<strong>1949</strong> which had this to say about scientific intel-<br />
ligence :<br />
"We believe that there is an obvious<br />
need for more centralization <strong>of</strong> scientific<br />
intelligence. Where centralization is not<br />
practical there should be the closest<br />
coordination among the existing agencies<br />
through the use <strong>of</strong> committees such as the<br />
present interdepartmental atomic energy<br />
would be the logical focal point for the<br />
coordination and appropriate centralization<br />
<strong>of</strong> scientific intelligence. <strong>The</strong>re appears<br />
o overridinn re or the segregation<br />
within the <strong>Office</strong><br />
<strong>of</strong> Special Operations,<br />
to reattach this Group to the<br />
even though some<br />
y for security reasons."*<br />
"To fulfill its responsibilities as the<br />
chief analytical and evaluating unit for<br />
scientific intelligence, and consequently as<br />
the principal guide for collection, the Branch<br />
would have to be staffed by scientists <strong>of</strong> the<br />
highest qualifications. We appreciate that in<br />
such a Branch it would be impossible to obtain<br />
a leading scientist for each <strong>of</strong> the many segments<br />
<strong>of</strong> scientific and technological intelligence,<br />
