Board of Commissioners March 26, 2013 I, the undersigned, the duly qualified and acting County Clerk of the County of Saginaw, do hereby certify that the foregoing is a true and complete copy of a resolution adopted by the Saginaw County Board of Commissioners at a regular meeting held on the 26 th day of March, 2013. I further certify that notice of the meeting was given pursuant to and in compliance with Act No. 267, Michigan Public Acts of 1976, as amended. Prevent sexual violence. April 2013 Whereas, In 2009, President Obama was the first United States president to proclaim April as Sexual Assault Awareness Month (SAAM). The goal of SAAM is to raise public awareness about sexual violence and to educate communities and individuals on how to prevent sexual violence; and, Whereas, The 2013 Sexual Assault Awareness Month campaign focuses on healthy sexuality and child sexual abuse prevention. This April, join the conversation. Start talking about healthy childhood development to prevent child sexual abuse. Learning about healthy childhood sexual development helps adults promote positive characteristics, skills and behaviors; and, Whereas, Sexual assault takes many forms—it is any unwanted sexual contact, including rape, attempted rape, and child sexual abuse. It can affect people of any gender, age, ethnicity, sexual orientation, or ability. Perpetrators of sexual assault can be friends, acquaintances, family members, or strangers. Working together, we can raise awareness, change attitudes, and help prevent sexual assault; and, Whereas, Whether it's challenging our criminal justice system or simply telling a friend who confides in us, let's all rally around this important message: "I believe you." The Saginaw County Board of Commissioners supports the efforts of Underground Railroad, Inc., national and state partners, to actively engage in public and private efforts to prevent sexual violence. Now, Therefore, I, Michael J. Hanley, Chairman of the Saginaw County Board of Commissioners, hereby proclaims the week and year of April 1 – 7, 2013 as Sexual Assault Awareness Month - 14 -

Hanley Adopted: March 26, 2013 Chairman, District #11 Presented: March 26, 2013 Public Health is ROI Save Lives, Save Money National Public Health Week April 1-7, 2013 ~ www.nphw.org Whereas, Since 1995, when the first full week of April was declared National Public Health Week (NPHW), communities across the United States have observed NPHW as a time to recognize the contributions of public health and highlight issues that are important to improving our nation; and, Whereas, Each year, NPHW focuses its effort on a different theme, and this year's theme is "Public Health is ROI: Save Lives, Save Money." The 2013 NPHW theme was developed to highlight the value of prevention and the importance of well-supported public health systems in preventing disease, saving lives and curbing health care spending. This year, we hope you'll join us in championing the work of public health and its significant Return on Investment (ROI); and, Whereas, The American Public Health Association (APHA) serves as the organizer of NPHW and develops a national campaign to educate the public, policymakers and practitioners about issues related to each year's theme. APHA creates new NPHW materials each year that can be used during and after NPHW to raise awareness about public health and prevention. Now, Therefore, I, Michael J.
