The City<br />

<strong>Rajshahi</strong>, with a rich historical heritage, has been well known as a centre of culture and learning. It<br />

is situated on the north bank of the Padma, i.e., the lower portion of the Ganges. Being the largest<br />

city in northern Bangladesh, <strong>Rajshahi</strong> is the se at of the Divisional Commissioner of <strong>Rajshahi</strong><br />

Divsion. It is now connected with all parts of Bangladesh by road, rail and air.<br />

The <strong>University</strong><br />

As early as 1917, the Calcutta <strong>University</strong> Commission, headed by Sir Michael Sadler, indicated that<br />

<strong>Rajshahi</strong> could be the suitable place for a second university of British Bengal. After partition of the<br />

Sub-continent into India and Pakistan in 1947, the <strong>University</strong> of <strong>Rajshahi</strong> was established by an Act<br />

of the East Bengal Legislature in 1953. The <strong>University</strong> campus is situated in an idyllic locality<br />

behind mango and lichi orchards. The campus has been developed on an area of 1000 acres of<br />

land at Motihar, about five kilometers away to the east of downtown <strong>Rajshahi</strong> along the highway<br />

leading to Dhaka.<br />

The Institute<br />

The Institute of Bangladesh Studies (hereafter, IBS) was established by the <strong>Rajshahi</strong> <strong>University</strong><br />

Act, 1973, as an advanced centre for inter-disciplinary study and research on various aspects of<br />

Bangladesh society, life and culture. It is the only national centre of its kind for teaching and<br />

research that undertakes scientific studies in the fields of humanities, social sciences, business<br />

studies, law, and non-experimental science offering programmes for M.Phil. and Ph.D. degrees.<br />

Background of the Institute<br />

With the emergence of Bangladesh, imminent nation-building process necessitated exploration of<br />

the country’s heritage as well as development of its economy. This required systematic and<br />

comprehensive research on the life, society, culture and resources of Bangladesh in order to<br />

promote our understanding of the land and its people. With this background the IBS was founded<br />

with the aim of catering to the country’s special needs by producing an advanced cadre of broad<br />

based specialists to provide leadership in the academic and developmental fields. Therefore, the<br />

academic programmes of IBS are set out to increase the number of creative and competent<br />

research personnel through training and education in Bangladesh-oriented multi-disciplinary<br />

subjects; to increase availability of research material on the history, economy, society and culture<br />

of Bangladesh; and to work for an effective understanding of the chronology, interaction and<br />

projection of indigenous variables, facts or events relating to Bangladesh Studies.<br />

Location and Physical Facilities<br />

The IBS is placed at the eastern side of <strong>Rajshahi</strong> <strong>University</strong> campus with entrance at the Binodpur<br />

Bazar gate. It has now completed its own complex with a three-storied 15,000 sft administrative<br />

building, a 21,000 sft four-storied hostel building (with 20 furnished single and 8 family<br />

accommodations, each with attached bath rooms) and a 12,000 sft annex hostel building with 4<br />

family suites and 24 single (or 12 double-room) suites for both individual and married researchers.<br />

The Institute Building has a spacious library, individual offices for teachers and administrative staff,<br />

a lecture theatre, as well as a number of other facilities. The IBS premise has already acquired<br />

reputation as the best complex within the <strong>Rajshahi</strong> <strong>University</strong> campus.<br />

History<br />

The Institute of Bangladesh Studies was established on the 25 th of September 1973, under an Act<br />

of the Bangladesh Parliament No. XXVI of 1973, described as the <strong>Rajshahi</strong> <strong>University</strong> Act, 1973.<br />

The IBS is a constituent Institute of the <strong>Rajshahi</strong> <strong>University</strong> with a separate Board of Governors. It<br />

is administered within the broad framework of policies, rules and regulations of the <strong>University</strong>. It<br />

started functioning with the formation of the Board of Governors and appointment of Director on<br />

24 January, 1974. Since then, the Institute, first of its kind in the country, has been entrusted with<br />

a role not only of providing facilities for pursuing advance research degrees like M.Phil. and Ph.D.,<br />

but also of developing an integrated approach to Bangladesh studies. Moreover, the establishment<br />

of the IBS has stimulated impressive research activities by its own faculty members on the one<br />

hand, and the seconded teachers of the <strong>University</strong> attached to the Institute on the other. Below is<br />

reproduced an extract from the Statute of the Institute specifying its aims and objects.<br />

Objectives<br />

(a) To promote, and provide facilities for, advanced studies and research on the history,<br />

geography, economics, politics, sociology, anthropology, law, language, literature and<br />

linguistics, philosophy, art, archaeology, music, and culture of Bangladesh and such other<br />

subjects as are significantly related to the life and society of Bangladesh leading to the<br />

M.Phil. and Ph.D. degrees;<br />

(b) to undertake research projects in cooperation with public or private organisations as and<br />

when necessary under mutual agreements;<br />

(c) to place at the disposal of society the results of the researches conducted at the Institute<br />

for fruitful utilization in planning and development schemes;<br />

(d) to cooperate with other departments of the <strong>University</strong> of <strong>Rajshahi</strong> in research activities<br />

relevant to Bangladesh Studies;<br />

(e) to popularize Bangladesh Studies in and outside the country through seminars,<br />

conferences and publications; and<br />

(f) to perform such other functions as will facilitate attainment of the objects of the Institute.<br />

Approach to Research and Instruction<br />

It is neither possible nor desirable to set in advance a rigid design for the approaches to research<br />

and instruction of the Institute or to evaluate, in detail, what has been achieved so far. An organic<br />

development as is envisaged for the Institute has depended and shall continue to depend on what<br />

the scholars bring to the Institute or how the patterns of research develop. The scholarresearchers<br />

from diverse fields form a cohesive team being organically bound in interdisciplinary<br />

programme of research and instruction. Efforts have so far been made to gear M.Phil. and Ph.D.<br />

degree programmes to the research activities of the Institute. Students seeking those degrees from<br />

the Institute, on the one hand, familiarize themselves with the history, culture and society of<br />

Bangladesh, and on the other, comprehend the necessary interrelatedness of a wide spectrum of<br />

academic disciplines bearing on their area of study imbued wit h a sense of direction. The nation<br />

has to constantly seek and refine knowledge for action in the problem areas of identity, societal<br />

integration, and development. The Institute deals with these interdependent problem areas for<br />

research. The approach, there fore, has always been multi-disciplinary.<br />

Being highly selective in the recruitment of staff, the IBS expects to be a centre of excellence and<br />

maintain an efficient system of instruction, research, publication, documentation, and<br />

administration, for which innovative practices are to be adopted. To this end the Institute has<br />

already adopted for its degree programmes the course and the semester system. Students and<br />

Research Fellows are trained to grow and develop an analytical mind, and an insight into the<br />

interdisciplinary approach. Their eventual absorption in university departments, degree colleges,<br />

and research organisations contributes to the improvement in teaching and research in the<br />

country.<br />

While the scope of the IBS is national, due attention is also paid to cooperative teaching and<br />

research between the Institute and relevant departments of the <strong>Rajshahi</strong> <strong>University</strong>. The Institute<br />

makes special efforts to train up personnel keeping in view the needs of the departments,<br />

especially facilitating introduction of new and useful fields, such as social science research<br />

methodology, anthropology, communication, demography, village studies, ethnic arts,<br />

historiography, intellectual history, folk culture, etc.<br />

The IBS tries to build up an exchange programme wit h international academic community. As it<br />

proposes to extend affiliation to foreign scholars to come to Bangladesh and conduct research in<br />

the Institute, so the Institute also supports, for higher studies abroad, its faculty, affiliated<br />

researchers and students on the basis of their having fulfilled course and/or research work<br />

pertaining to the life, society, and development issues of Bangladesh.<br />

The Institute also seeks to bring government resource personnel and university teachers in closer<br />

interaction t hrough seminars, symposia and action research. It is hoped that this will also help the<br />

Institute to collect and process useful government source materials to aid research and instruction.<br />

The Institute also seeks to provide link between the <strong>University</strong> and the society at large, especially<br />

rural Bangladesh through in-depth and action-oriented field research.<br />

The Library<br />

Since its inception, the IBS has put special emphasis on building up a research Library and<br />

documentation centre of its own. Although complimentary to the Central Library of the <strong>University</strong><br />

and the Varendra Research Museum Library, it is organized in view of the peculiar needs of the<br />

researchers of the Bengal/South Asian dimension. On the one hand, current literature, journals,<br />

conference papers and publications of government and nongovernmental agencies and of<br />

international organizations, are procured promptly; on the other hand, maximum efforts are put to<br />

collect rare materials not available in the region.<br />

Documentation work including extensive indexing, abstracting, and bibliographical information are<br />

offered to scholars. Reproduction services are also available.<br />

Computers and Internet facilities<br />

IBS has computer and internet facilities for both the teachers and the Research Fellows.<br />

Publications<br />

The Journal of the Institute of Bangladesh Studies (JIBS), now in its 33rd volume (2010), is<br />

published annually. The Journal provides an opportunity to publish in English the research and<br />

review articles by the Institute faculty as well as fellow academicians elsewhere. Papers on<br />

problems relating to Bangladesh including theoretical orientations having applicability to the<br />

patrimony are accepted for publication. A separate journal in Bangla is also published annually<br />

(from the year 1994). IBS published some other books written by distinguished scholars of home<br />

and abroad. It also published the proceedings of some important national and international<br />

seminars.<br />

Completed Ph.D. and M.Phil. Degree Programmes of IBS<br />

So far 228 candidates completed their Ph.D. degrees and 79 candidates conducted research for<br />

obtaining their M.Phil. degrees at the IBS. In total 307 Research Fellows obtained M.Phil. and<br />

Ph.D. degrees from IBS. A total number of about 150 Research fellows are regularly working at IBS<br />

for attaining M.Phil. and Ph.D. degrees.<br />

Admission to M.Phil. and Ph.D. Degree Programmes<br />

The Institute admits to the M.Phil. and Ph.D. degree programmes on a competitive basis. A student<br />

is selected for admission on the basis of past academic records and performance in the admission<br />

test, both written and oral. The IBS prefers students who are specially interested in research or<br />

who are already in the teaching profession, so that after finishing their degree programmes<br />

successfully, they can continue to serve their respective institutions effectively. The admission<br />

process begins in early January with invitation of applications and the tests are held in April/April<br />

every year. The Acad emic Session starts in July and ends in June<br />

Candidates should have at least a good second class both at Bachelor and Master's levels scoring<br />

not less than 50% of marks in one case and 55% in the other case. Or equivalent in any of the<br />

Humanities, Social Sciences, Sciences (except experimental ones), Commerce, and Jurisprudence.<br />

A candidate having a third division/class or wquivalent at any level i not eligible to apply at IBS.<br />

However, a student showing special aptitude for research and securing not less than second class<br />

in M.A./M.S.S. or M.Sc. examination may also be considered eligible for admission. Admitted<br />

Fellows are to pay admission, tuition, registration and examination fees as required under the Act<br />

of <strong>Rajshahi</strong> <strong>University</strong>.<br />

Requirements<br />

For admission into a programme leading to the degree of M.Phil a candidate must have the<br />

following qualifications:<br />

1. (a) Candidates must have passed both SSC and HSC Examinations at least in the second<br />

division/equivalent GPA.<br />

(b) Candidates must have obtained at least 50% marks or GPA equivalent to Second Class in<br />

Honours/Degree (Pass) and Masters Previous Examinations and at least 55% marks or GPA<br />

equivalent to Second Class in Masters Final Examinations.<br />

or<br />

2. A candidate not fulfilling any one of the qualifications laid down in sub clause (b) may be<br />

admitted, on special consideration, into M. Phil; Programme (not transferable to Ph. D.<br />

Programme) if he/she has at least (i) 5 (five) years’ teaching experience at degree level or (ii)<br />

7 (seven) years’ research experience in a research institute with a minimum of 3 (three)<br />

publications in recognized journals.<br />

3. For admission into M. Phil Programme candidates with a third division/equivalent GPA either in<br />

SSC or in HSC Examination must have a First Class/equivalent GPA either in Honours or in<br />

Masters Final Examinations with a minimum of 50% marks or GPA equivalent to Second Class<br />

in the other.<br />

4. Candidates with MBBS/M.Ag./B.Sc.(Eng.) degrees/equivalent degrees are eligible for admission<br />

into M. Phil Programme if they have obtained 50% marks or GPA equivalent to Second Class.<br />

For admission into a programme leading to the degree of Ph.D. a candidate must have<br />

the following qualifications:<br />

Candidates with M.Phil degreees (except those who did M.Phil. degrees under sub-clause 2 of<br />

clause 5 of the M.Phil. Ordinance) and degrees with similar standard are eligible for admission into<br />

Ph.D. Programme.<br />

Candidates who have received scholarships from the <strong>University</strong> Grants Commission for pursuing<br />

doctoral programme are eligilbe for admission into the Ph.D. programme.<br />

or<br />

Teachers with 5 years’ experience at degree levels and persons from Research Institute with 5<br />

(five) years’ resewarch experience and with 2 (two) published research articles in both cases and<br />

50% marks or GPA equivalent to second class Masters Final Examination and no Third<br />

Division/Class/equivalent GPA in any other examinations are eligible for admission into Ph.D.<br />

programme.<br />

Degree Requirements<br />

In view of the objectives set in IBS Statute, the following compulsory and optional courses are<br />

designed for study in M.Phil. and Ph.D. programmes of the Institute. Apart from the compulsory<br />

subjects, each fellow requires to choose two courses from the optional list.<br />

The course work programme at the IBS was thoroughly reformulated in 1994 making room for<br />

wider-ranging course options. These changes are expected to lead to a curricular expansion and<br />

recruitment of new experts in different fields as instructors and fellows.<br />

Grades will be determined by the teachers who are responsible for administration of the courses.<br />

In addition, at least 80% attendance is required in the classes. In short, the degree<br />

requirements include the following:<br />

(a) Obtaining minimum average 'C' grade in all courses, that is 250 point in aggregate.<br />

(b) Passing of the comprehensive examination at the end of one year's course work.<br />

(c) Presentation of research proposal in a seminar within 3 months (for M.Phil.) and 6 months<br />

(for Ph.D.) of the comprehensive examination.<br />

(d) Submission of a thesis within the stipulated time: Minimum 2 years to maximum 5 years for<br />

M.Phil. degree and minimum 3 to maximum 6 years for Ph.D. degree programmes. The<br />

thesis must show high attainment and originality and it must represent a definite<br />

contribution to existing stock of knowledge.<br />

(e) Passing the final examination that consists of an oral defense of the thesis of a candidate.<br />

Guide<br />

At the time of admission, a candidate is required to indicate the topic of his research along with the<br />

name of a prospective supervisor from among the teaching staff of IBS/<strong>Rajshahi</strong> <strong>University</strong>.<br />

However, if his supervisor and IBS authority are satisfied with his work, an M.Phil. candidate may,<br />

under certain conditions, be transferred to the Ph.D. programme.<br />

The Academic Year<br />

The academic year of IBS starts on July 1 and ends on June 30 each year. The IBS follows office<br />

holidays in line with <strong>Rajshahi</strong> <strong>University</strong>.<br />

Methods of Instruction<br />

The lecture method of teaching which is followed in the Institute is aided by student participation,<br />

case presentation, group discussions, class-room seminars and practical research work. Students<br />

are required to prepare various assignments. Arrangements are also made to hold lectures and<br />

seminars by prominent scholars from home and abroad.<br />

Fellowship<br />

The Institute offers a good number of fellowships for full-time study at the Institute. The award of<br />

fellowship is effective from the time of admission. Initially an M.Phil. Fellow receives Tk. 1500.00<br />

per month tenable for 2 years and a Ph.D. Fellow Tk. 2000.00 per month for 3 years. The<br />

awardees of fellowship must sign a bond. In line with UGC the amount of fellowhip will be<br />

increased in future if budget allocation is avalable.<br />

Research Grants<br />

Some research grants are offered to Research fellows for composing and binding their final theses.<br />

Fellows receiving stipends from the UGC, the <strong>University</strong>, or some other agency may also be<br />

admitted in the Institute to carry out approved research projects.<br />

Residence for Fellows<br />

Two separate four-storied buildings with single/couple accommodation as well as a few family<br />

quarters are located within the Institute complex. Apartments for visiting scholars, accommodation<br />

for wome n researchers are available, too. Both the M.Phil. and Ph.D. Research Fellows are required<br />

to maintain residence in <strong>Rajshahi</strong>, preferably at the IBS campus, at least for the first year of the<br />

programme. A Ph.D. Fellow is required to stay in the campus at least for two years according to<br />

the ordinance of the <strong>University</strong>.<br />

Management of the Institute<br />

The day to day administration of the Institute is run by a full time Director. He is assisted by a<br />

Secretary and other staff. All academic, administrative, development, planning and financial<br />

matters of IBS are initially decided by the Institute Committee consisting of the Director and the<br />

regular teachers. The committee's resolutions are sent to higher bodies for approval. This<br />

committee assists the Director in all respects. This is a statutory committee of the Institute.<br />

Purely for academic matters a Board of Studies is formed according to the Statute of the Institute.<br />

The Board of Studies prepares courses of study and syllabi, makes panels of examiners, frames<br />

rules relating to admissions and examinations, and determines the requirements of the degrees<br />

offered by the Institute. These are then sent to the IBS Board of Governors and then to the<br />

Academic Council and the Syndicate, <strong>Rajshahi</strong> <strong>University</strong> for approval.<br />

Apart from the above arrangements, overall administration and management of the Institute is<br />

vested in a Board of Governors consisting of the Vice-Chancellor (Chairman), five representatives<br />

of different faculties, three regular teachers of IBS, a nominee of the Syndicate, a nominee of the<br />

Academic council, the Curator of the Varendra Research Museum, two scholars from other<br />

universities nominated by the Chancellor and the Director of the Institute (Member-Secretary). All<br />

academic, administrative and financial policy issues of IBS are decided by this Board for the final<br />

approval of the Academic Council and the Syndicate of the <strong>University</strong>.<br />
