close working level contacts were established<br />
and maintained with the elements <strong>of</strong> the Department<br />
<strong>of</strong> Defense that dealt with diverse aspects <strong>of</strong><br />
electronic intercept to ensure that all intercept<br />
products were available to the Agency and that<br />
the best intelligence use was made <strong>of</strong> them.<br />
Early in 1951 OS1 was convinced that ELINT<br />
(now clearly defined as electronic intercept) was<br />
one <strong>of</strong> the most effective intelligence sources<br />
on Soviet electronics and that the value <strong>of</strong> its<br />
contributions to national intelligence fully<br />
warranted active support <strong>of</strong> intercept efforts by<br />
