Pledge of Allegiance. Mayor read the Open Public Meetings Law notice.<br />

VI.<br />

COMMITTEE AND LIASON REPORTS<br />

A. FINANCE AND ADMINISTRATION - Councilman Arthur M. Nalbandian<br />

Congratulations to the new appointees. Our thoughts and prayers go to the victims of<br />

Hurricane Katrina. Congratulations to the Fire Department on the townwide fire drill.<br />

There was excellent media coverage and it was a worthy effort. Ramsey Day was a huge<br />

success and I would like to thank Nick Saros for his time and effort. Meredith, Sherry,<br />

and Irene did a great job at the Borough’s booth. The 9-11 ceremony was very moving<br />

and I would like to thank Jim Dougherty who did an excellent job as well as Peter<br />

DelVecchio for the fitting music. We are in the midst of a slight water emergency.<br />

It was handled extremely responsibly and everyone takes it very seriously. Cathy<br />

LaFleur has completed her exam as Deputy Municipal Court Clerk. She did very well<br />

and I would like to recognize her for that.<br />

B. PUBLIC SAFETY – Councilman David J. Bisaillon<br />

Congratulations to the new appointees tonight. New volunteers are always appreciated.<br />

Ramsey Day was a great day. I want to thank the members of the public safety<br />

organizations and all the municipal employees, particularly Nick Saros, Meredith, and<br />

Bill Horton. The police, fire, and rescue did an outstanding job. Rich Strangfeld and<br />

Bill Lanning did an excellent job on the townwide fire drill. This country has never<br />

experienced anything like Katrina and there are still conditions that demand our attention.<br />

The 9/11 memorial was very well done. We are very proud of Jim Dougherty for his<br />

outstanding speech. I am liaison to the Water Board but I will defer my comments to the<br />

Mayor.<br />

C. BUILDING & ZONING – Councilman Joe Ratto<br />

Congratulations to the new volunteers. My condolences to Jeff Heller on the passing of<br />

his mother. My apologies to the Ramsey residents for the inconvenience with the water<br />

situation. Unfortunately, the 911 system did not work well and we are looking into that.<br />

D. UTILITIES, BUILDINGS & GROUNDS – Councilman Christopher C. Botta<br />

We received a letter regarding all future grant funds for the year 2006 and I would ask<br />

the Administrator to look into Restore NJ for Downtown Revitalization and the Park ‘n’<br />

Go for local parking studies. My congratulations to Cathy LaFleur on receiving her<br />

Level II certification. The leaf schedule will be going out shortly. The routes are rotated<br />

every year and leaf pick-up will be starting on Monday, October 3. Congratulations to all<br />

the organizations who took part in Ramsey Day. Everyone worked well together, and my<br />

thanks to everyone for their hard work.<br />

E. PUBLIC & GOVERNMENTAL RELATIONS – Councilman Jeffrey C. Heller<br />

We should all have sympathy for those whose lives were affected by Hurricane Katrina.<br />

This may have been the largest natural disaster we will see in our lifetime. I wish<br />

Godspeed to all of those people. My thanks to everyone for their condolences in<br />

connection with the death of my mother. My thanks to Art, Chris, Dave, Richard, Pete<br />

and Nick who made it to Chatham to be with me. I truly appreciated your presence<br />

during that time.<br />

F. HEALTH, EDUCATION & SOCIAL SERVICES – Councilwoman Julie O’Brien<br />

I echo my colleagues on comments across the board. It is the campaign season and we all<br />

want to do the right thing. I have not and will not touch any Siemsen/Vozeh signs on any<br />

lawns. There have been a number of complaints from residents about the signs being<br />

removed. We had one person who has had 4 signs removed. I will not touch any signs<br />

and I hope that we will have the same consideration.<br />

G. MAYOR RICHARD MUTI<br />

It was indeed a fantastic Ramsey Day and Nick Saros did an outstanding job of<br />

organizing it and you had a lot of help from Meredith and her staff, as well as Bill Horton<br />

and his staff at the DPW. All of the employees pitched in and made it a wonderful day<br />

for our citizens and our civic organization. Nick and Rich Mammone put out an<br />

excellent copy of the Borough of Ramsey Journal that we hope to put out on a quarterly<br />

basis. This edition had many interesting articles pertaining to Ramsey Day. My<br />

congratulations to Mike Adams, Director of OEM, for obtaining recertification of our<br />

emergency operations plan from the NJ Attorney General’s office. This is a lot of work<br />

that Mike does periodically to get recertified. My thanks to the leadership of the other<br />

emergency organizations as well for their involvement. I too would like to congratulate<br />

Cathy LaFleur for successfully completing those Court Administration courses, I might<br />

add, with distinction, placing among the highest in her class. I do want to give an update<br />

about the current water emergency situation. As you know, notification went out to<br />

residents Monday evening at 6:00 p.m. via the reverse 911. There were some residents<br />

who did not get notification and we are upgrading the system. That system has only been<br />

in effect for less than one year, so it is a process to make sure that everyone gets on the<br />

list. We are going through that process for the next notification so that we have fewer<br />

residents who do not receive the notice. I would also like to thank the Home and Store<br />

News for acting quickly to get the Boil Water Advisory in their edition that came out on<br />

Wednesday. We contacted them Monday evening late in the afternoon. They held the<br />

presses for us. We got the information over to them and they very graciously printed that<br />

information so that it would get out to residents as quickly as possible. We also were in<br />

contact with other news media so that word could go out in those other media. I think<br />

there was an article in the Bergen Record on Tuesday and perhaps other newspapers and<br />

radio stations. The emergency involved the presence of bacteria in 3 out of 16 tests and I<br />

think it is important that I give you a little bit background information.<br />

We are required by the NJ DEP to test 16 locations scattered throughout the Borough of<br />

Ramsey on a monthly basis to test tap water at those locations to determine the presence<br />

or absence of bacteria. Tests were done according to that routine on Thursday,<br />

<strong>September</strong> 8 th . It takes 24 hours to get the results of water tests back because the<br />

laboratory must incubate the test samples over a 24 hour period to conform with DEP<br />

protocols. The results came back on Friday afternoon that of the 16 samples, 3 came<br />

back positive for the presence of bacteria. When that happens, DEP protocol once again<br />

requires the laboratory to determine the nature of the bacteria contamination. The<br />

laboratory immediately did a test to determine whether or not more serious strains of<br />

bacteria known as e coli bacteria and also known as fecal coliform bacteria were present<br />

in those samples and they immediately ruled out the presence of those two more serious<br />

forms of bacteria. The bacteria that was detected is known as coliform bacteria, again I<br />

emphasize not fecal coliform and not e coli bacteria. When those two more serious<br />

strains of bacteria are ruled out by the laboratory, the protocol from DEP requires that we<br />

go through a second confirming test and that is exactly what happened. Before the DEP<br />

will issue a violation notice and require notices to be sent to water customers, this second<br />

test must be accomplished. New samples were taken on Friday and sent to the<br />

laboratory. Because of the weekend, we did not the results back until Monday afternoon.<br />

When we got the results back confirming the presence of the coliform bacteria, not the<br />

other two strains, we immediately put the wheels in motion to notify as many people as<br />

possible in as quick a manner as possible. This information output to the public went on.<br />

We fielded hundreds of phone calls over the next two days; I think satisfying every<br />

inquirer about the nature of the problem, giving as much information as we knew. We<br />

still do not know the cause for this contamination although we have some areas that we<br />

are pursuing . I don’t want to speculate and get into what those areas are until we have<br />

more information. The steps we immediately began to take when the confirmation came<br />

through were to increase the level of chlorination in the water system and our water<br />

department I must commend for all of the long hours that they have been putting in, their<br />

extraordinary efforts, their depth of knowledge of our water superintendent, Bill Horton,<br />

and our assistant superintendent, Mark Madsen. They have been really going beyond the<br />

call of duty to try to help solve this problem, working to all hours. That first night after<br />

the notice went out, Bill Horton did not get to sleep until 3:00 a.m. and he was up at 7:00<br />

a.m. and back at the DPW. Same story with all of the other workers in that department.<br />

Once the Mayor and the Borough Administrator became aware of the problem on<br />

Monday afternoon when the second sample came back positive, we were notified , we<br />

had a meeting and we decided what action to take to get the public notified and we of<br />

course began those corrective measures as quickly as possible. New samples were taken,<br />

and sent to the lab again. On Tuesday, they came back positive. Now I must emphasize<br />

that the problem appeared to be localized in the downtown area as I said 13 of the<br />

samples were negative for the presence, 3 were positive. On Tuesday, when we got the<br />

second set of samples back positive, I directed the water superintendent instead of taking<br />

one set of water samples and sending them to one laboratory, I directed that he take two<br />

separate sets of water samples from each of those 16 outlets and take a set of samples and<br />

send them to one laboratory, the same laboratory that had detected the positives in 3<br />

locations and take the second set as a precaution to guard against perhaps a laboratory<br />

error and send them to a second laboratory so that we could have perhaps a confirmation<br />

by two independent research sources. Today, we got the results back from those Tuesday<br />

tests. The laboratory that we had been using previously that detected 3 positives<br />

continued to detect positives in those areas, however, the process whereby those bacteria<br />

incubated over the 24 hour period seemed to indicate a lessening of the contamination,<br />

although we cannot quantify that. The interesting news is that the second set of samples<br />

that I directed the Water Superintendent to take that were sent to a second laboratory, all<br />

came back negative, not one positive of bacteria present. Now, I emphasize that these<br />

samples were taken at the same location, at the same times, by the same personnel. That<br />

is an indication that maybe it was a laboratory error, we can’t jump to that conclusion.<br />

We still have to keep the treatment processes going. We are getting some assistance<br />

from United Water Company. Although we are not hooked up yet to United Water<br />

Company, they graciously volunteered to provide us with some personnel if we needed it<br />

to do sampling, some equipment if we needed it to increase the rate of flow of chlorine<br />

into the system and they graciously agreed to do that. They met with us today. It will<br />

help in spelling some of the time demands on our existing personnel . We started some<br />

new locations where we are injecting chlorine into the system. We took a new sample<br />

this afternoon and sent that to the lab. We actually took two samples this afternoon and<br />

will be sending one sample to one lab and the other sample to another lab. We will be<br />

sampling again tomorrow morning and sending it to two laboratories until we have two<br />

confirmed results with negatives, in other words, no presence of bacteria detected. Once<br />

we have two results in a row, we will be able to lift the water boiling advisory. I am very<br />

hopeful that we will be able to do that by the weekend although promises cannot be made<br />

or guarantees made in that regard. We are making progress thanks to the skill and hard<br />

work of our employees and I hope to have good news for residents later this week.<br />

H. <strong>BOROUGH</strong> ATTORNEY – Peter A. Scandariato, Esq. No comments.<br />

I. <strong>BOROUGH</strong> ADMINISTRATOR – Nicholas C. Saros<br />

My thanks to all of the non-profit organizations and all the volunteers who made Ramsey<br />

Day a great day.<br />

J. <strong>BOROUGH</strong> CLERK – Meredith Bendian No comments.<br />

VII. PUBLIC COMMENT<br />

Kevin Wild, 25 Lincoln Street, expressed his concerns about the water situation and spoke about the<br />

testing and notification process. Mr. Wild was not happy with the answer to his question when he<br />

called Borough Hall about the test results. Mayor stated that the purpose of the test is to determine<br />

the presence of bacteria; it does not quantify any amount. We did not have the report of the amount<br />

of bacteria. They detected the presence of bacteria. Mr. Wild spoke about the notification process<br />

and stated that people should have been advised that the water could have been hazardous to drink.<br />

Basically, 1 out of 10 people did not receive a telephone call and a notice was not sent to businesses.<br />

I really do think that Ramsey dropped the ball. We should have been notified immediately when the<br />

bacteria was found.<br />

Doug Rennie, 30 Rose Avenue, expressed his appreciation for the new parking lot at the Ramsey<br />

Library. Today we had the picnic for the senior citizens at the Ramsey Pool and I would like to<br />

determine if there are any regulations regarding children’s use of motorized electric scooters. Mayor<br />

stated that he would ask the Borough Attorney to research this matter. Councilman Botta added that<br />

in the DMV laws, they are classified as motor scooters and they do require a helmet and licensing.<br />

Mayor suggested that the police could do an article for the next issue of the Ramsey Journal with<br />

some information about that issue. Mr. Rennie then expressed his concern about lawn signs and was<br />

upset about a telephone call he received threatening him. Councilman Ratto stated that no one<br />

threatened Mr. Rennie and he should stop lying. Mayor stated that Councilmembers will have a<br />

chance to comment after the end of the public comment. Mayor stated that he agreed with Mr.<br />

Rennie and such threats were uncalled for, if they were made.<br />

Randy Sterbinsky, 172 W. Oak Street, spoke about the Fire Department’s event, “Home for the<br />

Holidays” which is scheduled for Friday, December 2 (raindate: Saturday, December 3) between<br />

6:30 p.m. and 9:00 p.m. with local Main Street merchants. We are looking to extend the closing of<br />

Main Street for one more hour. Schools have been already discussing parade floats and we want to<br />

make it a community-type thing. It does not cost anything to the town. Mayor stated that all of the<br />

Councilmembers probably thinks it is a wonderful idea. Maybe at our next work session, you and<br />

some of the merchants involved could come and meet with us at that work session. Councilman<br />

Bisaillon stated that the window of time is a challenge but we will come up with a solution.<br />

Councilman Ratto stated that Mr. Rennie could not even look him in the eyes, and Councilwoman<br />

O’Brien was with me that day. Did I say anything threatening? Councilwoman O’Brien stated that<br />

Mr. Ratto did not threaten Mr. Rennie. As we drove around, signs were being taken down. I said if<br />

anyone of your guys are doing these things, they will be fully prosecuted if they get caught. By<br />

“your guys”, I mean a party involved. I have police officers on alert. Did I say Mr. Rennie, your<br />

guys are stealing signs? I never threatened Mr. Rennie. He cannot look me in the eyes.<br />

Councilman Heller stated that it is hard to believe that Mr. Rennie would lie. He has known Mr.<br />

Rennie for over 20 years and worked with him on a number of different topics. Mr. Rennie is as<br />

honest as anybody I know. It is simply not in his blood.<br />

Councilman Ratto added that if he was in the Republican Party, I am sure he would treat me the<br />

same way.<br />

Councilwoman O’Brien stated that the reason that she suggested that he call you, Doug, is because<br />

I have so much respect for you. You have been respectful toward me and yes, he did say that we had<br />

spoken with the police about people going onto private property and he did not threaten you directly.<br />

This is getting very blown out of proportion. We are members of the same community. I do not<br />

understand why politics in a little town like Ramsey has to get so nasty and ugly. It does not need to<br />

be that way. We are not doing what we do for any self-serving reasons. We are doing it because we<br />

love this town. We need to settle down.<br />

Councilman Ratto added that it is very stressful for his family.<br />

Mr. Rennie stated that he said he would investigate the problem and the conversation should have<br />

been over. Your temper kept growing and….<br />

Mayor Muti stated that he was going to end this discussion. Not seeing anyone else who wished<br />

to speak, Mayor closed the public comment.<br />

Councilman Botta stated that this ordinance will expand some parking in the downtown area and<br />

open up parking on the Prospect Street side, all the way down to Mechanic. It will also allow<br />

employees of our community businesses to use the lot across the street. They will be able to obtain<br />

employee placards. We are working on getting shared parking, but not in this ordinance.<br />

Councilwoman O’Brien stated that she agrees with everything in this ordinance but has some<br />

concerns that we passed an ordinance two years ago regarding Prospect Street and it did not do what<br />

it was supposed to do. Now, we are passing it again. I requested shopper’s parking and that is not<br />

included in this ordinance. It bothers me that we have to go back and change the ordinance later.<br />

We have a commercial vehicle ordinance and a sump pump ordinance that need to be addressed.<br />

Without the shopper’s parking, I will not be able to vote yes for ordinance 26-2005.<br />

Councilman Ratto indicated that he will vote yes, subject to further review. The lunch patrons at<br />

Brady’s are restricted.<br />

Councilman Nalbandian stated that we are trying to move slowly with respect to parking. It is very<br />

limited. As we see how things fall into place, we can amend ordinances. We are not trying to make<br />

things difficult and we have to go at a reasonable pace.<br />
