That the administrative complaint against public respondents be DISMISSED, without prejudice to further investigation regarding the drafting and execution of the Phase II contract between Comelec and MPeI. 4. That the matter of the editorial article appearing in the July 2006 issue of Kilosbayan by Former Senator Jovito R. Salonga be referred to the Internal Affairs Board for investigation. SO RESOLVED.
