb proportions 

similar to those of cursorial birds. 

Thus, Caudipteryx probably used a running 

mechanism more similar to that of 

modern cursorial birds than to that of 

most other bipedal dinosaurs. 

That fact may give paleontologists 

clues in analyzing the relationship of 

motion methods of Caudipteryx in comparison 

to the motion methods of 

Caudipteryx’s descendants. 

Waterfowl with sizeable webbed feet 

can use those feet not only during swimming 

but as steering mechanisms along 

with their wings when approaching a 

landing site. The great crested grebe has 

toes which are lobed in a non-symmetrical

In addition, the crested grebe, which 

marsh at Cabrillo Beach from development, 

as well as overseeing the new museum 

and bathhouse projects. 

Goldie worked with the 

Harbor Free Clinic, San 

Pedro Bay Historical Society 

and the Marine Maritime 

Museum Boosters. 

She fought to ensure the 

keeper of the Pt. Fermin 

lighthouse remained on 

watch in San Pedro. She 

was an active member of 

the League of Women 

Voters and a volunteer at 

the United Nations Store. 

Goldie loved children. 

John Olguin remarked about her yearly 

contributions for up to 25 students to embark 

upon whale watching trips. She would 

always go along to share the experience 

with them. 

swims and dives, propels itself underwater 

with the separated toes functioning as 

grooves aiding in a smooth motion. The 

bird’s shape and its feathers provide an 

additional feature-- a high lift-to-drag 

ratio. The asymmetry of the toe lobes is 

a major factor for stabilizing the toes as 

they twist during the hydrodynamic power 

strokes of swimming, diving, and rising 

from depth in water. 

We are very fortunate to have so many 

birds of different species here on our 

Peninsula. It is indeed a great pleasure to 

see and hear them! By preserving open 

space with flowers and trees and other 

attractive flora, we can do much to maintain 

the bird population here. Let’s have 

an enjoyable life with not only wellbalanced 

birds but with other attractive 

fauna, as well. 

Over the last two decades, Goldie served 

on three different task forces concerning 

White Point Park. During this time, she 

helped lay the groundwork for the Nature 

Preserve that exists today. She most recently 

served on the Conservancy’s White 

Point Steering Committee. We are very 

happy that she was able to celebrate with us 

the dedication of White Point Nature Preserve 

last spring. 

Service to those in need was her way of 

life, humility was her steady demeanor, 

and she held a deep dedication to the principle 

of serving her fellow human kind.

Conservancy Ramps Up Nursery Operation 

O 

ver the last twelve months, the Conservancy has 

substantially increased plant production at its native 

plant nursery in San Pedro. Nearly 100,000 plants were 

raised, all from local sources, thus insuring the integrity 

of the gene pool for Peninsula-native plants. 

These plants will be used to restore habitat for the 

Palos Verdes Blue Butterfly at the Defense Fuel Supply 

Point in San Pedro and for similar work at the Chandler 

Preserve. 

Additional plants will be raised for a variety of other 

restoration projects around the Peninsula, including habitat 

improvement at the Lunada Canyon preserve and the 

Forrestal property (once a management agreement is in 

place), revegetation at Ocean Trails, and several smaller 

projects. 

Our locally-sourced native plants are available to 

private individuals as well. For more information, please

Habitat Restoration Moves Ahead

It’s planting season again and the 

Conservancy’s stewardship staff have 

been busy planting at the Defense Fuel 

Supply Point (DFSP) in San Pedro and at 

the Linden H. Chandler 

Preserve in 

Rolling Hills Estates. 

So far this 

year, about nine 

acres have been 

revegetated at the 

DFSP with one 

more to go this year, 

and then on to the 

Chandler Preserve, 

where we will 

revegetate five additional 

acres. 

Overall, more 

than 15 acres have 

been restored at the 

DFSP site and approximately 10 at the 

Chandler Preserve. 

All of this work was prompted by a 

little blue butterfly—the PV Blue, which 

is about the size of a quarter. The DFSP 

was the home of the universe’s last 

remaining population of PV Blue butterflies 

until now. 

The PV Blue was 

reintroduced at the 

Chandler Preserve 

last year in hopes 

that a second stable 

population will develop 

there. 

Around the middle 

of March or early 

April, the butterflies 

should emerge 

from their pupae 

and view their recently-revegetated 

home.
