We are delighted that you are interested in filming in beautiful historic York. There are<br />

three key organisations that may be useful to you; Creative Engl<strong>and</strong> (the national body<br />

<strong>for</strong> film), the City of York Council (<strong>for</strong> filming permissions etc), Visit York (the city’s<br />

tourism body) <strong>and</strong> then also <strong>Screen</strong> <strong>Yorkshire</strong>.<br />

Creative Engl<strong>and</strong>’s Locations <strong>and</strong> Production Services department is <strong>co</strong>mmitted to<br />

the fantastic <strong>and</strong> diverse locations on offer across the English regions, from urban cities<br />

CITY OF YORK COUNCIL - PERMISSIONS AND FILMING WITHIN THE CITY OF YORK –<br />

ADVICE PROVIDED BY THE CITY OF YORK COUNCIL<br />

There are no laws to prevent anyone filming on public streets, however it is an offence<br />

to cause an obstruction or to place materials on the highway without an appropriate<br />

licence. In theory a small crew (5 people or fewer) using a h<strong>and</strong>held or tripod camera<br />

should be able to film on the street without obtaining permission, however legislation in<br />

this area is open to interpretation <strong>and</strong> so if the Local Authority is not aware that you will<br />

be filming in the area there is a chance that you may be asked to stop.<br />

All film crews of five or less are there<strong>for</strong>e requested to gain permissions from the City<br />

of York Council <strong>co</strong>ntact which is Liz Topi.<br />

To film in private locations such as residential properties, you will need to apply directly<br />

to the property owner. Please remember that if you are filming in a flat or on a housing<br />

estate it may be owned by a Housing Association, Private L<strong>and</strong>lord or Council so you will<br />

need to <strong>co</strong>ntact ALL relevant parties. (note Visit York may be able to assist with any<br />

locations which are private businesses in the city)….<br />

It is re<strong>co</strong>mmended that any production planning to film on the street <strong>co</strong>ntact Liz Topi,<br />

the Events <strong>and</strong> Festivals Officer on 01904 554253/07500127821 (liz.topi@york.gov.<strong>uk</strong>),


who will be able to advise you on any areas where you will need filming permission,<br />

in<strong>for</strong>m you of potential filming hotspots - or of anything going on in the area that may<br />

disrupt your filming <strong>and</strong> assist in liaising with other arms of the Council who would need<br />

to be approached <strong>for</strong> permission etc. Film crews would also be asked to present a <strong>co</strong>py<br />

of their Public Liability Insurance.<br />

Small crews<br />

If you are a crew of fewer than 5 people, using only a h<strong>and</strong>-held or tripod cameras <strong>and</strong><br />

have no parking requirements then you can use the Small Crew Notification Form.<br />

Crews of 5 or more, or <strong>co</strong>mplex shoots<br />

An application <strong>for</strong>m must be <strong>co</strong>mpleted <strong>and</strong> submitted <strong>for</strong> approval.<br />

Notice<br />

The amount of notice required depends on the <strong>co</strong>mplexity of your shoot <strong>and</strong> whether<br />

you require parking suspensions. Details on lead-in times <strong>and</strong> charges can be found<br />

below. We en<strong>co</strong>urage all film-makers to seek guidance from the Authority at the<br />

earliest possible point in preparation of the location.<br />

The Authority will <strong>co</strong>nfirm receipt of your Filming Application Form within 4 working<br />

days <strong>and</strong> will give you written permission <strong>for</strong> the filming to go ahead. This may be a<br />

<strong>co</strong>nfirmation email or a <strong>co</strong>ntract, depending on the nature <strong>and</strong> location of your shoot.<br />

The impact of failing to in<strong>for</strong>m the Authority <strong>co</strong>uld result in unnecessary resources<br />

being deployed <strong>and</strong> disruption to the <strong>co</strong>mmunity <strong>and</strong> to your filming.<br />

Lead in times.<br />

For small film crews a minimum of 7 days notice will be required.<br />

For larger crews <strong>and</strong> more <strong>co</strong>mplex proposals a minimum of 28 days will be required.<br />

Charges<br />

Costs <strong>for</strong> any services provided by City of York Council will be passed on to Film Crews<br />

<strong>and</strong> these will be agreed prior to filming taking place.<br />

Bonds<br />

Where filming is being undertaken <strong>and</strong> there <strong>co</strong>uld be a possibility of damage to<br />

l<strong>and</strong>/infrastructure, City of York Council may request the payment of a bond prior to<br />

filming <strong>co</strong>mmencing. This bond will be held <strong>and</strong> should any restoration be required<br />

both the Authority <strong>and</strong> the Film Company will be required to obtain quotations <strong>for</strong> the<br />

repair. On agreement the Bond will be used to finance such action, <strong>and</strong> should the <strong>co</strong>st<br />

exceed the amount of the bond the Film Company will be required to pay the<br />

difference.


VISIT YORK – LOCATIONS, PUBLIC RELATIONS, MARKETING, ACCOMMODATION<br />

ADVICE AND HELPFUL ‘GO BETWEEN’…..<br />

Visit York is the city’s official tourism body <strong>and</strong> has over 700 businesses in membership –<br />

visitor attractions such as York Minster <strong>and</strong> the National Railway Museum, restaurants,<br />

shops, hotels etc. The press office knows most ‘business’ venues in the city <strong>and</strong> can also<br />

add additional advice <strong>for</strong> all visiting film crews on possible locations, best viewpoints<br />

etc. Visit York’s press office can help with ac<strong>co</strong>mmodation advice <strong>and</strong> bookings <strong>for</strong><br />

crews, is keen to work with publicists to promote productions <strong>and</strong> can <strong>for</strong> example help<br />

recruit the general public where needed to take part in TV shows. If difficulties arise or<br />

<strong>co</strong>sts are a problem then Visit York can sometimes help act as a ‘go between’ to bring<br />

about resolution <strong>and</strong> if a production is likely to bring about large benefits <strong>for</strong> tourism (eg<br />

a feature film or TV Travel show which clearly shows York as the location) Visit York may<br />

be able to assist on levering additional support or hosting crews etc.<br />
