LFPOA NEWS
LAKE FOREST ROAD PROPOSAL
~By Mary Ann Hampton, President LFPOA ~
As anyone who has traveled through Lake Forest lately knows, our community is
experiencing some extensive road work. These improvements are being made without
additional cost to any of the Lake Forest residents, paid for entirely by the City
of Daphne. The improvements include, but have not been limited to, new curbs,
gutters, median improvements, resurfacing, and modifications to the street itself if
necessary. Mr. Richard Johnson, Director of Public Works for the City of Daphne,
and engineers from HMR have been working closely together on this project, and
the results are certainly gratifying. When the project is completed, the new look it
will bring to those parts of Lake Forest will be impressive.
The improvements, however, are limited to a few miles of Lake Forest. According
to the current plans set out by the City, when the road work in those designated
areas is completed, the project will end. The funds allocated for this work
will have been depleted, and no more road work in Lake Forest is planned in the
near future except for the necessary repair and maintenance work on the streets.
Under the statutory mandates, the City is obligated only to repair and maintain
the streets and roads as they now exist, not to upgrade, improve, or reconstruct.
Moreover, there is no time restriction on accomplishing these objectives, and those
items would be accomplished under the budget and by the vote of the City Council
of Daphne.
Knowing the current project is finite, several weeks ago, Mr. Johnson and the engineers
from HMR brought forth a proposal to extend the road work so that all the
streets, including main streets, side roads, and cul-de-sacs, would be upgraded and
improved or at least resurfaced according to a planned schedule. The proposal contained
a new concept for road improvements, a plan by which the residents of the
areas improved would repay a part of the work to the municipality under an assessment
that would appear on the property tax bill annually for a designated amount
of time. This assessment would be collected by the City of Daphne and would
reimburse the amount spent for upgrades and improvements by the City. However,
the part of the project cost that would be allocated for resurfacing and other work
that would ordinarily be part of the city’s obligation would be paid for completely by
the City. Only the costs of planned improvements and upgrades would be assessed
to the property owners.
Mr. Johnson had three levels in the proposal: 1) Improve and upgrade as well
as resurface every street and road in Lake Forest, including medians; 2) Improve
and upgrade the main roadways through Lake Forest and only resurface all the side
streets and cul-de-sacs; 3) Only resurface all the remaining streets and roads with
no additional work to the medians, no curbs, and no gutters that do not already
exist. The first two options would require an assessment to those property owners
affected. The third option requires no additional funding beyond that set aside by
the City. Obviously, if the first two options are not approved, the third option will
be implemented by default.
There are some facts surrounding this proposal that require special emphasis:
1) If any assessment were to be made, it would be based ONLY on upgrades and
improvements made to the roads, streets, and medians; 2) The City is mandated
to repair and maintain all streets and roadways but there is no mandate HOW
or WHEN they must address this work; 3) The City is not obligated to update,
upgrade, and improve the road system but is mandated to repair and maintain it
ONLY as it exists today; 4) The current proposal made by the Director of Public
Works for Daphne and the engineers from HMR was made with the objective of
continuing the current project while prices are somewhat predictable and while the
City might be able to obtain the required funding at a good interest rate; 5) The continuation
of this project would enable the repair, maintenance, resurfacing, and/or
improvements and upgrades to Forest streets and roads consistently and uniformly,
and Lake Forest would be in good shape for a predicted fifteen to twenty years; 6)
This proposal can ONLY be implemented by the City of Daphne; 7) The Lake Forest
Property Owners’ Association has NO AUTHORITY to vote or be involved in the
General Manager's Report
~ By Rob Wright, CCM, CAM ~
Thanksgiving is staring us right in eye and right after that December and
the holidays. The Lake 9 will open in November and the Yacht Club will be
serving Thanksgiving dinner.
Both Tennis and Golf have seen an increase in membership and usage.
Tennis is as active as it has ever been with more teams and more members
than there have been in years. The Lake 9 reopens for the first time since
May and is in incredible shape. The golf membership drive brought the
number of annual members to it’s highest total in a long time and the E-
blast coupons have pushed up usage. The discounts that are available to
Rob Wright Lake Forest owners, that are not annual golf members, has increased the
number of home owners playing the course. It is a great course and in fantastic
shape.
The pools closed October 31st, after a year of record usage by owners and their families. Remember
that your pool card will still be good next year when we reactivate them on May 1st.
The restaurants at the 19th Hole and the Yacht Club are both booming. Holiday party bookings
are up and the College Game Day package at the Yacht Club makes it a busy place. The all
you can eat Prime Rib nights are bringing in over a hundred owners every time.
If there is anything we can do, remember we are always there to answer any questions.
Meet Missy Hoover, Administrative Assistant
Missy Hoover just joined the staff at Lake Forest
Yacht and Country Club as the new Administrative
Assistant in the main office. She grew up in Summerdale,
Alabama and graduated from Foley High School
in 2001. After graduation, she obtained a cheerleading
scholarship in 2001 to Missouri Valley College
where she studied business.
She attends St. Margaret's of Scotland Catholic
Church in Foley and has been a parish member for
over 20 years. She loves to travel and learn about
other cultures and Missy says, "My idea of a good time
is spending time with my family and friends over good
food and wine. It's Fall-time, so there's nothing better
than barbequing outside and watching Auburn football!"
She hopes she does not gain enemies from that
Missy Hoover
statement. She also says, "Good humor goes a long
way with me."
Missy says she is very blessed to be able to join such an amazing staff like the one here at
Lake Forest and she feels right at home working in such a friendly, professionally-driven atmosphere.
She looks forward to a long career with Lake Forest. Welcome Missy!

official approval or implementation of this proposal.
In order for Mr. Johnson’s proposal to be implemented, the City Council of Daphne
would have to approve and be willing to take the necessary steps. Of course,
the City will not even initiate the first steps toward implementing this proposal
unless there is a solid basis of citizen approval from Lake Forest residents since
the proposal contains the possibility of an assessment and also obligates the City of
Daphne to do millions of dollars of road work over the next few years. This proposal
would require a commitment both from the City and from Lake Forest residents.
Mr. Johnson made his proposal first to the Board of Directors of the Lake Forest
Property Owners’ Association in order to get opinions on how this proposal might
be received. The Board has placed a survey on its website so that residents can
express their views. These will be passed on to the Department of Public Works
and the City.
The Board of Directors believe that their duties include publishing information
on issues affecting Lake Forest residents. This proposal is such an issue. The
Board believes that Lake Forest residents should be aware that this proposal has
been made. Further, the residents need to know the details of the proposal. That
is the reason the presentation in its entirety was placed on the website in the expectation
that Lake Forest residents would view it and be informed.
Some misinformation has been circulated that the potential assessment involved
in the road proposal, if it were to be implemented, is somehow connected to association
dues or assessments in Lake Forest. This is not true. Lake Forest Property
Owners’ Association and its Board of Directors have no connections to the City. Association
dues and assessments are totally separate from any taxes or assessments
related to the City of Daphne.
The Board provides a forum for this proposal and other items and issues that
we believe of interest to our residents. Our goal is to provide more information and
better avenues of communication. Therefore, we invite you to visit our website at
lakeforestpoa.org. Take the survey and give us your opinion. Additionally, for more
direct communication on activities in Lake Forest, please attend our board meetings
at the 19th Hole. We look forward to seeing you there.
Take the Road Survey
The Lake Forest Board of Directors wants to hear from You! Please read the
following carefully before completing the survey, your opinion is critical to help determine
what recommendations are made regarding future roadway improvements
within Lake Forest.
The Daphne Public Works department and the city’s engineers have made a
proposal to repair and enhance the roads within Lake Forest, the detailed plan
is available on our website, www.Lakeforestpoa.org. The department of Public
Works acknowledges that the roads and storm water management system are their
responsibility but improvements and enhancements such as curbs, gutters and
median renovations are not.
This means that it is unlikely that the city will fund any further curb, gutter, or
median renovation as has been done at the Lawson and North entrances without
Lake Forest residents agreeing to an assessment to fund the improvements.
The Public Works department has offered three options which are described on
the website and represented in the linked survey. Again we ask that you read the
options carefully and then click on the survey link and select the option you favor.
Your input on the survey will help determine whether or not a recommendation
is made to the city that the residents of Lake Forest support a program to enhance
and improve the roadways. Help us represent you, give us your opinion.
Covenant Compliance Reminders
Burning of trash, leaves, etc. is not allowed in Lake Forest. Please report
any unauthorized burning to the Lake Forest Architectural Department
or the Daphne Fire Department.
Political signs cannot be displayed earlier than 60 days prior to the
The Architectural Department will be focusing over the next 30 days
on inspecting the subdivision for yards that are not being maintained
according to the Architectural Guidelines. The guidelines state that your
lawn should be maintained on a regular basis – cut your grass, control
weeds, keep bushes and hedges trimmed, and keep flowerbeds and
natural areas mulched. Native areas should be cutback as needed and
dead trees cut down. Fallen tree debris (pine cones, leaves, etc.) should
be regularly removed from yard. Front yards with no grass need to be
relandscaped. Your driveway, walkways, and the street in front of your
home should be kept edged and cleaned. Removal of significant trees
must be approved in advance by the City of Daphne. Mailbox should be
LIVING IN LAKE FOREST
WANT TO DEVELOP A
GREEN THUMB?
WE WANT TO HELP YOU
LAKE FOREST GARDEN CLUB is looking
for anyone who ever wished they could grow
something and watch it bloom and thrive.
Yes, we are looking for women from
Lake Forest to become active members
of our club. We want you as
a member if you are interested in
beautifying your home or garden.
We encourage civic beauty
and study all aspects of the fine
art of gardening with interesting,
informative speakers each
month. We promote the Christmas
Decorating Contest each
year in Lake Forest and we have
a Garden Walk each spring of
select gardens in our subdivision
– always a privilege to attend. We
exchange plants, ideas and friendship
in nine months of informal meetings.
You will receive practical information and
instructions on the flora and fauna of our
state. Members also take field trips, carpooling
to different events or sites. Please call Lura Kauffman
at 621-1659 or just attend our meeting at the Lake Forest
Yacht Club on the first Thursday of the month at 9:45 a.m.
Improvement Committee
~ Submitted by Tomasina Werner ~
Have you ever watched someone create a work of art? Perhaps
you have created a work of art. Each of us has a creative spark
within our being filled with creative energy that can be directed in
many different ways.
Ask yourself, “What have I created?” You will be surprised to
realize you are the creator of many things. It might be as simple as
a flower bed or as complex as an irrigation system for a landscape.
It could even be as simple as being a part of a “dream team” with
a desire for clean neighborhood medians and beautiful resurfaced
streets. Think about it, what has been your best creation -- the one
you are proudest of? My favorite was developing a fun and interesting
curriculum for teaching 6-year olds in Sunday school, which I
used for 44 years.
Oliver Wendell Holmes once said, “The great thing in this world
is not so much where we stand, as in what direction we are moving.”
In what direction are you moving? Could you find a small window of
time in your busy schedule where you can “sneak” in a block of time
to do something special to help improve Lake Forest? Thousands
of our neighbors are already doing just that by beautifying their
own homes and landscapes. It’s amazing how little time it takes
to make a major difference in the appearance of our surroundings –
just moving all trash and garbage receptacles from curb sight until
pickup day is an example.
As you drive through Lake Forest, take time to notice the things
you see in the yards of neighbors that you find unattractive. Are
there things on the front porch or yard such as old, worn out children’s
toys or debris that should be out of sight? Then notice the
groomed lawns with beautiful mailboxes and peaceful porches with
inviting swings, chairs and flowers. What a contrast! Now, think
of your own home and surroundings. How do you feel about it? Are
you doing all you can to make it a beautiful, peaceful atmosphere to
come home to? If not, what would it take on your part, physically, to
make that happen?
Lake Forest Improvement Committee (LFIC) members are always
thinking and working on ways to improve their own surroundings
and that of Lake Forest. Since its reorganization in 2005, LFIC
has been moving in the direction of their dreams through ideas to
improve the surroundings and lifestyle of Lake Forest residents.
New members are “welcome and needed.” Please consider coming
to a meeting the first Tuesday of the month at 6:30 p.m. at the 19th
Hole to see if you would like to become a part of helping this group
improve your neighborhood.
LIVING IN LAKE FOREST
Lake Forest Garden Club
~ By Lura Kauffman, President ~
Our October meeting was held at the Yacht
Club on October 6, 2011. Hostesses Dottie
Zimmer, Barb Cummings, Alice Albright, Ann
Armstrong and Glenda Kersey provided delicious
refreshments and lovely Croton centerpieces
which were also used as door prizes.
New Inspiration Chairman, Elaine Maxime,
presented two inspirations, one serious and
one funny to get us off to a good start. An announcement
was made about our ongoing Membership
Drive and we would like to invite all
Lake Forest ladies to join us for fun, friendship
and to learn about gardening in our area!
Barb Comstock, First Vice President, introduced
speaker, Laurie Parker, author, wordsmith
and garden collage artist. Ms. Parker speaker Laurie Parker
Lura Kauffman (L) and
brought copies of her 12th and newest book,
The Garden Alphabet which is written in metered rhyme using names of
flowers and plants and beautifully illustrated with her garden collages.
She has been self-employed as an author of poetry and art for 15 years and
participated in gardening with
her mother and sister for many
years but only became interested
in her own garden three years ago
when she purchased a house. She
had interesting stories about her
garden and her collage art – for instance,
when positioning the tiny
pieces of collage art, do not turn
on the ceiling fan! And keep the
cat away! All in all an excellent
L-R) Lura Kauffman, LFGC President,
speaker and a beautiful book.
Daphne High School with their
annual Fall Plant Sale on October
29th and November 5th from 7 a.m. to 11 a.m. at the greenhouses behind
the high school. Watch for the signs. The plants are very healthy, pre-fertilized
and very reasonably priced and priced lower than the big box stores.
We also presented a check to Andy Jones, Agri-science teacher at DHS to
repair his well for the greenhouse.
Door Prizes were won by Verne Boland, Jean Wildenhaus, Ruth Foss,
Thomasina Werner, Linda Locklin and Lura Kauffman. The 50/50 prize
was won by Lura Kauffman.
LIVING IN LAKE FOREST
A Restful Corner
Retreat
By Janet Pruitt
Andy and Pam Oberkirch
with Rascal
As we turn over a new leaf and move into the month of November
the next “Yard of the Month” award goes to a well
deserving couple: Andy and Pam Oberkirch. Their love for
gardening is obvious as they have created pristine, well-manicured
and inviting woodlands gardens surrounding a charming
cottage-style home. It is truly a serene and beautiful landscape.
This home is located at 244 Rolling Hill Drive (on the southeast
corner of Rolling Hill and Hope Drive). You can’t miss it, just
look for a “Stop” sign at the corner with two beautiful baskets
hanging on the sign… containing lantana full of rich autumn
shades of color.
Andy and Pam moved here10 years ago, and soon after Andy
built a closed-in porch on the back of the house, giving family
and friends a great place to congregate and enjoy the outdoors.
Recently they established a sitting area atop a hill in their
back yard for their lawn chairs and a chiminea. Soon they will
be landscaping this area to provide another place to relax and
enjoy. Andy explained, “When we moved here the yard and the house was just bare bones with no character.
We’ve made a lot of improvements.” They had to deal with a serious problem of water run-off but were able
to fix much of the problem by installing double French drains on the right side of their home. Andy and Pam
have worked long and hard planting the shrubs and flowers that they enjoy to make it the lovely landscape
it is today. Andy recently had back surgery that put him out of commission for a while, so his son Jay, who
owns Gulf South Landscape Co., pitched in to help. Jay has done an excellent job for his parents and has
generated many requests from neighbors nearby to do work for them.
As you approach the Oberkirch home you begin to feel a sense of calm and peace as the tall oaks and
pines offer cool shade from the sun’s golden rays. Off to the right you find a stately crape myrtle standing
in the midst of a massive planting of azaleas and big leaf (blue) hydrangeas, lorapedliums and manicured
jasmine. The azaleas, hydrangeas, and lorepedlum combination is repeated in shaded beds throughout
this beautiful and attractive landscape. Pam loves exchanging flowers as the seasons roll through and has
brought her personal touch by strategically placing pink and yellow chrysanthemums and Kimberly ferns
nestled in here and there - splashing color, texture and drama along the borders of the gardens. Nearby you
also spot lantana in a variety of colors, giving life and excitement to the landscape. Agapanthus outlines the
border of one bed which will turn gorgeous indigo blue by spring. Poised between two beds there’s a wooden
garden bench where Andy, Pam, and their Yorker, Rascal love sitting and watching grandkids play. Bryar
(age 5) and Sophia (age 2) love to swing on a rope swing hanging from a large oak nearby. Close by is a
birdhouse that Andy built, where they all enjoy watching and listening to the birds as they sing!
Andy and Pam agree that besides watching the grandkids, their next best past-time is sipping coffee in
their rockers on the front porch early in the morning. Here they can enjoy the Boston ferns perched above,
the beautiful rounded boxwoods and yellow mums nestled in below that defines and outlines their porch,
adding joy to a fresh new day! Thank You Andy and Pam for sharing your awesome yard and talents with
us!

The Golf Shop
By Paul Johnson, PGA, Head Golf Professional
Less than 55 days until Christmas. I am reminded by my three
kids daily that Christmas is in the air and the stores do a pretty
good job of advertising it too! 2011 has been a good year and the golf
course is planning to improve in 2012. From improvements to the
golf course, increases in memberships or our club reaching the next
generation of golfers with our award-winning junior golf program,
I can not wait until 2012. In the next few articles, I will be writing
about the opportunities and activities that will be available for the
residents and locals at the Lake Forest Golf Club.
Have you ever wanted to try golf? Paul Johnson, PGA, is offering
a Beginner/Refresher Package. This package is a series of five golf
lessons where you learn the basics of golf etiquette and the swing
mechanics. The normal rate for this five lesson package is $225, but
I will be offering this for a short time for only $99. This package is
good for one year after you purchase and is limited. So purchase
your Christmas gift and give a gift that will last a lifetime.
And finally, I would like to invite you to sign-up for the golf shop
weekly e-mail. Every Thursday, the Golf Shop sends an e-mail
newsletter with the activities and results on the golf course. Also in
this newsletter, we send out coupons and specials only offered in the
newsletter. If you would like to receive this newsletter, please contact
the Golf Shop at 626-9324 or e-mail: LFProshop@bellsouth.net.

I hate to say it, but
school is right around the
corner. As the kids return
to school and get their
schedules adjusted back to
school schedule, the AS-
WING Junior Golf Program
at Lake Forest takes a
short recess in August. The
Program has seen wonderful
improvements in our
kids, their golf games and
their participation in other
sports. Our summer golf
camp series was a big hit
with the kids and a lot of
talent is rip to play golf. So far, the Program is excelling and the kids
are progressing quicker.
The Golf Swing Studio Junior Golf program, or ASWING, is a
year-round Long-Term Athletic Development program with an emphasis
in golf . The ASWING Junior Golf program is modeled on the
Titleist Performance Institute, or TPI, Junior Performance Center,
which is world's authority on youth golf health and fitness.
The Golf Swing Studio's Swing program is foremost a junior golf
school/academy curriculum. Our philosophy is simple: "The AS-
WING Junior Golf Program needs to develop fundamental movement
skills (FMS), establish functional movement patterns, develop
sports specific skills, teach golf-specific skills and create a love for the
game."
Many parents who watch our classes for the first time are often
surprised by how much time we spend playing games that are seemingly
unrelated to golf. Our method is by design. Children should be
well balanced, agile and coordinated. They should possess well-developed
kicking, striking, throwing and catching skills. They should
understand spatial and body awareness. And they should have all
of those characteristics before they specifically start learning to play
golf.
Come see why Coach Paul earned the 2008 Dixie Section Junior
Golf Leader of the Year and is one of three certified junior golf instructors
in the state. Your child will improve in golf and won’t know
it because of how much fun he/she is having doing it!
It is rare enough to see one ace on a given day.
Two is very rare indeed. Mike aced hole 9 and John aced
