RESOLUTION OF THE BOARD OF SUPERVISOR~~<br />
.OF THE COUNTY OF SANTA CLARA<br />
AUTHORIZING THE ADOPTION OF NIMS AS THE:<br />
COUNTY'S OFFICIAL ALL-HAZARDS<br />
INCIDENT RESPONSE SYSTEM<br />

WHEREAS, the President <strong>of</strong> the United States in Homeland Security Presidential<br />
Directive 5 "Management <strong>of</strong> Domestic Incidents" ("HSPD 5") directed the<br />
Secretary <strong>of</strong> the Department <strong>of</strong> Homeland Security to develop and administer a<br />
National Incident Management System ("NIMS"), which would provide a<br />
consistent nationwide approach for federal, state, local, and tribal governments to<br />
work together more effectively and efficiently to prevent, prepare for, respond to,<br />
and recover from disasters, regardless <strong>of</strong> cause, size, or complexit~f; and<br />
WHEREAS, HSPD 5 requires that Federal preparedness assistanc:e funding for<br />
states, territories, local jurisdictions and tribal entities be dependent on NIMS<br />
compliance and on the adoption <strong>of</strong> NIMS by each jurisdiction as its <strong>of</strong>ficial allhazards<br />
incident response system; and<br />
WHEREAS, in 1993 the State <strong>of</strong> California adopted a statewide Standardized<br />
<strong>Emergency</strong> Management System ("SEMS") for use by every emergency<br />
response organization within the State <strong>of</strong> California; and<br />
WHEREAS, the <strong>County</strong> <strong>of</strong> <strong>Santa</strong> <strong>Clara</strong> uses the SEMS system, which<br />
substantially meets the objectives <strong>of</strong> the NIMS system; and<br />
WHEREAS, the Governor <strong>of</strong> the State <strong>of</strong> California has issued Exelcutive Order<br />
8-2-05 directing the. development <strong>of</strong> a program to integrate the NIM8 system, to<br />
the extent appropriate, into the state's emergency management sy~;tem.<br />
NOW, THEREFORE, BE IT RESOLVED that the <strong>County</strong> <strong>of</strong> <strong>Santa</strong> (~Iara will<br />
adopt and integrate NIMS as the <strong>County</strong>'s <strong>of</strong>ficial all-hazards incident response<br />
system to the extent appropriate and to the extent consistent with the State <strong>of</strong><br />
California's emergency management system;<br />
