Atty. Reynaldo Espinosa is the President <strong>and</strong> CEO of ePLDT Inc., a<br />

wholly-owned subsidiary of the Philippine Long Distance Telephone<br />

Company (PLDT) engaged in e-commerce <strong>and</strong> multimedia businesses. 9<br />

He testified that ePLDT entered into a contract denominated as<br />

Teaming Agreement with Mega Pacific eSolutions, Inc. (MPEI) on 3 March<br />

2003 for the Automated Counting <strong>and</strong> Canvassing Project of COMELEC.<br />

Under the said Agreement, ePLDT undertook to supply the “encryption<br />

services” that will ensure that the data gathered in the automated counting of<br />

the ballots would be tamper free. Although ePLDT did not directly<br />

participate in the bidding process, it did submit through MPEI its Bidder’s<br />

Statement <strong>and</strong> its supporting documents, all of which are now part of the<br />

Records of the bidding submitted by MPC to COMELEC.<br />

Ms. Helen Marquez as Chief Operations Officer of ePLDT confirmed<br />

the execution of the Bidder’s Statement which was submitted to COMELEC<br />

through MPeI.<br />

Mr. Peter Tan testified that he is the President of Wesolv Open<br />

Computing, Inc. (“Wesolv”), a domestic corporation engaged in the supply<br />

of technology infrastructure products <strong>and</strong> services. He stated that WeSolv<br />
