MISSION STATEMENT:<br />

The mission of the maintenance department is to provide the students, teachers,<br />

administration, and staff with a comfortable, clean, well maintained learning and working<br />

environment.<br />

The Facilities Maintenance Department, located at 100 Paint Rock Road, is a multisectional<br />

organization which provides facilities maintenance and repair for the school<br />

district under the supervision of the Director of Maintenance. The department consists of<br />

five sections:<br />

Administrative –<br />

The primary task of the Administrative section is to provide the necessary procedures to<br />

operate the maintenance office. This section is responsible for the operation of the work<br />

order system and the district-wide computerized energy management system. Other<br />

duties include items such as tool control (inventory), payroll, key control, safety and<br />

security systems as well as mandated record keeping.<br />

Maintenance –<br />

The primary task of the Maintenance section is to repair and maintain existing district<br />

owned facilities and systems. Additionally, the department also provides basic interior<br />

construction such as cabinets, shelving, minor renovations, and retrofits.<br />

Forward Maintenance Crew –<br />

The forward maintenance crew includes mechanical, electrical, carpentry, painting and<br />

plumbing expertise. The crew visits each school at least once a year. During their visits,<br />

the crews satisfy the majority of the maintenance needs that are either preventive<br />

maintenance or have not been of sufficient priority to receive immediate attention,<br />

but, are needed to upgrade facilities and provide appropriate spaces for the educational<br />

program.<br />

Grounds –<br />

The primary task of the Grounds section is to provide maintenance to all grounds which<br />

are owned by the school district. We maintain over 600 acres which includes elementary<br />

playgrounds, parking lots, and competition playing fields. This section also provides<br />

maintenance for all automatic and manual irrigation systems throughout the district and is<br />

responsible for the maintenance of all small engines and tractor repairs.<br />

The primary task of the Custodial section is to provide clean, safe buildings for students<br />

and staff to learn in.<br />

Supervise all activities performed by the Facilities Maintenance, Grounds<br />

& Custodial Departments<br />

The Director of Maintenance reports to the Assistant Superintendent of<br />

Business and Support Services and is responsible for the maintenance of<br />

equipment, buildings, and grounds of the <strong>San</strong> <strong>Angelo</strong> Independent<br />

School District.<br />

This person supervises the office personnel, Custodial and Grounds<br />

Supervisors, and all Maintenance Shop Foremen.<br />

Responsibilities include:<br />

• Interviewing, hiring and training new employees<br />

• Assigning and directing work responsibilities<br />

• Employee rewards and discipline<br />

• Addressing complaints and resolving issues<br />

• Evaluation of on-going and completed projects<br />

• Informational reports<br />

• Management of budget<br />

• Helping develop long range plans<br />

Primary Tasks<br />

To provide necessary administrative procedures and operate the facilities<br />

maintenance office<br />

This section provides all secretarial and clerical duties to the department.<br />

• Written and electronic correspondence<br />

• Administrative record keeping, to include payroll, employee records,<br />

materials, and supplies.<br />

• Provide data entry for requisitions using the district-wide computer network.<br />

• Provide data entry for the computerized energy utilities cost program.<br />

• Monitor uniform rental contract and billing<br />

• Prepare school board maintenance report and other items to be included in<br />

board meetings<br />

• Reconcile monthly budget report for accuracy and make necessary<br />

adjustments<br />

• Prepare documentation for supervisory personnel<br />

• Provide dispatching of employees to sites requiring maintenance activities<br />

• Maintain equipment inventory<br />

• Process all department invoices<br />

• Initiate permit requests to City Planning Department<br />

• Maintain facility records such as permits and blueprints<br />

This department employs 41 personnel including 2 master plumbers, 2 Class<br />

A HVAC technicians, one master electrician and three electrician<br />

journeymen.<br />

Primary Tasks<br />

Provide maintenance to all grounds which are owned by the school<br />

district including playgrounds, parking lots, and playing fields<br />

The grounds department employs 20 personnel and maintains over 600<br />

acres.<br />

Specific tasks are as follows:<br />

• Mow all areas on a scheduled basis<br />

• Maintains parking lots<br />

• Pest control<br />

• Provide excavation as necessary<br />

• Maintain sports fields<br />

• Maintains all automatic and manual irrigation systems<br />

• Responsible for all maintenance for all small engines and tractor<br />

Custodial Section<br />

Primary Tasks<br />

Provide clean buildings for students and staff<br />

The custodial services section currently employs 100 personnel including<br />

one supervisor. Each campus is assigned a Lead Custodian. Custodians<br />

are assigned to individual campuses or buildings and are tasked by the<br />

principal or building supervisor, however; they report to the custodian<br />

supervisor.<br />

• Each custodian is responsible for cleaning and maintaining an<br />

average of 24,748 (2,425,280 total square feet of buildings in<br />

district) square feet of building space.<br />

• One custodian is responsible for maintaining and repairing buffing<br />

machines, vacuums, and shampooers.<br />

• Section is responsible for operating the district laundry. The<br />

laundry cleans athletic uniforms, towels, mops, and rags.<br />

• Head Start custodians are responsible for the upkeep of all four<br />

Head Start sites.<br />

The amount of work orders for the year of 2002 - 2003 were 9,256 with a<br />

95% completion rate.<br />

The amount of work orders for the year of 2003 - 2004 were 9,540 with a<br />

97% completion rate.<br />

The amount of work orders for the year of 2004 - 2005 were 10,728 with<br />

a 90% completion rate.<br />

The total operating and salary costs for the maintenance, grounds, and<br />

custodial for the year: 2002-2003 is :$3,977,183.00<br />

2003-2004 is :$4,343,436.00<br />

2004-2005 is :$5,732,930.00<br />

The total utility cost for the year 2002-2003 is: $3,034,995.00<br />

2004-2005 is: $2,734,995.00<br />

The 2000 – 2001 Reduction in Force effect on the Maintenance, Grounds<br />

and Custodial department. In 2000 – 2001 these departments were<br />

reduced by a total of 57 employees. Maintenance reduced 28 positions,<br />

Grounds reduced 7 positions, and the Custodial department was reduced<br />

by 22 positions.<br />

NO AFTERNOON BREAK<br />

No custodial employee will be allowed to leave their assigned location during break time<br />

without direct permission from the Custodial Supervisor, Bill Gould, or the Director of<br />

Maintenance, Jim Elson.<br />

Team leaders and team members shall be prepared to assist any other team, at any<br />

particular location, at any particular time, prior to the start of the new school year. Any<br />

movement of a team and/or member(s) shall take place ONLY at the direction of the<br />

Custodial Supervisor or the Director of Maintenance.<br />

A calendar of the payroll periods is included in each team’s record books.<br />

Each campus lead custodian shall bring his/her staff’s time sheets to the Team Leader on<br />

the first day of team cleaning. Employee time sheets are to be kept in the team record<br />

book and will become the responsibility of the Team Leader to insure that each team<br />

member signs and dates their individual sheet. The Team Leader is required to initial off<br />

on each members sheet.<br />

Absence from Duty (AFD) sheets will be included in Team Record Book. It will be the<br />

Team Leader’s responsibility to insure that employee absences are reported promptly to<br />

the Custodial Office and to insure that the employee signs and dates the AFT sheet.<br />

Time sheets and AFD sheets will be picked up at the Team sites by the Custodial<br />

Supervisor, or Joe Fuentes, each Thursday before the end of the pay period. Team<br />

Leaders are not to leave the scheduled work site to bring the time sheets/AFD sheets<br />

immediately upon their return to work.<br />

The Custodial office will deliver pay checks to your assigned work locations.


No employee shall leave their work site to cash paychecks until after 3:30 pm.<br />

Summer School Locations: (Austin, Belaire, Lamar, Reagan)<br />

1. Insure instructional areas, office areas, and restrooms are properly cleaned and<br />

sanitized prior to the start of summer school – starts Tuesday, June 5, 2007.<br />

2. Prepare any/all non-instructional areas to make ready for the scheduled arrival<br />

of cleaning team.<br />

3. Change fluorescent tubes and clean lenses as may be required.<br />

4. Clean and disinfect student desks and chairs in classrooms scheduled for use<br />

during summer school.<br />

5. Insure campus properly secured during daytime school hours, and perform<br />

standard lock up and setting of alarm at end of the work day.<br />

Non-Summer School Locations<br />

1. Prepare cafeteria for stripping and waxing immediately upon arrival of<br />

cleaning team. This will require the folding and moving of tables and chairs<br />

either to one side or outside.<br />

2. Prepare classroom / instructional areas by moving furniture to one side of<br />

room or out into hallway to make ready for team to start vacuuming and<br />

extraction.<br />

3. Insure all trash/unused food goods are removed from classrooms / teachers<br />

lounges / refrigerators. Dispose of such goods in dumpster.<br />

4. Clean / disinfect student desks and chairs.<br />

5. Insure campus is properly secured during work hours and perform standard<br />

lock up and setting of alarm at end of work day.<br />

MAJOR TEAM CLEANING PROJECTS<br />

1. Thorough vacuuming of all carpeted areas and warm to hot water extraction of<br />

carpet, including classroom instructional rugs.<br />

2. Stripping and waxing of non-carpeted / vinyl tile areas – minimum of 3 coats<br />

of wax / 4 coats in high traffic areas.<br />

3. Thorough scrubbing of restroom floors, cleaning of partitions and waxing as<br />

may be required – especially vinyl floor areas (4 coats).<br />

4. Changing of fluorescent tubes / cleaning of lenses.


Home Campus Duties – upon return from Team (August 6 – 24)<br />

1. Clean office areas / entrances in preparation of student registration.<br />

2. Dust / clean ceiling fans / blinds / window ledges / HVAC vents.<br />

3. Clean all office and entrance glass.<br />

4. Clean walls and baseboards throughout entire campus.<br />

5. Clean MPB – clean and disinfect gym walls and mats, scrub gym floor.<br />

6. Sweep cobwebs from around outside windows and doors, covered walkways,<br />

entrances, and remove bird nests.<br />

7. Pick up all trash from flower beds, entrances, and around buildings and fence<br />

lines.<br />

8. Insure all restroom fixtures, stalls, and wall are properly cleaned and<br />

disinfected.<br />

9. Be prepared to help office and teaching staff whenever possible.<br />

Elementary Mowing<br />

Procedures<br />

1. Mow around buildings and outdoor equipment.<br />

2. Weed-eat around buildings, fences, sidewalks & playground equipment.<br />

3. Pull or remove weeds from flower beds, curbs, cracks in sidewalks &<br />

playground areas with surface mats.<br />

4. Mow playgrounds and large areas with tractor and bat-wing mowers.<br />

5. Water areas without automatic sprinklers nights & weekends.<br />

6. Fill holes with dirt on playground and around buildings.<br />

7. Trim shrubs and bushes.<br />

8. Fertilize grass main entrance to office.<br />
