You must provide a narrative justification of the items included in your proposed budget,<br />
as well as a description of existing resources and other support you expect to receive<br />
for the proposed project. Other support is defined as funds or resources, whether<br />
federal, non-federal or institutional, in direct support of activities through fellowships,<br />
gifts, prizes, in-kind contributions or non-federal means. (This should correspond to<br />
Item #18 on your SF-424, Estimated Funding.) Other sources of funds may be used for<br />
unallowable costs, e.g., meals, sporting events, entertainment.<br />
Be sure to show that no more than 20 percent of the total grant award will be used for<br />
data collection, performance measurement and performance assessment. An<br />
illustration of a budget and narrative justification is included in Appendix F, Sample<br />
Budget and Justification, of this document.<br />
The budget justification and narrative must be submitted as file BNF when you<br />
submit your application into Grants.gov. (See Appendix B, Guidance for<br />
Electronic Submission of Applications.)<br />

Literature Citations<br />
This section must contain complete citations, including titles and all authors, for any<br />
literature you cite in your application.<br />

Biographical Sketches and Job Descriptions<br />
• Include a biographical sketch for the Project Director and other key positions.<br />
Each sketch should be two pages or less. If the person has not been hired,<br />
include a position description and/or a letter of commitment with a current<br />
biographical sketch from the individual.<br />
• Include job descriptions for key personnel. Also include the job description of<br />
the mentor/coaches. Job descriptions should be no longer than one page each.<br />
• Information on what you should include in your biographical sketches and job<br />
descriptions can be found in Appendix E of this document.<br />
2. REVIEW AND SELECTION PROCESS<br />
SAMHSA applications are peer-reviewed according to the evaluation criteria listed<br />
above.<br />
Decisions to fund a grant are based on:<br />
• the strengths and weaknesses of the application as identified by peer<br />
reviewers;<br />
• availability of funds; and<br />
