More or less embattled on all fronts, Machle's<br />
brief service in CIA saw only the first faltering<br />
steps in the creation <strong>of</strong> an effective OSI. Hampered<br />
by serious deficiencies in the information inputs<br />
and in the caliber <strong>of</strong> its personnel and beset by<br />
opponents inside and outside <strong>of</strong> the Agency, OS1<br />
could by early 1950 show little outside the nuclear<br />

In February 1950 H. Marshall Chadwell from<br />
the New York <strong>Office</strong> <strong>of</strong> the Atomic Energy Commission<br />
became Assistant Director, OSI.<br />
In sharp contrast<br />
with Machle, who had a distinct flair for intrigue<br />
and behind-the-scenes<br />
activity, Chadwell was by<br />
nature mild-mannered and conciliatory.<br />
He was in<br />
many respects well chosen for the role <strong>of</strong> peacemaker.<br />
As he took <strong>of</strong>fice in 1950 CIA began a massive build-<br />
up in response to the requirements for intelligence<br />
in support <strong>of</strong> the Korean War effort.<br />

many implications this conflict held for Soviet and<br />
Chinese Communist weapons development programs, and<br />
