Board of Commissioners <strong>March</strong> <strong>26</strong>, 2013<br />

Audit was provided to the subcommittee members and all commissioners. A final version of<br />

the Audit will be distributed at the <strong>March</strong> <strong>26</strong>, 2013 Board Session.<br />

The Auditors issued an unqualified opinion that the Audited Financial Statements fairly<br />

represent the <strong>County</strong>’s financial position. A detailed explanation of multiple pages of the<br />

Audited Financial Statements was provided, highlighting the most material financial<br />

information.<br />

All <strong>County</strong> programs and accounting funds ended the year positively. The Auditors also issued<br />

findings and recommendations for strengthening internal controls and improving operating<br />

efficiencies. All of these findings and recommendations, along with management responses to<br />

each one, were explained and reported to the Subcommittee. (Copy available in the Board<br />

Office)<br />

Accordingly, we recommend the <strong>County</strong> of <strong>Saginaw</strong> Audited Financial Statements and<br />

Management Letter for the Fiscal Year ended September 30, 2012 be accepted and direct the<br />

Controller to submit it to the State of Michigan on or before <strong>March</strong> 31, 2013.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.3 MARCH <strong>26</strong>, 2013<br />

Your Labor Relations Subcommittee considered a Courts & Public Safety Standing Committee<br />

referral to delete a Juvenile Traffic Referee position from the PCN Roster, to add a Senior Intake<br />

Officer position and approve a revised job description to be factored for the Senior Intake<br />

Officer at the Family Division of Circuit Court. The job description was approved and placed on<br />

file in the Controller’s Office and the position was forwarded to the Factoring Committee for<br />

evaluation in accordance with <strong>County</strong> Policies and Procedures.<br />

We herewith submit the following for approval and direct the proper <strong>County</strong> officials to make<br />

the necessary budgetary adjustments in the departmental budget.<br />

Circuit Court – Family Division (Comm. No. 2-19-2)<br />

1. Senior Intake Officer<br />

---Based on point factoring, we recommend the position be placed in grade P-11<br />

It is also our recommendation that the <strong>County</strong> Personnel Complement at Circuit Court – Family<br />

Division be changed to reflect the items noted above.<br />
