COUNCIL MEETING MINUTES<br />

March 22, 2006<br />

Mayor Muti called the regular meeting of the Mayor and Council to order. Councilman<br />

Bisaillon led the Pledge of Allegiance. Mayor read the Open Public Meetings Law<br />

notice.<br />

I. ROLL CALL<br />

Present: Mayor Muti, Councilmembers Bisaillon, Heller, Nalbandian, Siemsen, Vozeh,<br />

Borough Attorney Peter Scandariato, Borough Administrator Nicholas Saros,<br />

and Borough Clerk Meredith Bendian.<br />

Absent: Councilman Christopher Botta (due to business commitment)<br />

Motion by Nalbandian, seconded by Vozeh, to go out of the normal order of business.<br />

Carried.<br />

Councilman Nalbandian joined the Mayor to honor several guests. Larry Inserra, Jr.,<br />

was recognized for his donations to the Ramsey Rescue Squad. Erik Endress spoke about<br />

the identification tags and the Scott Air Paks which were paid for with Mr. Inserra’s<br />

donation of $25,000.00. Carol Brady approached Mr. Inserra and asked if he would<br />

donate $7,000. When Mr. Inserra learned that $25,000 would be necessary so that<br />

everyone could have a base unit, he offered to pay for them. Mr. Endress presented an<br />

engraved commemorative award to Mr. Inserra, who thanked everyone on behalf of his<br />

entire family.<br />

Mary McLaughlin and Susie Wilson commended John Brady, owner of Brady’s by the<br />

Station, for his commitment to the HERO Campaign, in memory of Navy Ensign John<br />

Elliott, who was killed by a drunk driver. Mrs. McLaughlin stated that Mr. Brady has<br />

made it his practice for his place to be a safe place and we appreciate the care that he has<br />

taken. Mayor added that Ramsey was the first municipality in Bergen County to pass<br />

John’s Law II.<br />

Police Chief Bryan Gurney joined the Mayor in presenting Detective Brian Huth and<br />

Patrolman Brett Rothenburger with Honorable Service Awards for their recent excellent<br />

police work.<br />

Patrolman Stephen McNicholas was honored with a Service Award for Operation Iraqi<br />

Freedom. Officer McNicholas recently returned from Iraq.<br />

Mayor administered the oath of office to Sergeant Timothy Flanagan. Mayor<br />

congratulated Sergeant Flanagan. Mayor explained the process for promotions within the


Police Department and Chief Gurney added that Tim Flanagan is a dedicated officer and<br />

he is a fine example to the younger officers. He continues to make himself better.<br />

Councilman Nalbandian added that Sergeant Flanagan is an exemplary officer.<br />

II. APPROVAL <strong>OF</strong> MINUTES<br />

Motion by Councilman Bisaillon, seconded by Heller, to approve the minutes of February<br />

22, 2006, with the following correction: page 4, 3 rd line, should read “clear to see”.<br />

Motion carried.<br />

Motion by Heller, seconded by Nalbandian, to receive and file the following<br />

b. Resolution: Adopting the updated manual for the Employment<br />

Practices Liability Loss Control Plan through the Municipal<br />

Excess Liability Joint Insurance Fund<br />

c. Resolution: Authorizing the reallocation of any Bergen County<br />

Community Development Block Grant funds back into the<br />

Northwest Bergen Region<br />

Knights of Columbus are requesting permission to collect funds for local<br />

charities at various locations in the Borough on Friday, May 5, 2006 - Sunday,<br />

Saddle River Valley Lions Club is requesting permission to sell raffle tickets at<br />

various locations in the Borough weekends in April and May.<br />

St. Paul’s Interparochial School is requesting permission to hold their annual<br />

carnival on Wednesday, May 17, 2006 – Sunday, May 21, 2006<br />

B. RAFFLE REQUESTS:<br />

VI. COMMITTEE AND LIAISON REPORTS<br />

A. FINANCE AND ADMINISTRATION - Councilman Bruce Vozeh<br />

My thanks to the Inserra family and Shop Rite for their generosity to the<br />

community. My thanks also to Mr. Brady for his work with the Drug<br />

Alliance. I am glad to see Detective Huth getting some recognition, as well as<br />

Officers Rothenberger and McNicholas. Now that we have those numbers,<br />

we will be introducing the budget on April 12. State aid will not be<br />

increasing, which in essence is a decrease.<br />

B. PUBLIC SAFETY – Councilman Arthur M. Nalbandian<br />

Congratulations to Larry Inserra, John Brady, Patrolman Rothenberger, and<br />

Detective Huth. My thanks to Patrolman Steve McNicholas for his service in<br />

Iraq. Congratulations to Tim Flanagan which is a well deserved promotion.<br />

Congratulations to Glenn Karpovich on being named “Certified Emergency<br />

Manager”. We have excellent outstanding emergency service personnel. I<br />

never cease to be impressed by our emergency services personnel. On a<br />

personal note, I was invited to the Bergen County Police and Fire Academy<br />

last night to see the training in what is called a flash container.


I was given training on using Scott air packs and it was a tremendous<br />

experience for me to be able to do that. They prepared me extremely well.<br />

The l5th annual Wellness Day will be tomorrow at St. Paul’s School and on<br />

May 19, it will be held at Smith School.<br />

C. BUILDING & ZONING – Councilman Andrew Siemsen<br />

My thanks to Larry Inserra and John Brady for their involvement in town.<br />

Congratulations to Police Officers Brian Huth, Brett Rothenberger, and Steve<br />

McNicholas. Congratulations to Tim Flanagan on his promotion to sergeant.<br />

D. UTILITIES, BUILDINGS & GROUNDS – Councilman David J. Bisaillon<br />

Congratulations to Larry Inserra. The Inserra Family has always been very<br />

helpful. John Brady runs a class operation and I wish him well.<br />

Congratulations to police officers Brian Huth and Brett Rothenberger. I<br />

welcome Steve McNicholas back from Iraq and I wish him well. I also wish<br />

to acknowledge Glenn Karpovich and congratulate him as well.<br />

E. PUBLIC & GOVERNMENTAL RELATIONS – Councilman Jeffrey C.<br />

Heller<br />

I too would like to congratulate Larry Inserra and John Brady. Officers<br />

Rothengerge and Huth have my gratitude and are to be commended. Steve<br />

McNicholas is clearly to be commended to putting his life on the line.<br />

Congratulations to Tim Flanagan on being promoted to sergeant.<br />

F. HEALTH, EDUCATION & SOCIAL SERVICES – Councilman Christopher<br />

Botta<br />

G. MAYOR RICHARD MUTI<br />

I have already expressed my sentiments about those we have honored tonight.<br />

Congratulations to Glenn Karpovich on his O.E.M. achievement. We did<br />

receive the news from the governor that state aid to municipalities will be flat<br />

this year; that really represents a reduction cost of the effects of inflation.<br />

Nevertheless, we were expecting far worse. I hope that they do not lapse into<br />

the same partisan bickering which has characterized budget discussions at the<br />

state level for many years. I hope that they can come together and not try to<br />

gain political capital from the state’s problems, but seek common solutions.<br />

We have been fortunate here in Ramsey to work in a bi-partisan manner to<br />

adopt our budget in a way that represents a strong consensus of opinion.<br />

As Mayor, I have been fortunate to have Chris Botta and Dave Bisaillon<br />

working with me and last year it was Art Nalbandian who worked with me to<br />

put the budget together.<br />

This year, Bruce Vozeh has worked very hard to develop the budget and<br />

hopefully we will get a budget that we can present with pride to the citizens of<br />

Ramsey.


H. <strong>BOROUGH</strong> ATTORNEY – Peter A. Scandariato, Esq. No comments.<br />

I. <strong>BOROUGH</strong> ADMINISTRATOR – Nicholas C. Saros Congratulations to<br />

all of the special guests, especially the Inserra family for their generosity over<br />

Councilman Nalbandian stated that this was being done at the recommendation of our<br />

Police Department’s Traffic Unit.<br />
