RESOLUTION OF THE BOARD OF SUPERVISOR~~
.OF THE COUNTY OF SANTA CLARA
AUTHORIZING THE ADOPTION OF NIMS AS THE:
COUNTY'S OFFICIAL ALL-HAZARDS
INCIDENT RESPONSE SYSTEM

WHEREAS, the President of the United States in Homeland Security Presidential
Directive 5 "Management of Domestic Incidents" ("HSPD 5") directed the
Secretary of the Department of Homeland Security to develop and administer a
National Incident Management System ("NIMS"), which would provide a
consistent nationwide approach for federal, state, local, and tribal governments to
work together more effectively and efficiently to prevent, prepare for, respond to,
and recover from disasters, regardless of cause, size, or complexit~f; and
WHEREAS, HSPD 5 requires that Federal preparedness assistanc:e funding for
states, territories, local jurisdictions and tribal entities be dependent on NIMS
compliance and on the adoption of NIMS by each jurisdiction as its official allhazards
incident response system; and
WHEREAS, in 1993 the State of California adopted a statewide Standardized
Emergency Management System ("SEMS") for use by every emergency
response organization within the State of California; and
WHEREAS, the County of Santa Clara uses the SEMS system, which
substantially meets the objectives of the NIMS system; and
WHEREAS, the Governor of the State of California has issued Exelcutive Order
8-2-05 directing the. development of a program to integrate the NIM8 system, to
the extent appropriate, into the state's emergency management sy~;tem.
NOW, THEREFORE, BE IT RESOLVED that the County of Santa (~Iara will
adopt and integrate NIMS as the County's official all-hazards incident response
system to the extent appropriate and to the extent consistent with the State of
California's emergency management system;
