Dear Minister<br />

In accordance with Section 29 of the Thoroughbred <strong>Racing</strong> Act<br />

1996, I am pleased to submit to you the 16th <strong>Annual</strong> <strong>Report</strong> of<br />

<strong>Racing</strong> <strong>NSW</strong> covering the period 1 July 2011 to 30 June <strong>2012</strong>.<br />

Following the enactment of the Thoroughbred <strong>Racing</strong><br />

Amendment Act 2011, <strong>Racing</strong> <strong>NSW</strong> was restructured and the new<br />

Board took office on 19 December, 2011.<br />

Board meetings were held on 15 occasions during the year and<br />

I acknowledge the endeavours and achievements of those Board<br />

Members whose terms of office expired upon the appointment of<br />

the current Board.<br />

I also acknowledge the invaluable contributions of my fellow<br />

Board members whose expertise, business acumen and detailed<br />

knowledge of the thoroughbred racing industry have enabled<br />

<strong>Racing</strong> <strong>NSW</strong> to undertake its functions and responsibilities to<br />

the highest levels. I am confident that with the combined skills<br />

and experience of Board Members, <strong>Racing</strong> <strong>NSW</strong> is now well<br />

placed to lead the industry forward in a new and exciting era for<br />

thoroughbred racing in New South Wales.<br />

The highlight of the year was, of course, the handing down of<br />

the High Court Judgments which validated the legality of the Race<br />

Fields Legislation and the scheme implemented by <strong>Racing</strong> <strong>NSW</strong><br />

to administer the legislation. The outstanding efforts of the Chief<br />

Executive in his prosecution of the race field issues and the support<br />

he received from former Board members should be recognised by<br />

all participants in the <strong>NSW</strong> Thoroughbred <strong>Racing</strong> Industry.<br />

<strong>Racing</strong> <strong>NSW</strong> continues to pursue policies aimed at improving<br />

returns to owners and to improve the incomes of those many<br />

participants who rely on the industry for their livelihoods. The<br />

subsequent release of accrued race field revenues and the certainty<br />

now provided in respect of future recurrent fees allowed us to<br />

confirm previous prizemoney increases and to implement significant<br />

additional increases to take effect from 1 July <strong>2012</strong>.<br />

In addition <strong>Racing</strong> <strong>NSW</strong> has drawn up plans for a major capital<br />

development program for the State’s racecourses. This program<br />

will commence in the early part of <strong>2012</strong>/13 and will be focused<br />

on improvements to racing surfaces and training facilities at major<br />

provincial and country racecourses throughout the State. We have<br />

also continued to work closely with the Australian Turf Club in the<br />

construction of the new grandstand and associated facilities at<br />

Randwick Racecourse.<br />

During the year we have progressed several other major<br />

initiatives which will provide significant benefits for the industry.<br />

These included:<br />

Negotiations for the aggregation of all media rights for <strong>NSW</strong><br />

and Victorian thoroughbred race meetings, and<br />

●●<br />

The restructure of the Sydney Autumn <strong>Racing</strong> Carnival.<br />

In the coming year <strong>Racing</strong> <strong>NSW</strong> will finalise negotiations in<br />

respect of several major commercial agreements, including the<br />

<strong>Racing</strong> Distribution Agreement and the Thoroughbred <strong>Racing</strong><br />

Industry’s Intra-Code Deed.<br />

I firmly believe that the finalisation of these initiatives coupled<br />

with the above prizemoney increases and capital developments has<br />

New South Wales well placed to regain the mantle of Australia’s<br />

leading racing State.<br />

As required under the Thoroughbred <strong>Racing</strong> Act 1996, the<br />

Board has continued to hold meetings with the <strong>Racing</strong> Industry<br />

Consultative Group (RICG) and the advice provided by that body<br />

has been most appreciated and has ensured that the Board<br />

develops its policies in a manner which best suits the needs of the<br />

industry and its participants.<br />

Finally, on behalf of the Board and myself, I thank and<br />

acknowledge the Chief Executive, Peter V’landys, and the<br />

entire staff of <strong>Racing</strong> <strong>NSW</strong> for their support and achievements<br />

during the year. The industry is indeed fortunate to have such a<br />

dedicated and knowledgeable team administering the industry on<br />

a day to day basis.<br />

I would also like to thank you, your staff and your Departmental<br />

Officers for your assistance and support during the year and<br />

confirm that we are looking forward to working with you over the<br />

coming years to develop and implement initiatives which will ensure<br />

the financial well-being of the <strong>NSW</strong> Thoroughbred <strong>Racing</strong> Industry.<br />
