level and state level, and serves as the coordination and communication link with the federal<br />

disaster response system.<br />

Local Government Level in SEMS<br />

The basic role <strong>of</strong> a local government is to manage and coordinate the overall emergency<br />

response and recovery activities within its jurisdiction.<br />

Special districts under SEMS are units <strong>of</strong> local government (other than a city, county, or city<br />

and county) with authority or responsibility to own, operate or maintain a project (as defined in<br />

the California Code <strong>of</strong> Regulations for purposes <strong>of</strong> natural disaster assistance). This may<br />

include joint powers authority.<br />

Cities are responsible for emergency response within their boundaries, although some cities<br />

contract for selected municipal services from other agencies. All local governments are<br />

responsible for coordinating with other local governments, to their field response level and with<br />

the operational area. Cities may support their emergency response by opening their local<br />

government <strong>Emergency</strong> <strong>Operations</strong> Center (EOC). Local governments are also responsible for<br />

providing mutual aid within their capabilities.<br />

Special districts are primarily responsible during emergencies for restoration <strong>of</strong> services that<br />

they normally provide. They may also be responsible for safety <strong>of</strong> people at their facilities or<br />

on their property and for warning <strong>of</strong> hazards from their facilities or operations. Some special<br />

districts may assist other local governments in the emergency response.<br />

SEMS Requirements for Local Governments<br />

The <strong>County</strong> <strong>of</strong> <strong>Santa</strong> <strong>Clara</strong> will comply with SEMS regulations in order to be eligible for state<br />

funding <strong>of</strong> response-related personnel costs and will:<br />

1) Use SEMS when a local emergency is declared or proclaimed, or the local government<br />

(city) or <strong>Operational</strong> <strong>Area</strong> EOC is activated.<br />

2) Establish coordination and communications with field incident commanders either through<br />

local government (city) EOCs, Department Operating Centers (DOCs) to the <strong>Operational</strong><br />

<strong>Area</strong> EOC, or directly to the <strong>Operational</strong> <strong>Area</strong> EOC, when activated.<br />

3) Use existing mutual aid systems for coordinating fire, law enforcement, and other<br />

resources.<br />

4) Establish coordination and communications between the local government (city) EOC<br />

when activated, to the <strong>Operational</strong> <strong>Area</strong>’s EOC, and any state or local emergency response<br />

agency having jurisdiction at an incident within the <strong>County</strong>’s boundaries.<br />

5) Use multi-agency or inter-agency coordination to facilitate decisions for overall local<br />

government-level emergency response activities.<br />

The requirement to use SEMS includes fulfilling the management and coordination role <strong>of</strong> local<br />

government and providing for the five essential SEMS functions <strong>of</strong> management, operations,<br />

planning, logistics and finance/administration.<br />

Coordination with other Levels <strong>of</strong> Government<br />

<strong>Santa</strong> <strong>Clara</strong> <strong>County</strong> has identified the jurisdictions, special districts, volunteer agencies, and<br />

private agencies within the <strong>County</strong> geographical area that may have an emergency response<br />

role during an emergency or disaster that affects <strong>Santa</strong> <strong>Clara</strong> <strong>County</strong>. Their emergency roles<br />

have been identified and provisions for coordination with each <strong>of</strong> them made. The <strong>County</strong> will<br />
